Job Description

The purpose of the Project Manager (PM) position is to provide leadership and overall coordination for ensuring the implementation aand accomplishment of the objectives of the CARE RIPA and related projects operating in Somali and Oromia (East and West Hararghe). The postholder is responsible for ensuring all projects are in line with CARE’s vision, goals, and program principles, standards, approaches, and Country Office Strategic Plan. The PM will have overall management responsibility for the RIPA and Crisis Modifier Supplementary Fund and will manage and support the day-to-day implementation of the project activities in Somali and Oromia Region. S/he will be responsible for leading the planning and implementation of all project field activities, ensuring all reports (financial and narrative) are prepared on time, among other functions in consultation with the RIPA senior GIS and crisis modifier and technical advisors r. To promote the highest level of staff performance the PM will provide supervision and management support to staff under her/ his direct supervision.  S/he will establish and maintain effective working relationships with key regional government and local NGO partners working with RIPA and the crisis modifier supplementary funds in the same geographic areas. S/he will work closely with Mercy Corps crisis response coordinator and will provide the required support to the Mercy Corps field team and ensure the day-to-day project relations with Mercy Corps field staff, such as project information sharing and updates, joint field action planning and regular joint reviews of project progress and status.

II. Responsibilities

Job Responsibility # 1: Staff Management (25%)

  • Supervise, lead, guide, orient, coach and provide ongoing support and feedback to all field level staffs under direct supervision

  • Recommend or initiate personnel actions such as merit increases, other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans

  • Promote a model working style based on strict adherence to the organizational core values

  • Complete all field level performance management activities including annual performance planning, monitoring and appraisals

 Job Responsibility #2: Program Planning (20%)

  • Provide general management and technical oversight to the RIPA and crisis modifier supplementary Fund, including CARE and consortium partner staffs, in areas of operation

  • Lead the development of field-level work plans, reflecting the larger work plan and approaches for strengthening facilitation of crisis modifier supplementary funds  

  • With the program team analyze past experiences and incorporate lessons learned into planning processes and based on past achievements adjust program targets, strategies, and resources

  • Engage in program design, planning, implementation, monitoring and evaluation

  • Develop draft annual and quarterly work plans with project am management team, field staff and partners involved in the implementation

  • Ensure that all program staff have appropriate individual operational plans linked to program priorities

  • Submit / share all annual and quarterly plans as per established schedules to all program stakeholders at Regional and Zonal level

  • Compile and submit quarterly progress and financial report to the Mercy Corps Coordinator in Jijiga and Dire Dawa. 

Job Responsibility #3: Program Implementation (15%)

  • Ensure program implementation is in compliance with the approach and agreements that CARE entered into with its partners, donor and government

  • Support the development of and ensure adherence to the strategies, approaches and work plans established by RIPA and crisis modifier supplementary fund technical leadership team

  • Systematically seek support and coordinate with the technical staff in the field, to ensure strong working relationships and sound technical implementation of all program activities

  • Organize the implementation process of all set targets planned for each RIPA related component and project with respective advisors, specialist and experts working within program departments/sections

  • Ensure that all staff have updated monthly and quarterly implementation plans

  • Periodically visit field activities and provide formal and informal feedback to the project staff

  • Maintain ongoing communications with regional program stakeholders regarding program progress and challenges

  • Continuously assess programming context, assumptions, and changes in the working environment to ensure that the focus, strategies, and activities remain relevant and propose adaption and adjustments when needed

Job Responsibility # 4: Program Budget Management and Compliance (15%)

  • In collaboration with the project staff and finance staff prepare annual budgets based on the program proposal and plan

  • Ensure compliance with donor requirements in all financial transactions

  • Ensure appropriate utilization of CARE fund codes for charging budget expenditures

  • Working with the project staff monitor monthly/ quarterly/ annual budget burn rates and recommend/ adaptations and adjustments when needed

Job Responsibility # 5: Program Monitoring, Evaluation and Reporting (10%)

  • Ensure that RIPA project activities under her/his supervision include an appropriate log-frame and baseline design

  • Work closely with the RIPA CLA team in the CO

  • Engage with RIPA monitoring system to collect annual and periodic data for tracking project performance and decision making

  • Prepare final draft monthly/quarterly/annual comprehensive and high-quality project progress reports and submit to signatory bureaus

  • Co-facilitate quarterly and annual project review meetings with the team to assess progress, adjust plans, and draw/disseminate lessons learned

  • Facilitate the coordination of any assessments, monitoring and evaluation missions for the project, delegating to technical persons as appropriate

  • Regularly visit field activities to assess progress and provide formal and informal feedback

  • Implement audit recommendations related to the RIPA project and its components 

Job Responsibility # 6: Networking, Learning and Representation (10%)

  • Work closely with the Mercy Corps crisis response coordinator 

  • Participate in regular review and taskforce meetings organized at different levels

  • Work in coordination with other intermediate results and CARE ETH programs to bring synergies, sharing of technical resource, cross learning and mutual support

  • Establish and maintain formal and informal communication mechanisms with GO/NGO stakeholders

  • Participate in regular review meetings and joint supportive supervision

  • Work in coordination with other components and other CARE programs to bring synergies, sharing of technical resource, cross learning, and mutual support

Job Responsibility # 7: Other (5%)

  • Perform other duties as requested

Job Requirements

III. Qualifications 

  • Bachelor Degree in the field of Disaster Risk Management, Natural Resource Management, Environmental Science, Climate Change and Society, Environmental Management or equivalent combination of education and work experience.

  • Minimum of 5 years proven field based working experience in pastoral development programs, out of which 1 year in managerial position.

  • Proficiency in verbal and written English languages;

  • Demonstrated interpersonal skills in working within a multi –disciplinary team and ability to liaise with government, community leaders and other stakeholders at all levels.

  • Practical skill in the areas of non-controversial community development programming.

  • Proven skill in DNH (Do-No-Harm) approaches in development.

  • Understanding of consortium based project including understanding of opportunities and challenges in pastoralist context;

  • Operational planning, budget planning and management, monitoring and evaluation, report writing.

  • Proven experience of working with pastoralist context.   

  • Demonstrated leadership and managerial ability to inspire and empower others.

  • Demonstrated technical and managerial ability, sound judgment, and ability to interact and work effectively with others at all levels

Desired:

  • Experience of working in Somali and Oromia Region (East and West Hararghe).

  • Knowledge of the bi-lingual language (Somali and Afan Oromo)

  • Able to work in a challenging environment and context

  • Skills in organizing and facilitating training events

  • Expertise in one or more of the following program areas: Pastoralism, DRM, NRM, Gender and Conflict, especially with Gender & Rights Based Approach focus.
