I. Job Summary
Under the guidance and direct supervision of the North Programme Office - WASH Project Manager, the Gender and Social Transformation Specialist leads on gender other venerable groups analysis in programming, and plans for and implements equality and positive transformation of gender and social norms in the WASH programme areas. The specialist support on gender policies and trends and relevant linkages to CARE WASH programme. The Specialist provides analysis for formulation of strategies and briefings to the Water+ team, Donors and Senior Management of CARE Ethiopia. The Specialist advocates for and represents CARE WASH and at times North program office in his/her area of expertise as requested by his/her supervisor. S/he will be responsible to (a) lead the Facilitators for Empowerment in implementing specific psychosocial, gender equality, women’s empowerment and engaging men and boys activities, (b) advising other field office staff and management in implementing gender action plan and (c) capacitating and supporting woreda level government staff.
The Specialist maintains a network with colleagues from CARE, partner organizations which are both government and non-government, and promote the gender equality and transformation approaches of CARE Ethiopia.
The purpose of the Gender and Social Transformation specialist post is (a) to lead the development of gender equality and transformation objectives and plans at regional, zonal and woreda levels based on CARE’s program experience. In particular, it is to lead and ensure implementation of CARE Ethiopia gender related policies, strategies and approaches in the WASH project of North programme office in collaboration with government and community partners. (b) to lead and implement the capacity enhancement and collaboration of CARE’s government, and community partners and improve synergy within the CARE’s programme area. (c) In addition, it is to continually analyze and interpret gender and gender equality/transformation issues through research, documentation and preparation of top quality analysis and reports. (e) to also work closely with CARE South Gondar team and ensure all policies and strategies as well as activities within the programme are in line with CARE’s Gender policies and strategies.
II. Responsibilities and Key Result Areas
1. Capacity Building and Training
Lead the development and implementation of relevant trainings on gender and social transformation programming to staff working on WASH project, government stakeholders and the community
Train facilitators of empowerment and other relevant stakeholders on the Gender and Social Transformation activities
Together with sector specialists, deliver GED and engaging men and boys training to all staff working on WASH project
Lead and Support empowerment facilitators to train SAA facilitators and VSLA group discussion facilitators
Support other North Programme staff in Value Chain Analysis and IGA training activities to discuss gender issues within value chains and income generating activities
Co-facilitate training to DAs on gender and climate vulnerability assessment; provide support to DAs to follow up on CVCA action plans
Co-facilitate trainings for DAs on improved crop and livestock technologies on gendered climate change risk & gender sensitive adaptation strategies
Co-facilitate trainings for DA agents on business plan development and women`s economic empowerment;
Review of findings from WASH gender analysis as well as the Gender and Social Transformation indicators study and use of the findings to inform development of group discussion manuals and training guides
Support other North programme office staff in compilation of expanded SAA discussion guide and training materials for SAA facilitators (which will take on food security, engaging men and boys, women in leadership, and psychosocial issues), VSLA discussion guide and training materials for VSLA discussion facilitators (which will take on food security, engaging men and boys, women in leadership, and psychosocial issues), and training materials for Role Model Men and Role Model Women, including campaign design;
Review and tailor available training material and group discussion material (SAA discussion guides, VSLA group training guides) of CARE Ethiopia to SWEEP project,
Review and tailor or develop guide for facilitators of empowerment and DAs on how to engage with community members / particularly women in sensitive issues / psychosocial issues – include protection guidelines for the facilitators (every facilitator and DA should have a printed guide);
Provide high standard technical support and capacity building on psychosocial and gender areas to the project beneficiaries and stakeholders;

2. Program planning and implementation
Ensure that gender is considered across the project, including training materials, monitoring, operations, policies and procedures and design activities that target women, girls and other venerable groups within the scope of the project;
Support regional, zonal and woreda level Women´s Affairs office to take lessons from WASH project and scale-up to other areas in the region; including support in development of training materials, etc.
Design and conduct project gender analysis, including participatory gender-sensitive value chain and market analysis with key findings and actionable recommendations, and integrate analysis results into a comprehensive gender integration plan;
Review and provide input to project work plans, with attention to gender equality, transformation and economic empowerment of women and discuss gender issues and priorities with project senior management and other technical specialists;
Design and develop work plans on women empowerment component of the project,
Coordinate the development of gender sensitive plan and strategy in the operation areas;
Ensure implementation of Gender and Social Transformation activities;
Ensure that activities are carried out according to approved plans and that corrective actions are taken timely;
Facilitate linkage with public and private sectors at local and various levels;
Provides oversight and guidance to community facilitators;
Undertake/facilitate project baseline studies, annual reviews, mid-term assessments and final evaluations;
Actively participate in diagnostic studies (livelihood, value-chain and marketing assessments) for gender sensitive project design;
Review project evaluation reports, compile and share lessons for program quality improvement;

3. M& E, Learning and Documentation
Establish gender‐disaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
Incorporate gender considerations into the M&E, Learning and documentation Plan, with an emphasis on designing indicators that will drive high-value project activities;
Co-facilitate the implementation of the psychosocial indicators study
Operationalize the indicators identified in the psychosocial study and find simple ways to monitor them (e.g. semi-annual reflection meetings with few women groups of the project, etc.)
Ensure that the findings of the WASH/SWEEP gender analysis are integrated into SAA/VSLA group discussion guides
Support WASH/SWEEP project team to implement the Most Significant Change methodology, including facilitating FO level story selection and write up with project staff
Documentation of good practice, particularly in the area of gender transformation, economic empowerment, psychosocial work and engaging men and boys

4. Partnership and Networking
Establish and maintain productive relationships/partnership with all levels of government offices and partners;
and promote the gender equality and transformation approaches of CARE Ethiopia.
Works closely with relevant resourceful organizations on psychosocial and gender equity to understand and benefit from existing knowledge and practices;
Support Women´s Affairs and sectoral offices to implement women´s empowerment activities;
Support the women affairs and other government offices to develop and implement gender equity and women empowerment training materials;
Involve other training institutions such as universities for social work in the development of training material as appropriate so that on the long term, other relevant stakeholders could be included in official training programs
Coordinates and promotes partnership and synergy with other project interventions and actors operating the operational area;
Works with resource units such as PQL and others to scale up good practices and draw lessons from others;
Liaisons with national programs women empowerment;

5. Leadership and Representation
Coaching of empowerment facilitators and other ReLive project staff in inclusive facilitation techniques and in coaching of facilitators and Role Models
Coaching of Role Model Men and Role Model women in solidarity, support to develop their campaign ideas
Coach facilitators in case of any difficulties they face in implementing the WASH gender and social transformation activities
Develop mechanisms of “supervision and intervention” – a forum/meeting where the facilitators of empowerment can get together and share their work, success and difficulties they face, reflect on it and find solutions to difficulties;
Support the South Gondar programme office staff responsible for CARE´s GED implementation plan, to develop and implement field office specific plan;
Support Project Manager to strategically adapt, plan and revise WASH project activities as necessary to achieve the gender other venerable groups equality goals set in WASH/ ReLive project document.

A) Education/Training
Required:
B.A. Degree in social science, social work, psychology, sociology, education or other closely related field with experience on women empowerment
Desired:
MSC/MA in social work, gender, sociology, psychology, development studies or other closely related field with experience in psychosocial and gender analysis and women empowerment.
B) Experience
Required:
5 - 7 years of work experience in the social science, social work, psychology, sociology, education or other closely.

Required:
Language proficiency in written and spoken English;

E) Problem Solving (Thinking Environment):
All the three levels of problem solving apply to the incumbent. But category number two and three is most applicable to this position because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.
V. Contacts/Key Relationships
The incumbent is expected to establish and maintain good relations with all CARE projects in North Gondar and its complementary projects and partners’ staff at all levels. He/she will also be expected to have productive and professional relations with operational and functional units in CARE office and other key stakeholders (e.g. government counterparts, civil society and private sector). S/he actively supports experience sharing and learning forums between WASH and other related projects to ensure synergy, learning and coordination of program objectives.
VI. Living Conditions and Level of Travel Required
This position is based in North Gonder zone, Debark town as a seconded staff for ORDA and requires 40 - 50% of his/her time for travel to WASH project woredas/kebeles in the operational areas.
