Background
The Migration Management Unit (MMU) in the IOM Office in Addis Ababa, Ethiopia works closely with the Government of Ethiopia (GoE) to improve migration management and governance including countering trafficking in persons (TiP) and smuggling of migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus. In response to the challenges posed by irregular migration, TiP and SoM, MMU implements programmes with a focus on migrant protection and assistance including assisted voluntary return and reintegration (AVRR), voluntary humanitarian return (VHR), counter-trafficking (CT), humanitarian assistance to migrants in situations of vulnerability. To promote better migration governance and to foster the developmental potential of migration, MMU also works on technical cooperation and capacity building of government and non-government stakeholders with migration management mandates, labour migration and human development (LHD), and immigration and border management (IBM). The diversity of its programming makes it crucial for MMU to ensure the mainstreaming of crosscutting issues such as migrant protection and the adoption of a right-based approach throughout the project cycle.
IOM has established Migration Response Centres (MRCs) in several regions of Ethiopia to provide direct and urgent assistance to those migrants in need. The MRCs also work closely with the Ethiopian Government and build up the response capacity of partners in those MRCs locations to protect migrants in mixed migration contexts and to strengthen mechanisms to identify and refer migrants in need of specialized services.
Under the overall supervision of the Senior Programme Coordinator (Migration Management) and the direct supervision of the Moyale head of Sub office, the incumbent will support the Migration Management Unit in implementing MRC initiatives. He/she will:
Core Functions / Responsibilities:
Provide logistical and administrative support for planning, implementation, and monitoring of all activities at the MRC
Facilitate reception, registration, referral, and transportation of migrants to the MRC, supporting the screening of vulnerable migrants at the points of entry or border crossing points, and reintegration to their communities of origin
Coordinate the MRC day-to-day activities, including completing registration forms, orienting migrants on available services, ensuring the service is up to the minimum service standards and based on applicable Standard Operating Procedures
Support the regular collection of data related to the MRC as well as the monitoring and evaluation pertaining the implementation of migrant protection and assistance-related projects
Ensure the provision of MRC services such as meals, Non-Food Items, referrals to service providers, information, etc.
Collaborate with the Protection Sub Unit staff and/or partners in the delivery of assistance to migrants in vulnerable situations.
Assist in research-related activities on migration patterns and trends in MRC locations and border exit points
Initiate, update, follow-up, and proceed with the payment of local consultancy contracts. Coordinate with HR to ensure that all steps are being followed from the hiring step until the payment of the consultancy fees is done
Verify that MRC beneficiary data is collected, communicated, and securely stored as per IOM procedures.
Support the MMU and the sub-office in liaising effectively with national, local, and international as required
Perform such other duties as may be assigned.
Required Qualifications and Experience
Educational Qualification
Bachelor’s Degree or higher in Development Studies, Sociology, Social work, Psychology, Law or other relevant area from an accredited academic institution is required.
A minimum of 3 years of relevant professional work experience providing direct assistance or services to populations such as migrants, refugees, beneficiaries of social safety programs.
A good understanding of donor funded programs and other UN Partners.
Experience
Experience in project management, including conducting base line assessment, tool development, monitoring, report writing, establishing institutional learning system
Technical skills in qualitative and quantitative data collection and analysis
Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats.
Familiar with activity monitoring/reporting methods and information management systems.
Skills
Knowledge on return and reintegration of migrants
Good knowledge of migrant protection and assistance
Familiarity with project development, administration and evaluation concepts and procedures.
Good level of computer literacy, with proficiency in MS Windows / MS Office applications.
Experience working in international organizations.
Languages
Thorough knowledge of spoken and written English and Amharic is required.
Knowledge of local language is an advantage.
