ROLE PURPOSE

The position holder will be responsible to support the program activities at the Country Office by organizing adequate acquisition of goods and services provided.

Accountabilities and MAIN WORK ACTIVITIES

Procurement Planning and Sourcing (15%)

  • Stakeholder engagement in relation to procurement processes and planning

  • Sourcing suppliers, assist in managing Tenders and RFQ's

  • Assist in analysis, review and comparison of offers

  • Maintain price list

Procurement Buying (50%)

  • Conduct procurement process PR/PO

  • Understand and apply procurement procedures relevant to its level

  • Contract negotiation

  • Due Diligence/Contracts terms and conditions, delivery times are respected

  • Draft Comparative Bid Analysis(CBA)

  • Ensure settlement of payments on a timely manner

Supplier/Partner management (20%)

  • Collect quotations based on approved PR

  • Contract management

  • Supplier operation reviews

  • Assist conducting appropriate market assessments upon the direction provided by line manager

  • Maintain Supplier Database

  • Review partner/supplier adherence to procedure & document management

Reporting, Monitoring and Tracking (15%)

  • Maintains accurate and timely data entry

  • Report on status of procurement to line manager

  • Stakeholder engagement on delivery of goods and services

  • Mediation through engagement with suppliers in case of non-delivery

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/Experience Essential:

  • BA Degree or Diploma in Business Administration/logistics Management, Purchasing/Supplies Management, supply chain management or related field.

  • 3-5 years of relevant work experience in INGO environment, involving in the procurement of both emergency and development programs

  • Sound analytical and problem-solving capability;

  • Ability to influence others’ behaviour through effective relationship building; through current knowledge and understanding of relevant policies, frameworks etc.

  • In-depth knowledge of project processes, procedures, and systems

Qualifications/Experience Desirable:

  • Experience in UN Or NGO environment involving in the procurement activities

  • Experience in emergency procurement is advantageous

  • Supervisory experience

  • ERP experience

Languages Required

  • Fluency in English language is essential

  • Knowledge of local languages is a desirable
