The International Rescue Committee has been working in Ethiopia since 2000, providing essential services to emergency affected communities. The IRC has been operational throughout Ethiopia implementing interventions in the areas of Livelihood, WASH, Community Wellness Initiative, Child Protection and Education, Health and Nutrition. Our vision is to provide integrated life-saving recovery and resilience programs to refugees, returnees, IDPs, host and local communities to save life and bring lasting change.

Scope

The Assistant CPE Coordinator provides technical support and mentorship to both child protection and education programs. The incumbent will also actively involve in the proper management of the programs grants in CPE department. They will be playing active roles in ensuring program quality, accurate budget management, completion of activities within the project period, and identifying new areas for program intervention in line with IRC’s SAP. The CPE Assistant Coordinator will ensure that the program is implemented in line with policies and standards governing humanitarian principles. The position is based in Addis Ababa with 50% travel to the field sites for assistance, support, monitoring and evaluation and capacity building of program activities.

Key responsibilities

The position reports to the Senior Child Protection and Education (CPE) Coordinator and closely work with grants and partnership team, supply chain and finance team and field program staff to make sure that the program implementation is on track. The Assistant CPE Coordinator will also work with local authorities and program clients as required.

Specific responsibilities include, but are not limited to

  • Technical Support and Capacity Building

  • Develop/identify/share resources and materials that would help field program staff in ensuring/improving quality program implementation of the CPE sector.

  • Develop/organize/facilitate training opportunities to build the capacity of the program staff and local partners within the sector. This includes staff training in program management areas such as planning, budget management, quality implementation, report writing, monitoring, evaluation, and supervision

  • Ensure/lead on initial rapid and in-dept assessment using the Inter-agency Child protection minimum standards and INEE in collaboration with other IRC departments, partners and affected population; ensure assessment finding are documented, determine priorities, immediate activities and resources. Initiate and follow-up recruitment, training, and orientation of newly hired program staff

Program Development and Implementation

  • Prepare concept notes/proposal, budget and involve in project design. Work very closely with the grants team to ensure the timely submission of proposals and budgets.

  • Lead the technical proposal development; develop a realistic evidence‐based, child protection and education programs plan with interventions based on the outcomes of assessments, context, and minimum standards. Ensure that the feedbacks from our clients are included in the new proposal for improvement.

  • Support with the development of workplan and procurement plan at the initial stage of the project implementation.

  • Lead/actively involve in the project cycle meeting, track action points and ensure action points are taken within agreed timeframe.

  • Ensure that burning rate is in line with the project time. Closely work with field team to avoid over/under spending and delay of project implementation.

  • Develop and use different tools to track progresses and challenges in the project implementation.

  • Identified key risks, triggers and contingency plans related to the program, and verify and support the field team to ensure risks are being effectively managed.

  • Ensure that IRC's Code of Conduct (CoC), safeguarding and gender equality policies are understood and practiced, issues are reported and handled in accordance with appropriate protocols.

  • Ensures that every member of the CPE department receive the required orientation and are aware of their responsibilities for following gender equality rules and safeguarding.

Reports

  • Institute a practice of producing a harmonized quality program reports and track project progresses on regular basis and review the monthly/weekly reports from the field.

  • Develop relevant tools and share the reporting template with the field team in advance and guide the team to draft the report.

  • Compile/review the report from the field before sharing with grants team.

  • Work with grants team to ensure adherence to all IRC reporting requirements and compliance with donor.

  • Work with the MEAL manager to monitor and ensure that indicators are reported as per the plan.

  • Work closely with the finance team to ensure proper utilization of project budget.

Monitoring and Evaluation

  • Conduct regular field visits to ensure smooth implementation of programs.

  • Assess current program implementation practices and suggest for improvements by providing on spot feedback as well as written recommendations.

  • Ensure that lessons learned are collected, documented for future use and dissemination.

  • Refer the sector logical frameworks and work plans to make sure that the program implementations are in line with agreed plans.

  • Work closely with the MEAL Manager and Monitoring and Evaluation Unit to design Performance Monitoring Plans, data collection tools, and a database to track project progress and program quality including client responsiveness mechanisms.

  • Perform detailed review of monthly BvA to monitor the expenditure and proper burn rate of the projects in CPE unit.

Coordination and Working Relationship

  • Represent IRC in cluster coordination meetings, technical working groups, etc.

  • Establish/maintain relationships and networking with potential partner NGOs and government authorities.

  • Work closely with other IRC sectors to ensure alignment among ourselves.

  • Maintain professional relations with partner organizations such as RRS, UNHCR, MoE, MoWSA and other pertinent organizations.

  • Assist in organizing donor accompanying site visits by supporting field staff in the visit plan and site selection for a visit. Ensure that everything is in place before the actual donor visit.

  • Represent IRC at external meetings as the need arises

  • Advocate on key and sensitive child protection and education concerns in key events and coordination structures

  • Maintain a strong relationship with partners and government authorities to ensure timely and accurate advocacy efforts.

Job Requirements

  • Degree in Education or Social studies. Masters preferred

  • Knowledge of existing policies and technical understanding of Gender Equality approach, Education in Emergency and Child Protection.

  • Demonstrated qualifications, experience, or advanced training in design, monitoring, and evaluation of child protection and education programs.

  • At least five years of experience working for an international NGO in refugee and IDP set ups on child protection and education programs.

  • Proven capacity to supervise, and coach staff and partners on both technical and program management skills.

  • Excellent written and spoken English

  • Ability to process and synthesize large amounts of data into readable and concise formats against tight deadlines

  • Having strong team spirit and willing to work under pressure
