ROLE PURPOSE
The recruitment Manager will be in-charge of in the provision of efficient and effective recruitment and selection services. The incumbent will also be responsible with follow-up of PIE compensation and benefit package. Overall the incumbent will be responsible for the management of the recruitment function. this position is responsible for ensuring the execution of overall recruitment annual plan and adequate recruitment support to implement a wide variety of programs which includes developing systematic ways of handling the function. he/she is therefore responsible for efficient and effective organization and coordination of the recruitment and proactive front-end recruitment support to meet project needs and requirements, achieving compliance to donor, grants and plan international procedures and systems and upholding high standards in recruitment ethics. The recruitment manager will also ensure the performance of the recruitment services and also work with the training unit to ensure new joiners get timely induction and onbaroding package as per PIE onbaroding Guideline.

Accountabilities and Main work activities
Strategic Leadership (35%)
Contribute in the implementation and achieving of the goals set under the Country Strategy through workforce planning including upcoming positions, staff movement forecasts to establish appropriate and timely staffing schedules/plan and that also embed our gender transformative programming.
Model our value-based leadership framework underpinned by our feminist leadership principles.
Working closely with the Head of HR & OD to device strategies for attracting and retaining
Monitor the labour legislation and implements required changes to keep the process compliant in consultation with HR&OD Head.
Overseeing the data management of the annual salary survey
Contribute to the development of strategies to attract, motivate and retain for development and humanitarian
Maintains knowledge of economic conditions, labor market, and other factors related to ensuring the organization provides competitive and reasonable benefits and compensation scales and structures.
Maintains knowledge of trends, developments, and best practices in compensation and benefits administration
Engage activiely in the process excellence team
Engage in Proposal development to ensure workforce planning are prepared in advance, PIE benefits are well captured.
Lead the discussion with the Hiring Manager on hiring cost.
Conduct risk assessment to identify the potential risks in recruitment, contract management and compensation and benefits and propose/develop mitigation plan
Recruitment and Selection (45%)
Responsible to lead all the steps of the recruitment cycle in line with PIE Recruitment Guidelines and HR best practices.
Develop/update efficient recruitment system that allows HR to provide timely recruitment that matches programme /project period.
Provide advice and guidance on all aspects of the Human Resources function relating to recruitment and selection matters and associated terms and conditions.
Monitor the recruitment and selection process to get the best fit candidate who match with the organization purpose.
Review of Job Descriptions and ensuring that all jobs are in line with Plan standard.
Promote and maintain a high standard of professional recruitment practice for all positions
To deliver recruitment and selection related training to managers across the Organisation.
To ensure that the recruitment lead time is as per the standard set.
Monitoring the recruitment process and ensuring consistency across PIE
Manage the end to end recruitment & selection process
Ensuring Inductions/on boarding are given timely with all the major topics and that the inductions is as per the plan international and regional office standard.
Ensuring in the recruitment process Plan Gender policy is adhered and that PIE meets it target in Gender balance.
Ensuring the recruitment and selection process is conducted under pure transparency.
In collaboration with the Hiring Managers, support in the development of selection tools
Designs the selection matrix for choosing the optimum recruitment channel and recruitment source
Explore market best practices in the recruitment and staffing and implement appropriate best practices in the organization
Builds a quality relationship with the internal customers and external recruitment agencies
Monitor and constantly reduce the costs of the recruitment process
Ensuring Plan systems(data systems) are used during recruitment and selection
Ensuring Plan Values and Behaviours as well as other polices are imbedded in recruitment and selection.
Listening to grievances of candidates, facilitate and follow-up of applicant/candidate requests and implementing timely feedback and communication protocols.
Responsible for handling internal movement within PIE or across Plan as part of secondment or international assignment in compliance with PIE /Plan Guidelines and organizational Best Practices.
Ensuring consistency of contract as per PIE format, HR Manual and country law across all programme areas.
Follow the onbaroing SOP / guideline and ensure new joiners get the proper induction timely.
Capability Building and People Management:(10%)
Provide overall vision and direction to the team in coordination, planning, prioritization, coaching and supervision.
Support staff to understand and comply the organizational vision, mission, strategic direction and other organization policies.
Ensure the team are operating as high-performance teams and have clear accountability lines (direct and matrix)
Socialize and nurture Plan Values and Behaviours.
Create an enabling working environment across different department unites to foster excellent teamwork and high performing staff.
Create a safe working place safeguarding.
Oversee the delivery of effective capacity building support in key areas of programme management, finance management, logistics management and human resources management
Establish, communicate and monitor standards of performance and behaviours of the team through development of Individual Accountability Plans (IAP), and key performance indicators (KPI’s) that are agreed annually, and monitored and updated regularly.
Support team members to gain the necessary skills through learning and development
Lead the team in line with the Country HR Manual and other guidelines.
Engage in the performance management of functional subordinates by working closely with the functional subordinate’s line manager.
Data Management and others (10%)
Manage timely record of staff data using on HR systems (HRIS and with appropriate data management.
Keep up-to-date employee records with all relevant information.
Ensuring personnel file checklist and proper staff data management are used properly, consistently across all PIE offices.
Ensure data protection policy is applied in the recruitment and employment data management.
Sharing monthly staff data with CLT.
Provide weekly, monthly, quarterly and as required recruitment, turnover and other report expected from this unit.
Participate in PIE staff performance Management process
Support in PIE Learning & Development initiatives
Mange the full cycle of exit process in line with PIE and country law
Digitalize the exit process system and other systems manage in this unit.
Represent the HR and OD on programme overview meetings or as needed
Provide adequate staff information for finance monthly in support of salary payment
Monitor budget allocated for the unit.
Within the scope of the role, there will be additional assignments as needed.
Seek and promote innovative ideas, approach to ensure quality of work
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that the team members under supervision are properly inducted on and understand their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Qualifications/ experience essential:
Bachelor’s /master’s degree in Human Resources, Mangement, Business Administration or related fields
At least 7 years of relevant experience in Talent Aquisition and Recruitment; at least 3 years of experience should be in managerial position with NGOs in leading programs/ projects or demonstrated equivalent combination.
Experience in handling bulk recruitments with in short period of time
Experience in using HR systems.
Proven experiences and ability to coordinate and collaborate with different departments.
Experience in leading team, coaching and mentoring
Good experience in Matrix management.
Excellent experience in conflict resolution.
Strong organizational skills as well as interpersonal skills
Excellent time and organizational skills
Attention to detail
Reliable with adherence to confidentiality dictations
Good knowledge of Microsoft -system
Fluency in English and Amharic is essential.
Qualifications/ experience desirable:
HR certificate especially in Recruitment and Selection
