Roles

• Develop Strategies, recommend JEOP(USAID grant) response measure and structures for WVE JEOP programs emergency preparedness and response to developing humanitarian crisis;

• Lead the preparation of JEOP programs full proposals and concept papers to USAID/FFPW and other donors to mitigate, prepare and respond to both rapid onset and slow onset disasters based on needs, existing internal and other international humanitarian policies, strategies, standards and principles;

• Lead mobilization of JEOP programs human, financial and material resources towards tackling emergency situations both within WVE operational areas and outside, which have strategic importance for WV ministry;

• Manage baseline and evaluation designs-criteria for using bas of quality elines, development of TORs for both midterm and final evaluation, managing consultants and managing overall evaluation process;

• Development of JEOP program M & E system based on M & E plan, data quality management for all data collection activities and data analysis, presentation of information using various modes;

• Ability to design overall food program including problem analysis, log frames, ITT, M & E Plans, budget and overall implementation plan;

• Plan and manage the implementation of humanitarian accountability systems and LCP for food programmes (community help desks, Mainstreaming Do No Harm and protection princlples within JEOP Programmes);

• Ensure integration of cross cutting issues in JEOP programming and capacity building programs;

• Lead and assure strict budget management and adherence to donor(USAID) guideline and activity timelines to ensure proper accountability to donors and effective project implementation;

• Give leadership to JEOP program evaluations, impact assessments and documentation of JEOP program related best practices and lessons learned;

• Provide effective leadership to program staff, site coordinators and other relevant personnel and take part in staff recruitment process and undertake performance review

Job Requirements

Qualifications Required: preferred MA/MSc in relief or Disaster Management, Environmental Science, or related fields, though BA/BSc with equivalent experience will be considered
                                         
 
3. Work Experience and Skill required: 5-7 Years of experience in operational research, relief or disaster management, disaster mitigation and development related fields

• Good understanding of humanitarian standards;

• Good knowledge of local context;

• NGO experience is a plus

• Ability to work in high tension and high security risk situations;

• Ability to work in and contribute to team building environment
