Job Description
The Commodity Risk and Compliance Manager will manage risk functions for the country program (CP) Commodity management, adhering to CRS policies, local laws, and donor regulations to ensure effective delivery of high-quality programming to the poor and vulnerable. You will provide risk and compliance guidance related to Primary Distribution Point (PDP) delivery/handling, receipt, stacking, storage, and dispatch of commodities. Your knowledge and guidance will reduce risk to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability. You will ensure that Commodities entrusted by donors to the organization are physically safeguarded and remain safe and intact in the warehouse(s), are properly accounted for in compliance with CRS and donor regulations and international and local supply chain standards and requirements.
Roles and Key Responsibilities:
In coordination with the Supply Chain Manager, Logistics Manager and PDP Managers, ensure all commodity management operations adhere to USAID commodity management standards. Conduct regular inspection and monitoring visits, and ensure PDPs are prepared for external audit and donor reviews.
Collaborate with CP Risk and Compliance manager, Finance Manager and CP leadership (CR and DCR Operations) on implementing and strengthening commodity management controls and systems including continuous process performance improvement.
Anticipate and identify commodity risk issues and challenges and the most appropriate solutions to address them.
Monitor and assess performance to ensure adequate capacity in commodity management.
In collaboration with CP Risk and Compliance manager and CP leadership, plan and perform commodity control reviews and compliance assessments. Analyze results and provide recommendations.
Effectively design and facilitate commodity management training sessions and contribute to relevant components of institutional capacity strengthening plans for CRS staff and partners.
Serve as liaison and support external audits of PDPs and other commodity management operations. Coordinate action plans to close out audit findings.
Deploy to fill staffing gaps at PDP level or on surge assignments for emergency responses related to commodity management and supply chain functions.
Fraud Allegation Management Role
Support the reviews/investigations of supply chain related fraud allegations at CP, Partners, and distribution level and effectively report the outcomes to CP leadership
Develop or contribute to the development of investigation plans/Scope of Work (SoW) for commodity related investigations.
Effectively document and write reports on findings and recommendation to improve processes and internal controls related to commodity management. Propose strategies to strengthen commodity management at the central level and PDPs including warehouse management
Typical Background, Experience and Requirements
Bachelor’s degree required. Master’s Degree in Accounting, Business Administration or other relevant field preferred. CIA, CFE or CPA or similar qualification highly preferred.
Strong familiarity with the policies, rules, and regulations applicable for commodity management and handling, and auditing (Reg. 11, GACAP, Finance Policies, Accounting, etc.) preferred.
Lean/Six Sigma Green Belt or Project Management Professional certifications preferred.
Minimum of 7 years work experience, ideally with an international organization, with progressive responsibility in operations and/or programming. At least 3 of these years in audit, financial reviews, fund agent and/or Investigations assignments and compliance, or risk management experience
Knowledge of audit standards and compliance regulations; knowledge of COSO’s Internal Control Framework or The Institute of Internal Audit’s International Standards for the Professional Practice of Internal Auditing
Knowledge of CRS’ accounting systems, policies & procedures (preferred)
Required Languages – English and Amharic languages
Travel - Must be willing and able to travel up to 75 %.

Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information
management systems.
