Job Description

The objective of the DPD role is to support the Programs Director in the overall leadership, management, and strategic vision in program implementation and expansion of the GOAL Ethiopia program portfolio. The DPD is a key member of GOAL Ethiopia’s Extended Senior Management Team (e-SMT), with significant input to strategic development and decision-making processes, as well as a realization of strategic and programmatic objectives. Working closely with the Programs Director, the DPD will have a key role in supporting in the development of future strategies. Besides, the main role of the DPD will be managing the implementation and program delivery at the Area level by providing day-to-day support to Area Managers.

 She/he is primarily responsible to oversee the timely and quality implementation of emergency, humanitarian, and development responses across the country, ensuring that GOAL Ethiopia’s projects respond to the needs on the ground and achieve stated objectives and results, and are compliant with all reporting and implementation rules and requirements.

In addition, the DPD will be responsible to support the Programs Director in ensuring harmonization of GOAL Ethiopia’s program departments, ensuring complementary responses, integration of emergency and development sectoral responses, linking emergency and development activities, and mainstreaming of cross-cutting issues.

The DPD will be directly responsible for program delivery while supporting in functional management of department head to ensure harmonization of programs.

 In addition to program delivery, the DPD will support in the development of high quality proposals in the areas of emergency, resilience and development, as required.

 The DPD will be supporting Area Managers in liaising with the Systems departments (procurement, finance, logistics, HR and others) to ensure timely and appropriate support is provided to the field to ensure timely provision of humanitarian assistance.

 She/he will also have ability to analyze multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected events impacting program operations. The ideal candidate will be familiar with market systems-based programs, concepts of behavior change and inclusion, and will demonstrate cultural knowledge and sensitivity, while also demonstrating skills and ability to build and maintain partnerships with international organizations and private sector partners.

The DPD must have strong interpersonal skills, have strong personnel management capacities, and an ability to communicate and manage expectations of many stakeholders.

Key Areas of Accountability/Duties

Program Delivery and Design

  • Provide leadership and guidance in the delivery of GOAL Ethiopia’s programs

  • Support the PD in oversee the strategic, programmatic and technical elements of the country program and ensure projects are well designed, delivered on time and on budget, are appropriately monitored and evaluated and delivered as expected.

  • Coordinate with finance and relevant departments to make sure a Area level and woreda level budget and work plan is prepared for ease of management of activities and budget.

  • Ensure solid understanding of the needs, challenges and priorities of the current program within the Ethiopian operational context as well as understanding the opportunities and priorities of the country.

  • Ensure GOAL programs effectively mainstream key elements of Gender, Child Protection, HIV and Environment, and Accountability

  • Coordinate with the M&E function to ensure strong monitoring and evaluation of projects and programs at Area level, facilitate Area level learning reviews on a periodic basis and share and integrate learning into current and future interventions.

  • Working closely with the technical team and field program managers to support the design of high quality programs that effectively respond to the needs while supporting sustainable exit strategies.

  • Ensure solid understanding and hands-on experience on market systems concept and resilience programming and various measuring tools.

  • Working closely with GOAL’s global Technical Team in the design of responses as required.

Program Growth and Strategic Direction

  • Support the PD and the rest of the SMT in the development and review of Country Strategies related to fund raising, partnership and annual country plans.

  • Ensure to closely monitor the annual country plan and deliver quality results in line with the key performance objective and quality-oriented results

  • Ensure harmonization and integration of the humanitarian response and development programs

Line Management and Staff Capacity Building

  • Line management of all Area Managers, and with supporting PD in functional management of Head of H&N, Head of WASH & ESNFI, Head of Food Security & Livelihoods, Head of Protection & Safeguarding, and GESI Advisor.

  • Strictly follow and ensure GOAL policies and procedures for program management are known and are being implemented.

  • Deputizing the Programs Director when needed.

Proposal Writing & Reporting

  • Support proposal development by coordinating filed level contextual and need information.

  • Prepare Area level budget and work plan in collaboration with finance, MEAL and technical departments.

  • Ensure Area team regularly attends grant management meetings and provide progress.

  • Follow up on the implementation of GMM action points and audit findings.

  • Consolidate Area level reports regularly and provide summary report with PD.

Financial Management, Procurement and Compliance

  • Support in budget preparation for field offices

  • Ensure BMT reviewed timely and feedback provided, action plan prepared and implemented to avoid potential over and under spending

  • Follow up HO level procurements and provide support to Area Office

  • Closely work with Compliance team and ensure Area Managers are supported to do their work in line with GOAL and donor compliance requirements

  • Ensure timely submission of procurement plans from field offices and HO at the beginning of the grant

  • Submission and close follow up of procurement plans in collaboration with procurement team

Communications and Representation

  • Represent GOAL with Government partners, regional and local authorities, Donors, local and international partners, sector clusters, humanitarian coordination fora, and sectoral clusters, at all levels of project implementation in collaboration with and as determined by the PD

  • Actively participate in the Strategic Planning process and with the Senior Management Team to support PD in overall leadership and direction to the program

  • Ensure strategies and approaches are designed to enhance timely delivery of programs in the field Facilitate coordination between Area Office and HO to ensure proper visibility and media outputs are developed and used.

Monitoring, Evaluation, Accountability and Learning

  • Closely work with MEAL to lead on need assessments and regular monitoring of programs

  • Ensure programs are implemented in a safe and accountable manner

  • Lead on field level learning events and case stories developed and shared widely to enhance organizational learning

Safeguarding and Mainstreaming of GESI

  • Sign and adhere to GOAL safeguarding and other relevant policies

  • Be example in demonstrating good behavior and adherence to the code of conduct

  • Make sure safeguarding and GESI are budgeted during proposal development

  • Closely work with the Safeguarding and GESI focal to ensure field staff have the required awareness in these areas.

Other

  • Ensure logistics, procurement, HR and finance protocols are followed by all programs team members, and collaborate closely with Internal Audit and Compliance staff to ensure the integration of compliance concerns into the work of the program department

  • Ensure appropriate HR planning, training, and resource allocation as required for the successful implementation of program objectives, including appropriate support personnel at GOAL’s field sites

  • Carry out other duties as requested by the Programs Director

Compliance Issues

  • Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the program is working on and comply with same in area of responsibility.  

Job Requirements

  • At least seven years of experience of which five years at a senior/middle management level with demonstrable ability to lead a team of technical and support staff overseeing a large and complex program

  • Masters/PhD  in development, humanitarian, management or relevant discipline

  • Leadership skills and strategic vision, with the ability to guide a large team in reaching GOAL Ethiopia’s strategic and programmatic objectives

  • Excellent presentation, oral, and writing skills in English is an absolute essential.

  • Strong communication, networking and relationship management skills are essential. The holder of this post must develop and nurture relationships across a wide spectrum of stakeholders (Government, Donors, INGOs and local NGOs, academic bodies, private sector entities and relevant local civil society etc.)

  • Demonstrated ability to secure emergency and/or long-term development funding from international Donors, with strong proposal writing and reporting capacity

  • Experience overseeing the implementation of emergency and/or development projects funded by key institutional Donors including OFDA, USAID, ECHO, EU, DFID and UN Agencies

  • Demonstrable previous experience in program planning, budgeting, implementation and review with robust management skills, and the ability to effectively and proactively manage a complex portfolio of projects and deliverables from various sectors and units within GOAL

  • Demonstrated analytical and conceptual skills

  • Ability to quickly reprioritize activities and prioritize and management of your time based on the importance and urgency of tasks

  • Good team player, flexible and capable of working with an international country team.

  • Motivated, enthusiastic with a positive can-do attitude. The ideal candidate will be an inspirational leader within his/her team.

  • Good computer skills, including familiarity with Microsoft Word and Excel. Ability to use online Donor grant management systems

  • Sensitive to cross cutting issues and approaches such as gender, HIV/ADIS, child protection, accountability, resilience, inclusion and behavior change.

  • Strong financial capacity.

Desirable Quality, Skill and Competence

  • Experience and knowledge of market system strengthening and a working knowledge of M4P methodologies will be a strong advantage.

  • Previous experience working with private sector organizations within a development /humanitarian context.

  • Strong technical knowledge in  the following  sectors: health, nutrition, WASH, food security, market system and economic development, cash-transfer programming.

  • Comprehensive understanding of resilience, behavior change and inclusion approaches.

  • Ethiopia-specific experience in working in the development sector.

This senior position requires flexibility with regards to working hours. It is also expected that the DPD would be available outside of the normal working week in case of a crisis or a very urgent issue that needs to be dealt with. The work requires approximately 50% of travel to the field including to the very remote sites. Ability and willingness to travel to locations outside Addis Ababa is a must.
