The Agricultural Transformation Institute (ATI) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Institute does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks.

The programmatic focus of the Institute responds to a core set of needs identified by the Ministry of Agriculture and other sectors along commodity value chains. Across the programs, the ATI engages public, private, and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. Currently, ATI is tasked to coordinate the revised Agriculture and Rural Development policy agendas of the sector and such sectoral level delegation requires high level expertise in the policy areas and skillsets in coordination and networking with multiple stakeholders.

POSITION SUMMARY:
The Senior Policy Expert – Policy Unit will be a core member of the Policy Unit, responsible to support the development of policy instruments for the revised ARD policy by providing technical support and coordinating various relevant stakeholders. This includes, problem-solving, coordination of relevant stakeholders, developing an implementation plan, as well as facilitating endorsement of the policy instruments; the technical expert will work with teams and experts internal to ATI, as well as external institutions, including government, private sector, and Development Partners. The Senior Technical Expert will report to the policy and food system Director.
The specific duties of the Senior Policy Expert- Policy Unit will include:
Lead and coordinate end-to-end work required for the development of policy instruments and implementation plan for selected ARDP thematic areas. The policy instruments, in this context include, among others, enabling environments that support and regulate the implementation of policy directions set in the revised ARD policy. This could involve specific policy, strategy/road map, legal framework (law, proclamation, directive), implementation plan, and framework/guideline
With this general task, the senior policy expert will have the following duties:
Coordinate the development of project design document, and project implementation plan, including a Results Framework (RF)
Work closely with the Analytics team to develop the policy instruments for the thematic areas
With support from the Policy and food systems program Director, lead stakeholder engagements in developing the policy instruments (i.e., proclamations, regulations, guidelines, directives,), and present to senior policy makers
Prepare proposal and support partnership and resource mobilization team to raise financial resources to support the implementation of the policy instruments
Join analytical case teams to take on policy-focused work, including problem structuring, data collection, quantitative and qualitative analysis, facilitate stakeholder engagement, drafting policy documents (i.e. proclamations, regulations, guidelines, directives), and presenting to senior policy makers
Lea and coordinate the submission process of policy instruments to relevant authorities for endorsement
Organize validation workshop: validation workshops will be organized to socialize studies, to review findings, and to collect additional inputs to enrich draft policy instruments.
The position reports to the Policy and food systems program Director
Performs any other related duties as assigned.
Minimum MSc in Public Policy, Agricultural Economics, Economics, Project Management, Business Administration or closely related fields from a reputable University
At least 8 years of relevant experience in the agriculture sector, policy, and project management experience
Proven ability to effectively liaise with senior policymakers, as well as development partners, non-governmental and private sector organizations
Exceptional ability to communicate clearly and effectively with a range of stakeholders in a cross-cultural environment (fluency in English is essential)
Strong understanding and appreciation of the country’s broad economic reform program, the rationale and what it will mean for agriculture and rural development
Strong set of personal values including integrity, honesty, and desire to be of service
