Job Description

The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.

The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, Sidama, South-West, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

 POSITION SUMMARY:

Under the direct supervision of the Procurement Director, the Procurement Officer is responsible for the management of the procurement of goods, works and services required for ATI’s program and operational needs in accordance with the policies and procedures of ATI, Government Public Procurement and World Bank Procurement guidelines and other donor requirements.

ESSENTIAL DUTIES:

  • Ensure timely execution of procurement activities end-to-end

  • Examine and analyze departmental procurement requisitions for completeness and accuracy of information

  • Demonstrates skill in performing under the pressure of frequent interruptions, conflicting demands, changing priorities, and heavy workloads.

  • Ensures necessary systems and administration activities are carried out accurately and in a timely manner.

  • Properly reviews requisitions and determines an appropriate method of sourcing procedures based on the government procurement directives and donor requirements

  • Assists in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and costing.

  • Investigates and develops sources of suppliers

  • Provides assistant to the end-users in regards to the preparation of specifications, bill of quantity and TORs for the required procurements

  • Assists end-users in the preparation of annual procurement needs and participates in the consolidation of the annual procurement plan for goods, services and works

  • Prepares procurement documents such as bid notice,  request for quotations, biding documents, RFPs, bid evaluations and reports, and contract agreements. Also, prepares requests for expressions of interest and request for proposals (RFPs) for inviting and obtaining proposals for consultant’s services

  • Prepares correspondence required for requesting, the Donors approval/’no objection’ of the proposed procurement steps/decisions, as required

  • Follows up the execution of all foreign procurements and customs clearing process and ensures that they are implemented in compliance with ATI and relevant Gov procedures and regulations

  • Collects goods purchased as per the specifications and cross-check delivery is made as per required specs and timeline.

  • Updates product specifications for regularly procured items

  • Assists in establishing procedures for receiving and opening of bids/proposals, ensuring adherence to the evaluation criteria stipulated in the bidding documents/RFPs in a professional and timely manner;

  • Compiles current market prices for the procurement database as well as for user support

  • Prepares and submits procurement updates regularly and as required

  • Assists in the development and revision of the master suppliers’ list of the ATI

  • Works loosely with stores and inventory controllers in setting reorder levels

  • Coordinates and resolves problems in collaboration with procurement team with end-users (requesting units) and suppliers

  • Prepares procurement contract and facilitate signing with supplier/service provider

  • Follows up the implementation of procurement contracts in collaboration with Procurement Director and requesting units

  • Assists in the presentation of the procurement evaluation report to the Procurement Endorsing Committee.

  • Handles any other procurement related activities as requested by the Procurement Director

Job Requirements

  • BA Degree or Masters in procurement, purchasing and supplies management, Logistics, Accounting, Economics, Management or other relevant fields of studies.

  • Minimum of 4 years (BA Degree) and 2 Years (Master’s Degree) of relevant experience and knowledge of Ethiopian Government Procurement directives and the World Bank, the USAID procurement practices and procedures, and other NGOs.

  • Good knowledge of supplies management software is a plus

  • Experience in collecting, analyzing data and reporting

  • Ability to establish and maintain an effective working relationship, multitask, prioritize activities and work under pressure

  • Experience working in donor financed project(s) is a plus

  • Ability to handle multiple tasks and meet deadlines

  • High integrity, with timely & effective communication skill is essential

  • Adaptability: working in a multi-cultural environment
