Job Description
The Ethiopian Public Health Institute (EPHI) would like to hire Senior Accountants who will be responsible for handling the proper processing of the Project’s financial transactions as well as maintenance of its records for its Africa CDC Regional investment Financing Project (ACDCP).
JOB SUMMARY
The candidate will be responsible for accurate recording, and maintenance of accounts, preparation and revision of
external and internal financial reports inclusive of budgetary control in accordance with agreements, manuals and project documents in accordance with agreements, manuals and project documents. He/She will have the responsibility of working with other key staff to ensure that funds of the project are used for intended purposes.
SPECIFIC TASKS / ACTIVITIES /
The Senior Accountant has the following specific duties and responsibilities.
· Has the responsibility to review, checks and verifies the supporting documents for payment request and prepares cheque for signature by signatories.
· Ascertains that all relevant documents are in place and appropriate before payment approval is made.
· Closes monthly reports and prepares periodic financial reports upon request
· Codes expenses with correct budget line account and charges the appropriate class/program.
· Prepares bank reconciliation every month and takes necessary action if corrections are needed.
· Ensures that payments are made as per budget allocation.
· Closes account books and prepares audit report at fiscal year-end.
· Follows up and reminds monthly and annual bill settlements and contracts and statutory payments.
· Follows up on finance management and ensures appropriate utilization of funds.
· Follows up petty cash expenditures and verifies documents for petty cash replenishment.
· Deals with and follow up bank activities like timely transfers, deposits, withdrawals and collection of advices, cheque books and bank statements.
· Performs timely work and travel advance settlement for staff and partners.
· Performs proper and explanatory filing system for petty cash, journal vouchers, and check transaction vouchers of the office.
· In consultation with supervisor, ensures that payments are made as per budget allocation.
· Recommend and makes all the necessary efforts that will help to improve the accounting system.
· Performs other activities as instructed by supervisor.
· Carry out any other related tasks as may be required by his supervisor.
· Provide assistance as required by other projects and government regular work
METHODOLOGY
The Senior Accountant will work closely with Finance and Procurement Directorate and other Project Management teams to assist in the financial activity and improve the efficiency /quality of work in accordance to Government of the Democratic Republic of Ethiopia regulations & procedures and World Bank guidelines and procedures.
REPORTING
· The Senior Accountant will report to the ACDCP Finance Specialist.
· He/she will be based in the project implementation unit in Addis Ababa and will travel to regions when it is necessary.
CONTRACT DURATION AND REMUNERATION
· The contract will be for one year but extendable depending on the satisfactory performance and the need of business continuity.
· Salary will be based on MOF Contract staff Salary Scale.
MA/BA degree in Accounting Finance
· At least 12 years of working experience for first degree holders or 10 years for post graduate degree holders, preferably with experience in the areas of internationally financed development programs or World Bank guidelines and procedures.
· Good knowledge of Microsoft word, Excel and Peachtree Accounting software.
· Good Command of English speaking and writing
· Strong organizational and multitasking skills, with the ability to perform well in a fast-paced environment
· Knowledge of and experience on Integrated Management Information System (IFMIS) is mandatory
· Team spirit
