Job Description

The IRC has been working in Ethiopia since 1999 implementing emergency and development work in rural communities and 21 refugee camps, reaching over 3.2 million clients in FY18 through programs in environmental health, health, education, child protection, economic recovery and development, and women’s protection and empowerment. The IRC operates through seven field offices across country.

Scope

IRC is seeking Education Manager for a five-year project, “PlayMatters”, funded by the LEGO Foundation. This position will be a part of the larger PlayMatters initiative to increase play-based learning opportunities for nearly 1 million pre-primary and primary school aged refugee and host community children impacted by the humanitarian crises in East Africa and living in Ethiopia, Tanzania and Uganda. This project seeks to build children’s social, emotional, cognitive, physical skills through play in their homes, schools, and communities and will be implemented in partnership with War Child, Plan International, Behavioural Insights Team and Innovations for Poverty Action.

The Education Manager will be responsible for ensuring that PlayMatters consortium and IRC staff identify, engage, and influence key education partners in Ethiopia responsible for and engaged in promoting learning outcomes for refugee and local children ages 3 to 12. This includes collaboration with government, UN and other humanitarian coordination decision makers, education implementing partners, and large scale development initiatives to improve learning through play.

The Education Manager will report to the Field Coordinator at the field office level with additional oversight from the country level PlayMatters project team; work closely with the camp based education officers, ARRA, SCI, WEO specialists and other implementing partners to integrate Learning through Play (LtP) into existing preschool, primary school, Accelerated Learning Programs (ALP) and child friendly space activities targeting children in refugee and host community. Will also assist in the development/adaptation and testing of developed content and approaches for teachers, parents and children. Will also assist to map education partners and existing teaching and learning materials for preschool and primary school children in Ethiopia and support to establish a framework for LtP proficiencies and quality LtP standards. In doing so, the Education Manager will ensure the type of engagement in design and implementation vital to achieve joint priorities and objectives of providing play based learning opportunities for all children.

Essential functions

  • Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites throughout areas of operations.

  • Work to ensure that IRC, its mission, and work in the areas of operations is known and accepted.

  • Work to encourage stakeholders to work with the IRC in ensuring that staff and programs are safe and allowed to continue humanitarian activities in areas of operations.

  • Provide technical input and advice in assessments to consider new IRC programs in new geographic areas, and regular assessment reviews for existing locations.

  • Assist in the continued development of Humanitarian Access Safety and Security teams and activities across areas of operations.

  • Oversee and advise on the implementation and review of tailored acceptance strategies.

  • Enhance IRC image and acceptance within the community and amongst stakeholders by providing guidance on inclusive visibility strategies.

  • Work with appropriate IRC units, including HR, to ensure timely and appropriate follow-up to violations of IRC’s Code of Conduct, in addition to operational breaches to humanitarian principles.

  • Work with Security Unit to develop, consolidate and implement operating procedures and contingency plans.

  • Maintain record of security trainings for staff.

  • Ensure replenishment of hibernation kit, first aid kit.

  • Update security incident database regularly.

  • Conduct risk assessments of contracted and prospective offices and residences.

Minimum Qualifications

  • Bachelor Degree or Higher National Diploma in Social Sciences/ Public Administration/ International Relations or a field related to humanitarian work or risk management or related fields with relevant work experience

  • 2 years of work experience in related position

  • Computer skills (including MS Word, Excel, PowerPoint, Access, and internet)

  • Fluency in English (written, spoken, comprehension).

  • Competent report writing skills.

  • Ability to work closely, professionally, and constructively with others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background.

  • Sound judgment and the ability to work under minimal supervision

  • Strong assessment, evaluation, analysis and planning skills

  • Interpersonal communication and proven written / presentation skills

  • Demonstrated ability to work under stressful conditions

  • Demonstrated knowledge of the historical and socio-political context.
