I. JOB SUMMARY:
The position holder directly reports to the M&E/Learning Design and Measurement (LDM) Manager and will lead and oversee the implementation of RFSA’s Learning, Design and Measurement (LDM) and implementation of the M&E plans at field offices. She/he works closely with RFSA partners CARE field office LDM Mangers and jointly supervises RFSA’s M&E officers at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts the Performance Management Plan (PMP) from the consortium and ensures regular updates to the Performance Tracking Table (PTT) including key Feed the Futures indicators.
II. Roles and Responsibilities
1. Designs ME Guidelines and Framework (35%)
Oversees the harmonization of CARE’s M&E guidelines with the RFSA project and the consortium.
Leads RFSA’s M &E framework design as per the USAID requirements.
Systematically align and integrate some of the CARE 2020 global change indicators of food and nutrition security, resilience, and humanitarian assistance with the RFSA outcome/change indicators
Guides standardization of the M&E across RFSA implementing woredas.
Prepares work flows and milestones for the major DME and Strategic initiatives including Management Reports and Plan preparation;
Prepare and implement learning frameworks together with consortium members and other stakeholders;
Document, present, share and support publication of learning outcomes from RFSA implementation.
2. Oversees the Planning (20%)
Guides and work closely with M& E officers and program staffs to develop annual plan;
Leads the design at woreda/Field office level plans;
Guides Annual Detail Implementation Plan (DIP) preparation of RFSA;
Leads preparation of consolidated CARE RFSA Annual Plans;
Prepares five years’ annual DME activity plan for the RFSA.
3. RFSA Strategic Monitoring (10%)
Prepares and or adapts progress tracking template against target by strategic objectives;
Guides RFSA in line with CARE CO strategy and learning and performance measurement;
Consolidate monitoring data and develop regular MEL reports
Guide the preparation of quarterly and yearly reports;
Oversights the collection, consolidation and analysis of data for baseline, annual intermediate result (if any), mid-term and end line evaluations.
4. Operational Monitoring and Reporting of Programs (20%)
Oversees monitoring of RFSA in accordance with the DME policies;
Provide technical guidance on M&E to program and technical staffs;
Ensure the measurement of performance using state of the art tools;
Leads timely collection of statistical information and data for monitoring;
Ensure preparation of MEL reports by programs in accordance with CARE and consortium guidelines;
Ensures report review process to the standard and monitor data for standard quality;
Critically review the compiled RFSA regular performance reports and submit to immediate supervisor
Regularly track, accumulates and report emerging evidences of changes on CARE 2020 outcome/impact level indicators
5. Documentation and learning (10%)
Ensures proper utilization of CARE global databases such as PIIRS;
As needed networks with the RFSA lead-World vision, implementing partners including; IFPRI, Hawassa University and Ambo University and ORDA and the donor/USAID with aim to share experiences and lessons;
Guide preparation of DME products for sharing with partnership;
Organize events and ensure regular sharing with programs and technical units.
6. Perform other duties as assigned (5%)

III. Qualifications
A) Education/Training
Educational level required: MSc/MA Degree in Development Economics, Development management, MIS, Development Studies, and other related fields
Promotes the vision, mission, and strategic objectives of CARE
B) Experience
3 to 5 years for BA holders and 2 to 4 years for MA/MSC holders and above years of demonstrated relevant work experience preferably from INGO on Designing, Monitoring and Evaluation (DME) for integrated development programs/projects
Desired:
Previous work experience on PSNP, food security program, RFSA, agriculture extension and gender sensitive M&E, /analytical research is a plus.
C) Technical Skills
Required:
Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and ownership, development theory, Participatory Rural Appraise tools l, Participatory learning, data gathering, data triangulation and collection and use of both qualitative and quantitative data management
Demonstrated skill and experiences in designing and implementing quantitative and qualitative research
Analysis and report writing skills
Experience and skills in using database programs (such as SPSS, STATA, Eviews) for data entry, analysis, and reporting and planning and implementation of M&E systems;
Experience in program effectiveness and learning
Have an experience of working on emergency response and PSNP.
Super user of MS Office products, particularly Access, Excel or other databases and, graphic presentation and financial spreadsheet programs and Word.
