JOB SUMMARY
Under the administrative and technical guidance of the Innovation and ICT Lead, the E-Health Advisor, leads the development and implementation of systems and working process, ensures the deliverables meet the clinical and organizational needs and comply with wider E-Health agenda, ensures benefits are realized from the effective implementation of Health projects and that they comply with the wider E-Health agenda.
The E-Health Advisor will have technical responsibility for adapting, implementing, and supporting relevant e-health / mhealth software applications, electronic devices, and IT infrastructure to support tracking of family planning services, commodity use and personnel training at facility levels
The E-Health Advisor will be responsible for the development of digital data tracking systems/tools, creation of data visualization dashboards, development/enhancement of electronic record database and applications solutions and other E-Health solutions
DUTIES/TASKS
Provide technical guidance and support for customization or building and/or configuring applications or tools (like ODK tools, Comm Care, SMS applications, Telemedicine, E-voucher Management, electronic health record, sales optimization report tracking, Data warehouse, Stock Management) and other Health technology solutions
Primarily responsible to develop, deliver, and maintain high quality E-Health technology solutions for health facilities
leading and integrating E-Health technical strategy and interventions with a primary focus on integrating digital solutions
Provide technical assistance to health facilities, and other stakeholders to orient in digital solutions, virtual training platforms, and evaluating the system or resources
Develops organizational E-Health strategy and ensure appropriate implementation.
Defines, promotes, and leads the development and deployment of E-Health strategy within MSI Ethiopia.
Develop and/or adapt as appropriate technical guidelines, tools, and standards to foster cybersecure health information/data exchange and promote digital interoperability.
Lead and develop program on E-Health by horizon scanning of advances in digital technology that can enhance health systems and services, and to formulate appropriate country activities for supporting E-Health.
Work in close collaboration with relevant technical departments/units and/or country offices, provide technical support to build capacity and to support implement and monitor activities related to E-Health to improve health systems and service delivery in countries to achieve national health goals,
Supports different departments and units’ team members to prepare their business/ works to become E-Health ready.
Develop and/or adapt as appropriate technical guidelines, tools, and standards to foster cybersecure health information/data exchange and promote digital interoperability.
Actively identifies and pursues funding opportunities in line with organizational strategy within MSI network and outside for E-Health projects.
Designs development and implementation of e-Health pilots in consultation with key staff members in different departments as proof of concept.
Documents effectiveness and efficiency of the pilots and facilitate adoption and readiness for scale up.
Disseminates and provides accurate and up-to date E-Health project information, in a timely manner within the organization.
Develops and maintains a strong technical grasp of data quality improvements and data cleansing strategies.
Coordinate implementation and integration of E-Health projects.
Works with E-Health project implementers to determine priorities and develop strategies in providing e-health practice support.
Provides technical and practical advice to E-Health project implementers on E-Health applications and data quality improvement.
Supports E-Health project implementers to integrate E-Health initiatives into core business processes and work on system integration of E-Health system with business solutions
Providing technical assistance and support in the prototyping, testing, piloting, roll-out, administration and maintenance of E-Health tools and systems
Keep track of key developments in the digital space especially in relation to public health to continually identify new ideas, tools and trends that could provide opportunities to MSI Ethiopia
Produce training materials and provides internal training as required.
Actively participates in evaluation of E-Health projects, including keeping accurate records in work plans, data bases and provision of information reporting.
Works to support e-Health project implementers with current e-Health resources.
Maintains close links and work collaboration with the Innovation and ICT team for the purpose of resource management and ICT issues within the e-Health projects
Develops promotional materials to increase visibility of MSI Ethiopia’s e-Health initiatives in digital and non-digital space
Prepares abstracts, project briefs on e-Health for conferences workshops submission
Supports the Business Solution Advisor and ICT specialists in the design, implementation enhancements and operation of the Electronic Health Record System, stock management system and others
Develops innovative applications for e Health solutions in data collection, data dissemination and obtaining client feedback and reports
Closely monitors the implementation of E-Health solutions and measures their impact in terms of service uptake and income
Lead the architecture and design for E-Health Solutions and manage application/tools and infrastructure design, development, and implementation
Work in collaboration with the project team to analyse data and comply with reporting and project requirements
Conduct activities and support field-staff to ensure the data collection systems are appropriate to collect information necessary to meet the contractual obligations
Prepares periodic performance report to his / her immediate supervisor
Perform other responsibilities and duties as assigned
PERSON SPECIFICATION
Qualification Requirements
Education
MSC/BSC in Health Informatics and/ or information technology related field.
Experiences
At least six/eight years of relevant experience in health systems and technology
Skills, Attitudes and Attributes
Healthcare domain experience (Preferred)
Experience with .Net, ASP, MS SQL, C#, JavaScript, HTML, XML
Knowledge of Database design / Structure for large scale organizations
Experience in Android development, mobile programming, HTML5 (Desired)
Experience with implementing software design components including coding, code documentation, unit testing, debugging
Experience in project coordination,
Ability to work within multi-disciplinary/ multi-agency teams.
Good analytical skills with the ability to understand and re-engineer complex process.
Excellent interpersonal, negotiation, facilitation, organizational, communication and motivational skills.
Strong customer focus with ability to negotiate and influence change at all levels.
Experience and awareness of the business issues in the MSI Ethiopia.
Good verbal and written communications skills, confident at responding directly to individual queries
Ability to work in a team and own initiative
Willingness to travel and support health facilities
