Job Description

About the Position:
Under the supervision of Deputy Head of WASH & NFIs Programme and in coordination with other sector horizontal and vertical relationships, the WASH & ESNFI Advisor is primary responsible to ensure well integrated implementation of the programme objectives and ensure GOAL Ethiopia’s Development and Emergency WASH projects across the country are implemented in line with the project design, Sphere and cluster standards and use the existing or develop systems to monitor the performance of these activities for hosting community, disaster affected communities, health institutions, schools, refugees and Internally Displaced Peoples.
The WASH & ESNFI Advisor will also work closely with GOAL’s head and field office staffs to ensure successful implementation of the Water, Sanitation and Hygiene promotion activities with primary focus on the WASH and WASH related construction activities and Hygiene and promotion activity across the country. S/he will check regularly that effective integration is exercised with nutrition and health in the whole course of the project implementation.
Key Areas of Accountability/Duties
The WASH & ESNFI Advisor will work closely with other programme team in all over the Humanitarian response and Development Programme for integrated implementation of the programmes objective specifically with the Health and Nutrition Programming.
The WASH & ESNFI Advisor will provide technical leadership and quality control in design, implementation, monitoring and evaluation of water, sanitation and hygiene promotion interventions.
Under the supervision of WASH & NFIs Programme Coordinator, the WASH & ESNFI Advisor will be charged with the prioritization and coordination of the start-up and management of technical interventions and supporting the assessment, planning, design, implementation, supervision, expansion/development and administration of technical interventions. These will have a strong link to ongoing or planned water, sanitation and hygiene promotion activities and nexus between Development and Emergency projects.
KEY DUTIES/TASK LIST
TECHNICAL AND PROJECT MANAGEMENT
· Ensure WASH projects are implemented in line with donor proposals and requirements and in accordance with GOAL, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of the WASH & ESNFI Advisor at HQ regarding quality, strategy and technical guidelines.
· Regularly assess and provide feedback and recommendations on the quality of WASH programmes and interventions during field visits and at other relevant times.
· Conduct updated assessment (directly and remotely) of current situation in collaboration with relevant stakeholders; determine priorities and immediate activities and resources.
· Provide technical input and support in the design, installation, maintenance and operation of existing and future rural water supply systems as well as training of officers and water user committees.
· Advise the programme team regarding activity progress and make recommendations for course correction if necessary.
· Ensure the availability of accurate, complete and up-to-date information required for effective WASH programme design, implementation, management, monitoring and evaluation with a particular focus on sanitation and hygiene promotion.
· Contribute in the selection, design, and upgrade the most appropriate forms of hygiene and sanitation system and facilities in accordance to SPHERE standards and taking full account of local conditions, resources, customs and cultural norms.
· Provide technical support on Hygiene and Sanitation activities such as review the TORs, develop Hygiene/Sanitation training manuals/topics, provide advice to field team and supervise the capacity building activity.
· Oversee the preparation and timely submission of WASH assessment plans, scope of works, bill of quantities and requisitions for the procurement of equipment, materials, supplies and services.
· Prepare engineering estimates, drawings as well as tender documents for WASH construction works.
· Monitor & supervise latrine construction, water supply systems structures rehabilitation, and construction which include electro-mechanical equipment and hand pump replacement, rehabilitation of reservoir, public tap stands, pipe laying of pressure mains & distribution networks.
· Supervision of on-force & all contracted activities such as maintenance of generator, installation of hand pumps, Generator house, pipe lines and latrine construction by presenting at site level during the construction.
· Advise partners on all technical aspects of WASH sector activities implementation, ensuring a unified and effective approach to achieving project milestones.
· Develop guidelines and tools as required for WASH staff to implement key project activities consistently and effectively.
· Organize technical training for project staff as required to enable them to implement the project strategy and activities effectively.
· Facilitate the preparation of contract documents for construction and consultancy works signed at the Head Office level in collaboration with the WASH field staff;
· Link with water & sanitation agencies at Federal level (ministries, relevant organisations, NGO networks) and liaise with the WASH staff in Dublin and regional office, and share appropriate information to the field staff;
· Document/publish experiences and lessons learnt in GOAL Ethiopia's projects in relation to WASH.
· Ensure all WASH staff have access to necessary and appropriate information as required.
PROJECT ORIENTATION AND INFORMATION:
· Initiate procurement towards purchase of the required items for rehabilitation, maintenance and construction of water supply system and latrine construction and WASH NFIs.
· Prepare all procurement, contracting and construction management documentation with the support of WASH & ESNFI Advisor.
· Prepare short note update/documents and presentations on the project and conduct internal and external orientation as appropriate.
· Introduce WASH projects to the regional/zonal/woreda authorities and work with those departments to ensure all aspects of programme understood and agreed to implement the programme.
· Ensure all authorities and communities are kept well informed of the programme success and challenges as appropriate.
· Develop full project implementation plan with internal and external stakeholders including M&E plan for the assigned project in collaboration with MEAL team.
· Facilitate in documenting water supply and latrine construction related data, keep records and disseminated to WASH & NFIs Programme Coordinator and other programme team.
· Maintain frequent communication with WASH & NFIs Programme Coordinator and other programme team to ensure program activities and objectives are communicated.
PROJECT IMPLEMENTATION:
· Monitor and follow up timely and quality implementation of all activities.
· Preform regular monitoring and follow up visit to project implementation areas, identify gaps and provide technical recommendations.
· Initiate procurement to ensure adequate supplies for water, hygiene and sanitation activities for the project.
· Provide technical support to relevant Government agencies in order to develop capacities related to their roles and responsibilities in the WASH Sector.
· Coach Field WASH teams, identify their gaps and devise mechanisms on how to fill their gaps.
· Provide quality control of WASH interventions.
· Contribute to monitoring, evaluating and documenting progress of program implementation against indicators are being followed.
· Conduct and closely follow the distribution of water treatment chemicals, water filters and WASH NFIs.
· Participate as member in different procurement and tender committees and effectively contribute on technical issues.
· Take measurements of the construction activities, prepare take-offs sheets and payment certificates and submit for approval.
· Manage the implementation of WASH activities to achieve the goals and objectives set out in project proposals. Plan and resolve issues that arise to ensure that they are completed to timeframe.
· Ensure the implementation of activities to quality standards and in line with sector technical good practice, supported by and guided by Deputy Head of WASH & NFIs.
· Support in the selection and designing the most appropriate form of sanitation system and water supply systems.
· Assist trainings for WASHCos and ensure that the WASHCos are well functioning.
· Supervise activities related to household latrines and post triggering activities (Community Conversation).
· Plan and manage WASH programs in a phased and prioritized manner with full consultation and co-ordination with WASH & NFIs Programme Coordinator and other agencies both governmental and non-governmental.
· Ensure paperwork required for the procurement of items needed is processed in a timely manner.
· Coordinate with the relevant regional, zonal and woreda level project staffs and water sectors and community partners towards effective implementation of WASH projects.
MONITORING, REPORTING AND DOCUMENTATION:
· Regularly visit project implementation sites, to gain a thorough understanding of how activities are being carried out and to give guidance to the team on areas for improvement.
· Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met within the stated time-frames and in accordance with recognized international standards.
· Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
· Responsible for ensuring WASH project milestones are undertaken, appropriate monitoring systems are in place to ensure evidence is available to demonstrate project achievement of outputs and impact.
· Actively engage in the design and implementation of monitoring systems that will allow for the monitoring and impact analysis and evaluation of GOAL WASH programmes and projects.
· Support and provide technical guidance on developing standard indicators for monitoring and evaluation.
· Supervise and support the development and implementation of quantitative and qualitative data collection, analysis and reporting.
· Ensure and follow-up to standardize all M&E documents within the WASH projects and programme.
· Provide direction and support to develop a database for WASH projects and programme.
· Maintain regular contact with the field WASH staff through regular field visits to ensure that the WASH component of the project is carried out promptly, to a high quality and according to the project strategy.
· Ensure that the WASH Monitoring System data collection and reporting is carried out systematically, properly and timely with quality information
· Develop tools, checklists, and tracking sheets for monitoring the WASH programme activities.
· Support and provide technical guidance on developing standard indicators for monitoring and evaluation.
· Ensure and follow-up to standardize all M&E documents within the WASH projects and programme.
· Prepare quality reports which have to be submitted to government and donors based on their reporting timeliness.
· Prepare and submitted weekly and monthly reports and submit to WASH & NFIs Programme Coordinator on the work progress of the water schemes and latrine constructed, and maintained.
· Enforce proper project information documentation using activities monitoring, lessons learned, and modifications done from lessons learned and communities’ feedback on project successes
· Assist with any other duties as required by the supervisors and stand by for any call for assistance in any place across the country where a demand is needed.
EXTERNAL REPRESENTATION:
· Build positive working relationships with National, Regional and Zone Water Bureaus where GOAL implements WASH program and others as appropriate
· Attend different WASH meetings with partners, regional and federal WASH cluster with local authorities and any other relevant external meetings as per required.
· Accompany donors on field trips, as requested, and ensure programme details are transmitted in a timely and professional manner.
MAINSTREAMING ISSUES:
· Ensure that needs and roles of women, men and PLWHAs is fully recognized in the planning and implementation of WASH activities.
COMPLIANCE ISSUES:
· Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
· While conducting trainings, make sure the training report and the signed attendees list is formally addressed to the Grant Unit for a central donor file.
· Accountability & responsiveness within areas of responsibilities.
· Participate in the grant management meetings and cover part of the meeting in the respective area

· BSc Degree in Water Engineering, Water Resource Development, Hydraulic or in a related fields or other relevant fields with at least 6-8 years of related work experience with an NGO out of which 4 years’ service in senior programme management level.

· Professional qualification in construction, civil engineering
· Strong experience of engineering and construction related project management and design of buildings in developing countries.
· Substantial knowledge, understanding, and ability to form and conform engineering design and construction contracts, bills of quantities, and specifications
· Proven experience in WASH in health facilities implementation, including in outbreak situations, CLTS and other WASH approaches is an advantage.
· Familiarity with relevant standards and guidelines for WASH in health facilities and community is a must.
· Extensive experience of contract administration including change order control and negotiation(s), auditing for performance, and close-out
· Proven experience in capacity building, supervision and monitoring of WASH and Shelter and settlement technical aspects.
· Skills in the use engineering software for design of WASH projects.
· Experience of proactively identifying and addressing issues
Desirable quality, skill and competence
· MSc in Water Engineering, Water Resource Development, Hydraulic or related field.
· Required: Technical Competency.
