ROLE PURPOSE

The project holder is responsible to ensure that the project is implemented with the feminist principles that PIE upholds. This is accomplished through providing direct support and oversight to the implementation and CSP Gender Equality agenda, and in line with Plan’s new global transformative agenda.

Accountabilities and Main Work Activities

Project implementation and reporting

  • Work closely with the project team to ensure gender equity and inclusion are integrated in the project baseline

  • Ensure that all project activities are technically sound and are aligned to Plan Gender Policy,

  • Ensure that all implemented activities and acquired outputs are gender transformative,

  • Work closely with program staff and support to align budget towards gender equality and inclusive activities, and ensure gender equality issues and sex disaggregated data are included in monitoring reports.

  • Be responsible for gender mainstreaming in all programmatic activities,

  • Work closely with Plan International Ethiopia Gender Advisor to ensure gender mainstreaming and transformative programming.

  • Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program,

  • Prepare gender-related sections of narrative and financial reports in a timely manner according to Plan and donor requirements

  • Mainstream child protection in the project, observe the child protection policy, and be vigilant to report all child protection concerns.

  • Mainstream child centered community development approach in the project cycle to achieve appropriate participation of stakeholders and help them play a leading role.

Monitoring, Evaluation and Reporting

  • Assist the development of monitoring and evaluation systems in line with gender principles and values. 

  • Support in the implementation of gender sensitive project indicators and ensure the
    result-oriented reporting in line with project outcome

  • Assist technically on gender related research at various levels.

  • Monitor and evaluate the mainstreaming of gender in all interventions.

  • Providing technical guidance on how to implement evidence-based solutions for gender transformative programmes and to conduct gender-responsive and inclusive monitoring and evaluation.

  • Prepare quality and timely annual progress reports including case studies and lessons learnt.

  • Identify, document and disseminate best practices within and outside Plan to staff and other development partners.

  • Ensure project learning and achievements are documented and disseminated widely.

Networking and representation

  • Establish partnerships and networks with NGOs, Government bodies, forums and CBOs for cross learning, identification of lessons learned, best practices, resources mobilization and scaling-up to enhance program initiatives.

  • Network effectively with others to draw information and knowledge for the development of project inputs and strategy development.

  • Actively participate in relevant networks at national, regional and global levels,

  • Closely work with the Country Office Gender Specialist and other Country Office program staff,

Staff Development

  •     Provide technical assistance and training on promoting gender equality and gender transformative programming to integrate Gender and inclusion in to their project implementation and monitoring. for partners and stakeholders.

  • Build the capacity of staff and partners on gender mainstreaming.

  • Build the technical capacity of Plan staff, CVC Project staff, and community volunteers in the conceptualization, development, management, monitoring and evaluation of gender equality interventions.

Dealing with Problems:

She/He is expected to identify key gender issues and gather relevant information and analyze the positive and negative impacts. It requires ability to investigate and solve complex problems within communities and the organization. The position requires an objective, integrated and multidisciplinary approach to programming. The post holder requires a clear understanding of the gender equality and gender mainstreaming policies, procedures, and strategies of the organization. The post holder must be able to address all gender equality and inclusiveness related problems within target communities.

Communications and Working Relationships:

The Gender Specialist has to develop and manage effective working relationships with all project staff, community based organizations.  It is also essential that this position liaises with – Regional Gender Advisor, M&E Advisor, Government officials, Partners, other NGO staffs to support the implementation of high quality programs, sharing of lessons learnt and best practices within the organization and beyond.  Work with the country office and program office to develop and operationalize necessary gender-related trainings for LIPs.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Adhere to and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).

  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.

  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

  • Educated to University Degree or equivalent in relevant field or relatable experience. 

  • At least 5 years proven experience within the development sector in SRHR (experience in both development and humanitarian setting desirable).

  • Strong expertise on gender transformative programming and good understanding on intersectionality and inclusion

  • Experience in capacity development of project staff; strong facilitation and training skills.

  • Ability to plan work and meet deadlines when working under pressure on several projects.

  • Experience of working for an international organisation and with local partners.

Languages Required:

  • Fluency in English language is required

  • Knowledge of local languages is a desirable
