VACANCY ANNOUNCEMENT NUMBER: Addis-2022-064

The job holder is a technical expert in HIV clinical diagnosis and serology responsible for the implementation, coordination, monitoring and evaluation of laboratory program activities.  Under the direct supervision of Technical Officer-Laboratory in CDC-Ethiopia Laboratory Branch, the incumbent serves as program operations coordinator with primary responsibility of providing technical advice and inputs to ensure efficient, effective, and systematic management of CDC-Ethiopia laboratory programs. The position does not have supervisory responsibility. The incumbent will provide technical assistance to implementing partners and support Technical Officer-Laboratory and Branch Chief during planning, implementation, monitoring and evaluation of public health laboratory programs. Job holder coordinates funding, report compliance and administrative record keeping with laboratory implementing partners to ensure projects are conducted in accordance with implementation agreement and that USG funds are appropriately utilized.

WORK HOURS: Full-time (40 hours/week)

SALARY: Ordinarily Resident (OR): Position Grade: FSN-11, - 24,124.00 USD per year.

NOTE: For ordinarily resident employees, salary will be paid in local currency using the established exchange rate.

Not Ordinarily Resident: FP-04

*Final grade/step for NORs will be determined by Washington.

Duration of Appointment: Indefinite subject to successful completion of probationary period.

Job Requirements

Required Education

  • Master’s degree in the field of clinical laboratory science, Microbiology, public health, or biomedical sciences is required with relevant work experience

  • 5 years of mid-to senior-level experience in developing, implementing and evaluating laboratory support programs that involve coordination with an international agency or implementing partner is required. Additional bench level experience on laboratory methods and diagnostic procedures and laboratory management experience is more preferred.

Language Requirement

  • Level IV (Fluent) speaking/reading/writing of English is required. (This may be tested)

  • Level IV (Fluent) speaking/reading/writing of Amharic is required. (This may be tested)

Skills and abilities

  • Strong oral and communication skills are required. Ability to analyze, understand and discuss new program design, management and implementation approach is required. This includes the development of evaluation designs, use of reliable and valid instruments and methods for data collection, analysis and reports. Ability to lead project teams and working groups and to develop effective working relationships with national and international working partners is required. The ability to persuade and influence others will be required to work collaboratively with organizations engaged in laboratory programs to adopt appropriate strategies for their program activities and to coordinate with partners on national strategic planning for laboratory programs. Intermediate user level of word processing, spreadsheets and database is required. Advanced knowledge of statistics software such as STATA, EpiInfo, web based databases such as Panorama, DATIM and viral load database analysis is required. (This may be tested)
