Duties & Responsibilities:

Implementation of project activities to meet established targets

  • Oversee project activities timeline, advise implementing staff to ensure timelines adhered to, and recommend any possible changes based on the lessons learned.

  • Review and advise on tools and guidelines to aid in project implementation, ensuring established guidelines are adhered to by WV staff and consortium members. Coordinate with World Vision staff and sub-grantees staff on meeting established targets.

  • During the life of the intervention, review the performance indicators and reports produced by different stakeholders and suggest necessary changes to ensure targets are met.

  • Review performance metrics and suggest measures to improve implementation progress.

  • Ensure lessons learned are drawn and shared and course correction is undertaken to continuously improve and strengthen the project performance.

Coordination & Communication with Stakeholders

  • Coordinate with communities, service providers, and local governments, consortium members and donor representative, sharing project performance, transparency of challenges with USAID and mitigation measures.

  • Serve as a liaison between the project team, consortium members, project participants and the donor representative to ensure harmonization, shared learning, collaboration and alignment of efforts.

  • Ensure timely and effective communication and information sharing between different stakeholders.

  • Assess training needs relevant to technical areas and provide, if required, training to local stakeholders.

  • Facilitate processes according to which consortium members, relevant government representatives and donor representatives are collaborating, reflecting on the M&E data, drawing lessons learned and making recommendations to project leaders for further improvements and adaptations in project implementation for higher efficiency and effectiveness.

Capacity Building

  • Oversee capacity building plans as aligned with project goals and work plan

  • Oversee and support capacity building activities with project beneficiaries as aligned with the work plan

Staff Management

  • Supervise staff that report directly to this position. Conduct regular coaching.

  • Conduct field visits in conjunction with field staff, to monitor implementation, to ensure compliance with operational procedures and assess progress as well as to deliver technical support to field staff, provide resources, and make clear recommendations on ways to strengthen the program and share learning across programs.

  • Provide staff with recommendations, guidance and mitigation measures as needed.

  • Ensure that project staff conduct activities adhering to the donor/SO standards and that the information is used to enhance decision-making process within and outside the organization.

Reports

  • Review and approve of quarterly and annual reports prior to submission to donor, approve annual work plans for all consortium members.

  • Ensure that all documents are reviewed before sending to USAID. Also ensure that reviews are carried out at each level.

  • Review reports from sub-awards and provide guidance as needed.

  • Work with the Collaboration, Learning and Adaptation (CLA) Lead to ensure high quality, coordinated, and demand driven learning, knowledge management and capacity strengthening activities.

  • Perform other duties as required.

Job Requirements

KNOWLEDGE, SKILLS AND ABILITIES

Minimum education, training and experience requirements to qualify for the position:

List academic requirements (if applicable), technical skills, or other knowledge required as a minimum qualification for this position.

  • Master’s degree or equivalent in Agriculture, Economics, or Rural development is preferred. Applicable experience in the fields of food security, livelihoods and related work can also be considered relevant.

 List additional work experience required as a minimum qualification for this position.

  • At least 7 years of demonstrated experience managing operational, project management and administrative duties for the U.S. Government–funded projects or other internationally funded programs. Previous experience in food security, and livelihoods related activities in Ethiopia is an asset.

License, registration, or certification required to perform this position:

If applicable, include language requirement(s) as a minimum qualification for this position.

Fluency in English.  Experience with USG funded programs and USG regulations.

Preferred Skills, Knowledge and Experience:

List academic, technical skills or other knowledge preferred for this position.

Management skill in designing, managing, and implementing, monitoring and evaluation of donor-supported programs as well as technical skill in managing livelihoods and food security related activities.

List additional work experience preferred for this position.
