Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. IRC has been working in Ethiopia since 1999 and is implementing coordinated, community-managed programs aimed at improving the quality of lives and recovery of livelihood of the disaster affected population, including host communities, through promoting individual participation, strengthening institutions, and emergency response.

Position Overview

Under the direct supervision of the Field Coordinator and technically supervised by country office ERD unit, the position holder will be engaged in the overall management of the livelihood program for Gambella filed office. The post holder supervises and provides technical support for the Livelihood filed staff.

Major key Responsibilities:

  • Represents IRC towards relevant partners

  • Manages the implementation of livelihoods projects with internal staff, RRS, the donor and the community and project reporting

  • Budget management: follow up and supervise the project plan verses accomplishment

  • The program requires technical knowledge and experience of resilience and livelihoods program

Accountability

  • Reports to Gambella Filed Office Coordinator and ERD Coordinator on the administrative CVA tasks

  • Supervises Livelihood program officer(s)

  • Responsible for the overall program budget management

  • Responsible for the overall program implementation

Key Areas of Accountability

  • With support from the IRC Economic recovery development unit, the livelihood program manager shall:

  • Represent the field office with partners, government officials (RRS, & different government Bureaus), UN agencies, Donors and other NGO staff at field level as appropriate

  • Provide leadership in livelihoods economic recovery & resilience programming

  • Follows that communities (refugees and host community), government agencies (RRS) and civil society organizations are adequately involved in project activities

  • Ensure that IRC is adequately represented in formal coordination activities including clusters, livelihood working group, task force meetings and refugee coordination meetings recognized by partners including local NGOs, INGOs and UN

  • Close engagement for the adequate inclusion and development of implementing partners towards the independent execution of program activities.

  • Host and mange donor visits effectively to contribute for accurate planning, implementation and reporting:

  • Ensure partners are familiar with the requirements of a program passionate on building community resilience.

  • Provide regular support and technical advice to partners, communities and staffs

  • Coordinate the establishment of effective work and supply plans or partners.

  • Manage budget and follow partners are regularly supervised for good financial management.

  • Ensure that an effective monitoring and evaluation system is in place to measure project implementation through the clients in center during project implementation.

  • Take required action to ensure timely implementation of activities where it is vital.

  • Supervise that all activities are critical to community needs and gender issues, promote the full and equal participation of women in all aspects and ensure that the Program is an opportunity for peace making, not community division.

  • Lead coordination with support departments such as supply chain, HR and finance.

  • Provide strong narrative reporting and financial accounting in donor and internal reports

  • Conduct ongoing monitoring and assessments and provide clear analysis of the context

Job Requirements

  • BA/BSc or MA/MSc degree in Social Science fields, International Development, Economics Agriculture or related relevant field of studies

Minimum Experience Required:

  • 4 years of relevant experience with the first degree.

  • 3 years plus post graduate degree.

  • At least 1 year of managerial experience.

  • Substantive knowledge and experience of sustainable livelihoods and resilience programs management.

  • Proven track record of effective management: planning, monitoring, budget oversight, logistics, leadership, particularly in unstable environment.

  • Demonstrated experience of integrating gender, protection and diversity into emergency response programs.

  • Proven donor reporting skills distinct

  • NGO experience is a plus.

Skills Required

  • Excellent representational skills

  • Fluent spoken and written English.

  • Effective communication internally and externally towards government and NGOs, donors, etc...

Preferable

  • Leadership capacity in management of field teams: Team building, ability to develop a common vision, maintain morale and acceptable behavior at base level. Capacity to support and develop staff. Previous experience in leading field teams’ distinct advantage.

  • Experience of working in various settings

  • Builds and maintains effective relationships, with colleagues, IRC Members and external partners

  • Experience and interest in measuring resilience and relevant theory.

  • Values diversity, acknowledges it as a source of driven strength

  • Good listener and easy to talk
