Job Descriptions

  • Lead rapid needs assessment teams and produce the necessary technical reports that will be used as input for proposal development in humanitarian emergency response.

  • Enhance coordination, collaboration, and partnership of organizations that are engaged in multi-agency assessment.

  • Support multi-agency assessment team, and exchange early warning information (SC, FAO, CRS, FEWSNT, WFP, OXFAM, NDRMC, etc).

  • Participate actively in Joint assessment 15%Lead, support, and facilitate the development of a national disaster/emergency preparedness and response plan

  • Prepare world vision Ethiopia disaster preparedness plan and contribute to DDG process and update twice a year based on HRF/MYR.

  • Prepare contingency planning for specific emerging hazards

  • Linking early warning product with early action using APs budget (up to 20%) and NEPRF.

  • Produce executive alert for emerging hazards using disaster declaration group (DDG) scoring system (tool)

  • Actively engaged on disaster declaration process by providing timely and reliable early warning information. 15%Management , monitoring and evaluation

  • Closely monitor/evaluate the food security situation of WVE operational areas

  • Monitor humanitarian crisis for potential and emerging disasters to inform early response

  • Conduct regular field visit in most drought and flood prone area programs, and produce informative report.

  • Supervising , mentoring and supporting the professional development of technical staff in the field office

  • Supporting national emergency response staff requirements well as manage multi-sectoral emergency project.

  • Manage information system for regular, timely and reliable EW data collection as well as collecting EW information at different levels (from federal to community level).20%Technical Assistance/Support

  • Oversee and lead technical support for effective execution of technical activities including EW information analysis , livelihood and vulnerability assessment

​Provide technical assistance for WV staff and partners

  • Capacity building for WVE staff which is related to early warning early action , preparedness , assessment etc

  • Closely work with JEOP team for capacity building and information exchanges.

  • Participating actively and collaboratively in country-level integrated food security phase classification (IPC) in line with IPC protocols

  • Work closely with technical sectors (IFaNs, Health, Education, WASH, Child Protection, Emergency Response, etc)15%External engagement, representation, networking and strategic partnering;

  • Collaborating with national, regional and local stakeholders for exchange of early warning information (NDRMC, FEWSNET, FAO, WFP, SCI, CRS)

  • Attend coordination forums related to early warning ( NEWEA, Flood taskforce , IPC , Methodology group)

  • Actively participate on the new EARO EA/EA initiatives meeting

  • Represent WV in the EWEA and other national coordination arrangements.

​Communications/Reporting

  • Regularly update humanitarian context of Ethiopia ( Monthly Bulletin) for all WE staff

  • Update early warning early action monthly report ( world view EARO) and for SitRip

  • Keep records of hotspot classifications, flood alerts and national Indexes (Country food Insecurity phase, Country Disaster Risk Rating, Country-level Fragility Index, ACAPS Crisis Severity Rating etc)

  • Identify humanitarian needs of the affected communities, produce quality and timely report, advocate and shared to wider user of WVE

  • Gather emergency related early warning information from various sources and systematically compile and analyze it and used as Information management system.

Job Requirements

Required Professional Experience

  • MA or BA in disaster risk management, humanitarian action, rural development, Agricultural economics, Agricultural extension, Econ. & Devel. Studies and at least 6 years for MA and 8years for BA field experience working in disaster management focusing on Early Warning and Emergency Response/relief.

  • Commitment to World Vision Core Values and Vision Statement

  • Strong problem solving, interpersonal and negotiation skills.

  • Ability to work with different partners engaged in early warning system.

  • Agreement with World Vision’s Christian ethos and participation in devotions

  • Knowledgeable of MS Word, Excel, Power Point and pivotal table etc.

  • Other requirements Required Education, training, license, registration, and certification Technical Training qualifications required: Applications: Needs innovative and contemporary early warning tools like HEA-LIAS, LEAP, IPC, SMART Nutrition survey, EPINFO, SPHERE, GIS and RS, Disaster management and good understanding on Digital Early Warning system.
