Job Description
I. About TechnoServe
TechnoServe works with enterprising people in the developing world to build competitive farms, businesses and industries. Founded in 1968, we are a nonprofit organization that develops business solutions to poverty by linking people to information, capital and markets. Our work is rooted in the idea that given the opportunity, hardworking men and women in even the poorest places can generate income, jobs and wealth for their families and communities. In East Africa, we operate in Ethiopia, Kenya, Rwanda, Tanzania, and Uganda. Across the region, we implement a range of large-scale value chain interventions, agribusiness programs and entrepreneurship/economic empowerment projects. LI-WAY is a five-year program implemented by a consortium of partners composed of SNV Netherlands
Development Organization (SNV), Mercy Corps (MC), TechnoServe (TNS) and Save the Children
International by the financial support from the Swedish International Development Cooperation Agency
(Sida). The overall objective of the program is to contribute to sustainable poverty reduction and social
stability in Addis Ababa. The specific objective is to improve the livelihoods situation of 200,000 poor
people, of which at least 50% are women and 75% youth, by increasing their income and access to
economic opportunities. The program is achieving this through activating, catalyzing and promoting
market-based solutions to address systemic constraints that undermine the potential of selected subsectors in creating jobs and increasing income for women, youth and the poor in Addis Ababa In this engagement, TechnoServe is focusing on Growth Sector firms, aiming to boost employment opportunities by increasing the performance of medium and large manufacturing firms in and around the city.
The MRM Specialist is responsible for
· Managing the design and regular update of the IMT (Intervention Management Tool) for each intervention
· Engaging and supporting Intervention Leads and broader consortium Li-WAY MRM team
· Learning and Knowledge Management
· Developing new data collection tools and training materials.
· Designing and implementing intervention survey plan
· Preparing regular reports in collaboration with LI-WAY team in a timely manner
IV. Duties and Responsibilities
Manage the design and regularly updating the IMT (Intervention Management Tool)
o Update the design of the IMT with Intervention Leads and MEL manager.
o Regularly review the MRM section of IMT (Intervention Management Tool) every quarter.
o In collaboration with Intervention Leads and MEL manger, design/update results chain for each intervention.
o Ensure results chains and other IMT tools incorporate gender responsive indicators and measurements.
Providing support to Technical Team and broader consortium LI-WAY MRM team
o Regularly engage and support technical team, from diagnosis to implementation (full intervention cycle)
o Review research tools and provide guidance for technical team.
o Carry out landscape and case studies as necessary.; Carry out regular ad hoc action research as required by technical team.
o Review literature to collect secondary data and provide background on intervention specific thematic areas.
o Participate in brainstorming sessions with technical team
o Conduct action research, when necessary, and provide feedback to technical team Participate in regular LI-WAY MRM team meetings
o Prepare regular reports to LIWAY MRM team on the progress of Growth Sector interventions and the corresponding IMT
Learning and Knowledge Management
o Capture learning from progress reports, client meetings and partner visits
o Manage online files using Google Drive (this includes creating profile and organizing file for each intervention, client and/or partners).
o Share learning internally to TechnoServe and externally to the border Li-WAY consortium and other stakeholders.
o Create and maintain folders for each intervention, including sub folders for diagnosis, concept note, proposal, results measurement and impact
o Control file versions and set standards for sharing and editing.
o Regularly collect progress update reports from partners and file accordingly
o Maintain a database of profile of partners, stakeholders and other relevant clients.
Developing new data collection tools and training materials
o Design and prepare forms for effective data collection, such results monitoring tool, and manage preparation of forms and distribution to partners.
o Test first draft of questionnaires and collect feedback
o Provide coaching and feedback on data collection tools and templates; as well as follow up coaching and support
o Facilitate/deliver data collection tools and deliver related training; Provide Continuous coaching and feedback on data collection tools and training
o Organize trainings for enumerators and supervisors; Organize payments for training to enumerators and supervisors as well as data collection team.
o Configure tablets to pull monitoring contents from online system at the same time sync with the system.
o Monitor online tablet base training observation, evaluation and aggregation.
Designing and implementing intervention surveys
o Design and implement evaluation surveys, including developing the work plan and budget for surveys; facilitate and deliver survey related training; Assist in survey development
o Manage implementation of evaluation surveys, including overseeing data collection, ensuring data quality, and analyzing data and report writing.
o Adjust survey materials; Ensure the translated survey materials are congruent with the original language and check formatting.
o Responsible for online survey programming
o Assure survey quality using built in algorithms (SurveyCTO and Google sheets)
o Configure tablets and push survey questionnaires to tables.
o Test questionnaires using tablets and provide feedback.
Prepare regular reports in a timely manner.
o Respond to data and customized report requests in a timeline manner
o Prepare accurate progress summaries from partners, firms and other stakeholders in advance and share to team coordinator and LI-WAY MRM team.
Fulfill other duties and responsibilities:
o Prepare miscellaneous different tools, materials to support project implementation
o Assist in development of a new/existing system to collect data from the field
o Support evidence-based management and decision-making
o Implement the project’s Learning Agenda, together with technical lead coordinator and MEL Manager.
o Any other duties assigned by the MEL Manager
V. Required Qualifications and Capabilities
A true passion for and commitment to fighting poverty and economically empowering youth and advancing gender equity.
· Experience working in relevant geographies; Knowledge of, familiarity and experience working with private sector companies in Ethiopia
Preferred to have practical experience in working or carrying out studies in the manufacturing sector.
· Bachelor’s Degree in Economics, Statistics, Social Science and related field with a minimum of 5-7, Master’s Degree 3- 5 years’ experience in managing data
·Computer savvy: experience with software programs related to data analysis including a high level of proficiency in Excel
· Experience deploying and using digital tablets for data collection
·Ability to balance multiple priorities and meet deadlines.
· Ability to work both independently and as part of a team.
·Fluency in Amharic and English; Oral and written communication skills that are clear and concise in both languages
·Keen attention to detail and highly organized
