Job Description
Program Management & Coordination – 50%
· The position will be the budget holder for the National/sub-national level responsibilities
· To overview all program activities and operations implemented in Ethiopia
· He/she will have direct and matrix supervision of the PC (Project Coordinator) in Amhara
· He /she Will be responsible to work with Thematic Sector Leads, Finance and Grant Manager, and MEAL Manager (MM) at Addis Level.
· He/she Will be responsible to attend coordination meetings and research coordination meetings
· He/she will be expected to coordinate with the technical team based at Plan International USNO
· He She is responsible for all the required support to conduct audits of the project in Ethiopia
· Ensure the PCs in Amhara Region have regularly revised the Detail Implementation Plan (DIP) based on the dynamic context in the Implementation area.
· He /She will be responsible to support the visibility and communication activities of the project in line with the Communication and Visibility plan of the project
· The PM will be expected to lead the implementation of the activities at the Zonal level and organize the Regional Sharing event where appropriate.
· Ensure effective information sharing and learning across agencies including providing monthly and quarterly updates on project activities for internal consumption
· Establish strong working relationships with all implementing partners and stakeholders of the project, and develop an in-depth understanding of the activities.
· Organize project planning & monitor meetings with staff, partners, and stakeholders.
· Coordinate with Finance, Procurement, and Logistics to access the support required for project implementation.
· SAP expenditure and actual monitoring and follow-up.
· Update Project Outline with any significant changes in context and secure the required Approval
· Participate in coordination and cluster meetings when required
· Coordinate the writing and submission of regular narrative and financial reports to the donor and other stakeholders as required.
· Advance transfer, PO modification, and management of liquidations, etc.
Stakeholder Coordination – 20%
§ Establish effective working relationships with the government counterparts, implementing partners, private and public sectors, consultants, and other development organizations and target populations in the program operation.
§ Coordinate between Plan International USNO to maintain consistent delivery standards and good working relationships.
§ Represent the Plan Int`l team in meetings with the donor and with implementing partner
§ Work with the implementation partners to identify and address potential capacity building and/or support needs
Human Resources – 5%
· As necessary, participate in the recruitment of the Project team in both intervention regions orient, train, and support project staff as necessary;
· Undertake performance management to respective program staff as required.
Monitoring and Evaluation Systems – 15%
· Collaborate with MEAL to maintain and develop mechanisms to monitor and evaluate the impact of the project implementation in Amhara as well as its partners, and ensure learning is integrated into future program design.
§ In collaboration with the MEAL coordinator, ensure proper Monitoring, Evaluation, and Learning and information generated is used for project implementation in the operational areas.
§ Working together with the thematic sector leads to the design of reporting systems for weekly and monthly reports to ensure accountability
§ Ensure full compliance with reporting systems, review performances, and reporting
§ Conduct regular monitoring visits to Afar intervention woredas to ensure the progress of project implementation on a good track.
Representation – 5%
· Represent the project and liaise with government stakeholders, donors, local and international NGOs, and any other relevant stakeholders.
· Participate and coordinate Cluster group meetings in Nutrition, Health, FSL, Education, CPiE, and Protection Sector.
· Clearly promote gender and child protection across the work of participants.
· Support partners in understanding plans’ gender equality strategy and program criteria and capacity-building activities on gender as part of the regular work at the field level.
· Ensure the representation of Plan Ethiopia in their respective region from gender equality perspectives.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) – 5%
· Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
· Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
· Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GeI, including making sure that relevant reporting and data are submitted.

· BA/BSc or MPH, MA/MSc University degree in the following fields– Health, Nutrition, WASH, child Protection, Humanitarian and Development Cooperation, Development Studies, Sociology/social work, or any related Social Science fields.
· Minimum 7 years’ relevant experience and of which at 3 years in progressive experience in similar organizations at management level with responsibilities including line management of senior staff. Most preferably experience in managing IDP and/or refugee response settings.
· Proven experience in managing big teams and understand the functional relationship with other partners.
· Proven experiences and ability to coordinate and collaborate with different organizations including the government and demonstrable working experience in development programme
· Proven experience in two or more of the thematic areas such as on experience in Child Protection in Emergency, education, youth programming, WASH, Health and Nutrition projects.
· Proven experiences and ability to coordinate and collaborate with different organizations including the government and non-government organization
Knowledge
· Knowledge of child protection in emergencies activities at refugee and IDP settings and understanding of international NGOs is preferred.
· Ability to identify the main child protection needs affecting children and to inform an holistic response for children
· Good knowledge of and experience in using inter-agency camp management policy and standard
· Extensive representational experience: can demonstrate the ability to represent Plan effectively in external forums.

· Knowledge of Plan policies and procedures is a plus
· Requires general finance, administration, management and telecommunication skills and proficiency in information technology/ computer skills.
