Job Description
The SAFE4HCF Infrastructure design coordinator will be responsible for the identification, design, implementation, monitoring and reporting on the progress of health care facility Sanitation and hygiene infrastructures and facilities, Health care waste management (HCWM) and IPC constructions, rehabilitation and management of projects in the project districts. S/he is responsible for day-to-day field management, supervision and provision of regular technical backstopping to SAFE4HCF project staffs.
She/he will be responsible for developing /adopting and implementing policy/strategy/guideline/standards related to HCFs as well as for the quality of current and future programs in all phases. She/he will build and leverage the capacity of the WV’s Water 4 life+ project and provide technical support to the project’s teams at national and district levels The Job holder will directly reported to SAFE4HCF program manager.
· Plan, design and develop detailed bills of quantities (BOQ), drawings, and implementation action plans for the construction/rehabilitation works required at WASH, health care waste management (HCWM), IPC, infrastructure in the health care facilities in collaboration with Water 4 Life + WASH staffs and engineers and based on assessment and program requirements, ensuring that recommended work is within the already set standard.
· Review technical design documents for rehabilitation and construction undertakings by the different sectors in the context of WV and local area demands;
· Execute implementation of all WASH, HCWM (health care waste management), IPC, infrastructure activities as per implementation plan, BOQs, drawings and specifications
· Ensure that HCFs (health care facilities) infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by Mercy Corps through quality checklists.
· Monitor and supervise WASH, HCWM (health care waste management) and IPC activities to ensure effective implementation of the designed activities of the project.
· Supervise and be responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient and accurate manner according to standard engineering methods
· Maintain material record at construction sites and ensure quality of all material arrived on all sites.
· Ensure the Contractor is compliant with Statutory Law and the organization safety and security protocols on all construction/rehab sites
· Identify project supplies needs prepare requisitions and coordinate with operation team to ensure materials arrive timely to work site.
· Validate the progress and quality of work of the contractors, and make the connection with the administration and logistics to ensure their payments are done well on time.
· Capacitate and ensure health care facility staffs and their management team participation in all WASH, HCWM (health care waste management), and IPC infrastructures,
· Ensure all WASH, HCWM (health care waste management), IPC and ensure effective implementation of the mentioned infrastructures are well coordinated with local authorities and all stakeholders,
· Is responsible for maintaining detailed work plans and written records of engineering work undertaken in the project
· Conduct need assessment and project facility mapping for all WASH, HCWM and IPC infrastructures together with SAFE4HCF MEALC, communication and reporting coordinator and project officers
· Ensure integration of the planned project infrastructure activities with other WASH, HCFWM and IPC promotion and advocacy activities.
Work with concerned project officers and engineers to draw up works tender documents’ and provide technical support to Bid Committees.
· In collaboration with community representatives, health care staffs and management team, the job holder will participate in selection of targeted health care facilities to be part of the project’s infrastructures in targeted health care facilities.
· Closely work on project planning, implementing, monitoring and evaluating of the project and conducting survey designs in consultation with MEAL, communication and reporting coordinator and other team members,
Collect data from construction sites and sectors and compile progress reports of construction undertakings at site level and then to next management staffs,
· Ensure that construction works are integrated with CASH/WASH FIT promotion and CVA implementation components which ensure sustainability of the infrastructure built.
· Ensure program integration between SAFE4HCF team and other sectors throughout the planning, design and implementation stages to create synergy effects.
· Coordinate WASH, HCWM and IPC related construction and rehabilitation activities with other local actors (governmental and non-governmental).
· Coordinate WASH, HCWM, IPC infrastructure construction activities with other sectors (example nutrition, education, public health promotion and advocacy) of WV & partners
· Coordinate WASH, HCWM and IPC construction activities with other local actors (governmental and non-governmental).
· Regularly meet the Health care facility staffs, user beneficiaries and their leaders whenever in the field to explain what WASH team is doing their the HCFs.
· Actively participate and contribute a lot in weekly/monthly management and team meetings with in WASH and Water 4 life + project
· Build strong relationship with local and government partners, health care facility WASH, HCWM and IPC infrastructure platforms and share best learnings
· Prepare periodic and field visit reports, and sharing timely work plan and share best learnings for WASH team and sharing with line manager,
· Communicate periodic reporting of the constructions and rehabilitations in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed).
· Ensure that WASH infrastructure construction and rehabilitation works are well documented and ready for further utilizations. Ensure proper Record keeping for all WASH infrastructure activities in hard and soft form.
· Work responsibly in relation to budgets management of all infrastructures
Uphold transparent and accountable financial management processes at all times in consultation with the SAFE4HCFs finance officer
· Meet with local government staff working the proposed facilities to explain what WV is doing and explain the role to be played by the HCFS and operators in the rehabilitation.
Listen to voice and the suggestion of the targeted beneficiaries and provide technical guidance and support feedback to provide better understanding of the between WV and HCFS related to infrastructures.
8 years and above for BSc and 6 years and above for MBA/MSc and have the following:
· Demonstrated knowledge on different water schemes study and design.
· Basic knowledge in water and wastewater system design and treatment.
· Experience in health care waste management facility design.
· Experience in WASH Program Management, contract administration and construction supervision
· Experience in an international NGO or similar organization.
· Proven experiences in project team management and coordination.
· Knowledge in local design standardsHigh level report preparation.
Education:
· M.Sc /B.Sc Degree in Water Resource, Civil, Sanitary, Hydraulics, Environmental Engineering and other related fields;
Certification:
· The following are a plus but not mandatory:
ü Having certified training on in WaterCAD, AutoCAD, MS Project,
Professional licenses from renowned and acceptable bodies including local government offices.
