Job Description
Job Summary
Responsible for leading and coordinating the planning, implementation and monitoring processes of mental health and psychosocial support (MHPSS), GBV, and protection programs in May-Ani and Adi-Harush refugee camps. Integrates security issues, guarantees compliance with protection and ethical principles. Facilitates the development, management and reporting of proposals; employs, educates and mentors staff, volunteers and partners; and collaborates with related actors, sub-clusters, working groups, legislative agencies, other organizations and partners. Oversees integration and mainstreaming of gender, youth & GBV considerations in the IDP, Refugee, and host community response.
Position: Project Manager I- WGSS-UNFPA (Internal/External)
Duty Station: Mekelle (Tigray)
Duration of Contract: One year contract (60 working days of probation period)

Principal Responsibilities:
·Ensures that performance evaluation forms for all employees are completed and submitted to FH/E Head Office timely;
Ensures that human resources, materials and commodities are adequately available and properly utilized;
Coordinate the preparation of project plans and ensures their timely submission to The concerned body;
Ensures that project activities are implemented in accordance with the project proposal signed between FH/E and the Government;
Conduct situation analysis in the project areas and designs appropriate intervention plan in line with the vision of FH/Ethiopia;
Monitors and evaluates project activities in collaboration with stakeholders, FH/E head office monitoring team and other concerned bodies;
Present the project profile, plan, report and different cases concerning the project on different woreda, zonal and regional level forums;
Ensure that project implementation status is regularly gauged against the indicators in the project proposal to identify gaps. Propose project ideas to design new projects and secure funds from different sources;
Prepare quarterly procurement plan and get approval for timely purchase of materials. Show a higher integrity in handling resources belonging to the organizations;
Prepares detail annual project budget in collaboration with concerned FHE head office staff;
Maintain relationship and Network with the project with relevant NGOs and the private sector
Co-ordinates and creates team spirit among project staffs to maximize the achievements of the project
Identify capacity gaps of FH and partner staffs and fill the gaps as deemed necessary with the view of enhancing the capacity of local FH staff and partners;

Required Education and Experience:
⮚ Bachelor degree in Management, Rural Development, Agriculture, or Economics, Natural Resource management or other related fields;
⮚ 6 years related experience out of which two years on managerial position preferably in NGO setting.

⮚ Training Experience in refugee response, Peace building and cohabitation.
⮚ Ability & Willingness to live in areas of limited facilities.
⮚ Physical fitness to function in a difficult environment
Language:
⮚ Proficiency in spoken and written Amharic, Tigrigna and English required;
Supervisory Responsibility
This position Supervises the project staff as assigned.

Safety & Security Responsibilities
⮚ Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;
⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures
⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;
⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
⮚ Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources
Gender Responsibilities
⮚ Provide adequate time to staff to participate in gender sensitivity workshops and related events.
⮚ Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.
⮚ Build a better gender balance in staffing through affirmative action.
⮚ Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.
⮚ Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.
⮚ Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues.
