Job Description
Under the direct supervision of the Human Resources Coordinator, the Senior HR Officer-Staff Learning & Development manages the overall provision of staff training & development services, policies, and programs for Concern Worldwide. S/he will plan and coordinate staff training & development management activities in the organization to maximize the use of human resources and maintain functions such as employee capacity building, staff training and development policies, education grant and regulatory compliance.
The Senior HR Officer will also be the first focal point of Safeguarding activities and managing staff salary and benefits within the organization.
Main Duties and Responsilbities;
Training & Development
Organize and manage various training and development programs in the organization and ensure staff gain and develop the skills they need to carry out their jobs effectively. This involves designing and coordinating training to cover both the organization’s current and future needs.
Planning: Drawing up an overall training plan. Align the time-lines of staff on boarding upon hire, staff professional development programs for expert and project staff organized by internal and external trainers according to the overall training plan. Directs training evaluation and knowledge transfer as per the training and development procedure.
Staff Onboarding: organize orientation programs for newly joined staff, facilitate the session,
Performance Management: Direct, coordinate and supervise the compilation of Performance Development Review (PDR) reports of Concern Worldwide. Analyze training needs in conjunction with departmental managers. Coordinate staff development activities of Concern Worldwide.
Employee Enquiries: Listen to concerns and gather feedback on training and trainer evaluation, facilitate and follow up of employee requests and implement corrective actions. Participate in the Organization Survey and in the development of initiatives.
Documentation: Maintain staff training & development and administrative records. Ensure training forms, training communication letters, and all staff training and development programs are properly documented.
Safeguarding:
Be the first point of contact for staff, members, volunteers, community members, children and parents for any issue concerning the safeguarding of children and adults at risk, poor practice, and potential or alleged abuse.
Collaborate with Dublin Safeguarding Advisor to ensure the implementation of the Concern Worldwide Global Safeguarding Policy and associated procedures.
Ensure the implementation of the Country office’s safeguarding framework, ensuring it is implemented, adhered to and remains current and fit for purpose.
Provide information and advice on safeguarding and child protection to ACs and managers.
Organize workshops and refreshment trainings to employees and managers in relation to safeguarding.
Assist in the development and implementation of Safeguarding training materials, handbooks, training events and presentations.
Organizing induction programs for new staff joining Concern in consultation with concerned departments;
Coordinate with HR team on staff and partner safeguarding training ensuring a rolling programme of training and orientation for all new staff.
Coordination:
Liaise with other Safeguarding and child protection statutory agencies, NGOs and development partners/programmes developing cooperative relationships.
Represent the country office at inter-agency safeguarding and child protection meetings.
Team Management:
Manage, motivate and develop team performance in line with HR systems, rules and regulations including staff evaluation and career planning;
Creating a positive working environment in which continuous improvement, service –mindedness, transparency and open communications are key values.
Ensure the training & development functions in Head Office are effectively support programs and meet needs to a satisfactory standards
Investigation & Reporting:
Undertake safeguarding investigations, sometimes in challenging environments and to rigorous timescales/ standards as per the assignment given by CD or authorized person.
Follow up on reported concerns as per the required standards.
Respond to and provide timely support to all staff during safeguarding incidents.
Prepare and share timely safeguarding and child protection reports with SMT as require
Contribute to Monthly, Quarterly and Annual Reports on safeguarding
Recruitment:
Support the HR team across the country programme to ensure that safer recruitment procedures are embedded in local and programme recruitment procedures.
Support the HR team to ensure that a gender balance of 40-60 is achieved in all teams.
Payroll and staff benefit management:
Payroll:
Take the leading role during payroll preparation and liaise with the field HR officers and work closely with finance team in the country office.
Gather and update information on new hires, terminations, changes in pay rates, and changes in discretionary withholdings
Handle any payroll related staff complaints in communication with finance department and provide timely response to the complainant.
Ensure that all staff are included in the pension and/or PF schemes as per the internal policy of the organization, work closely with the government pension agency.
Field support: conduct regular field visit and organize refreshment workshops for all field staff.
Insurance:
Liaise with insurance companies and send monthly update on staff information
Follow up of the reimbursement of unutilized insurance premiums
Serve as a focal point for any Group Personal Accident (GPA) Insurance related issues.
Make sure that all new staff are covered under GPA.
Follow up of Life Insurance for all staff, update staff changes and inform to the contracted insurance company accordingly.
Medical:
Ensure regularly update data of staff family/dependents to ensure proper utilization of the medical scheme;
Liaise with hospitals that have credit medical service facility contract with Concern Worldwide, update them staff and dependents data on quarterly basis and follow up contract renewal issues;
Ensure staff medical expenses records of each hospitals in complete confidence
Others:
Assist the HR Coordinator while working with Cost of Living Adjustment (COLA), salary revision and annual incentive
Perform any other assignment given by immediate supervisor as necessary.

Job Requirements
Person Specificaitions;
Essential:
Bachelor's or master’s degree in Management, HR Management, or other relevant subjects.
At least 3 years (for Master’s) or 5 years (for Bachelor’s) of experience in Human Resource activities, out of which at least 2 years’ experience is in staff training and development activities.
Experience in prioritizing and sequencing operation activities.
