ROLE PURPOSE

The position provides project management in the implementation of the Healthy Village project-integrated WASH, Food and Nutrition Security incorporating Climate Resilient Agriculture in accordance with Plan’s Child Cemented Community Development (CCCD approach. He/she ensure that quality project deliveries are reflected within the entire project cycle and that all field program implementation is undertaken efficiently and effectively. The position holder technically works closely with the Healthy Village project coordinator at APA, Amhara PA Manager, CO team, field level officers and supports the programme teams to ensure proactive engagement in the area of networking and collaboration, learning and knowledge management within the broader organization and with other partner organization.

Accountabilities

·       Facilitate the implementation of Annual plan within the planned time, quality and scope.

·       Ensure the technical soundness, appropriateness, and general quality in all aspects of the project cycle

·       Manage and ensure that project activities are implemented according to the project proposal & project implementation plan.

·       The Position holder is responsible for initiating development and delivery of annual work plans, as well as budget preparation and review.

·      Prepare and summit physical, financial and narrative report to the APA Healthy Village Project Office.

·      Contribute to the development of WASH concept notes and proposals for additional funding opportunities.

·      Facilitate capacity building activities for stakeholders to support project implementation.

·      Liaise with different stakeholders, document project activities and share lessons to stakeholders at woreda level.

·      Ensure effective and efficient management of financial resources, including review and check project budgets allocated for WASH related activities to be implemented in the woreda, including partner per dime, training and support costs to the community.

·       Work with the M&E Specialist to ensure relevant and quality project results and data is collected, analysed, and disseminated to support evidence-based project intervention.

·       Identifies gaps in project implementation and practices, extracts learnings on successes, challenges, and lessons learned for corrective action and improvement

·      Ensure the mainstreaming of CP, inclusion and DRR in the project.

·      Communicate with Amhara Program Area team regarding project implementation.

·       Facilitate smooth communication with stakeholder at Woreda level to contribute to the promotion of the project. This include attending meetings/workshops in the woreda, establishing excellent partnership with all stakeholders to implement project activities in the woreda and each kebele.

·      Include child right issues when project agreements are signed with individuals/firms and Plan etc. and facilitate the participation of children in project activities.

·      Ensure equal and fair opportunities and representation of both sexes, persons with disabilities and other social exclusion in the program

Job Requirements

Education, Qualification and Knowledge.

·       MSc/BSC Degree in Water Supply & Environmental Engineering, Water Resource Engineering, Hydraulic/Irrigation/Agricultural Engineering, Civil Engineering, Public Health Engineering, or related disciplines.

·       3 years of work experience for master’s degree and 7 years of experience for Bachelor with considerable experience in managing multidimensional projects on integrated WASH, Health & Nutrition. NGO experience in similar positions is advantageous

Knowledge

·       Awareness of integrated WASH, Health and MUS approaches.

·       Experience of managing large scale integrated WASH, Health, Nutrition and MUS projects.

·       Hands-on experience on government’s One WASH National Programme and the ODF-campaign on Participatory Learning and Action (PLA) and post-ODF; sanitation marketing for improved sanitation; baby WASH; personal hygiene; promoting the safe water chain including household water storage and safe use; hygiene practices such as handwashing at critical times; sanitation and environmental health of the immediate housing environment; and inclusion of menstrual health and hygiene (MHM) management in schools (as part of the institutional WASH component).

·       Experience in establishing VESA/VSLA, training them and skill back up to them by continuous follow up & support with special focus on Sanitation & nutrition marketing

·       Experience in conducting detailed assessments for potential water resources, draft layouts and designs of water supply systems focusing on multiple use systems to use the water for water supply & small-scale irrigation, developed in a participatory process that incorporate the needs of the community, including those of women and vulnerable members of the community. In consultation with the project coordinator and government experts, she/he will conduct alternative options for the facilities under study to be climate resilient. Experience on large scale integrated community water supply, small scale irrigation projects which are climate resilient.

·       Experience in capacity building of partners and staff including WASHCOs training, care taker training, operation & maintenance of schemes, school WASH clubs.

·       Knowledge in implementation of sanitation & hygiene promotion activities within communities that practice open defecation. Should have experience in implementing CLTSH to enable villages become ODF including works on sanitation marketing works.

·       Strong ability and commitment in community mobilization for active participation and involvement in planning and implementation for the project activities from the very beginning including for the development, operation and maintenance of WASH facilities including contributing to capital investment and establishment of a cost recovery mechanism for operational costs.

·       Knowledge on preparation of bid documents for WASH facility constructions, take part in bid evaluation and analysis, site handover.

·       General finance, administration, information management and proficiency in information technology/computer skill.

·       Excellent report writing skill, produce periodic project performance reports according to the requirements of the donor and government WASH line bureaus: Monthly, quarterly, annual, interim and final reports

·       Ability to deliver quality programs in a short term and work under stressful conditions.

·       Proven ability to work in a team environment and independently.

·       Excellent written, verbal communication skills in English and Amharic.
