Job Description
The National Security Manager (referred to as Security Manager) is the content expert and focal point within the country of assignment and is expected to provide overall safety and security expertise, standards practices, response, training, and support of safety and security across FH Ethiopia. The Security Manager will ensure appropriate development and adherence to organizational and operational priorities for safety and security with the primary goal of creating and maintaining industry standard excellence in security practices, safety, and prevention of critical incidents and risk management for this field. The Security Manager will facilitate standards, resources, and training that are in the best interest of FH. Integral to the position is the ability to work successfully with field teams to build capacity, thereby driving personal responsibility for security management.
Principal Responsibilities:
Support the implementation of FH’s minimum operating security standards (MOSS) at the country-level
Monitor, evaluate, and report security risk management, travel security and duty of care application and adherence to policy, standards, and processes;
Applies FH’s risk management standards and policies at the country level;
Facilitates the development and implementation of security plans according to FH and risk management standards, established processes, forms and templates;
Review and update security plans as per schedule and pre-departure briefing as required but at minimum on a bi-annual (twice a year) basis;
Monitors potential and present emergencies and keep Ethiopia staff and the Regional Security Advisor informed of events, including response options and program/staff impact;
Conducts risk assessments and risk treatment solutions on an ongoing basis;
Conduct incident reporting and analysis;
In collaboration with the logistics team, develop and implement in-country journey management process;
Provide regular security updates and briefings to staff, including visitors’ briefing and new staff inductions;
Compile weekly security report for all major field locations and share with the CD, SLT and RSA;
Represent FH in localized security cluster meetings;
Facilitate the establishment of information networks and sharing with other humanitarian NGOs and main State and local Government as well as field community leaders in order to facilitate and secure FH field operations.
Promote international travel security standards to and from the country office and manage adherence to the travel management policy;
Conduct site-specific security assessments for FH offices, new sites, vehicles, warehouses, and other property locations and together with logistics Manager ensure established SOPs are properly implemented
Provide Training and Influence

Build the capacity of security focal points through training, coaching and close collaboration with field leadership
Represent FH externally and in interagency forums and where security forums do not exist, create them.
Active participation and regular coordination with the country senior leadership team;
Influence and coach the senior leadership team on their security and duty of care role and assist them to integrate security into every area of operations;

Develop and conduct trainings and drills that support security awareness, standard operating procedures, contingency plans and emergency response thereby driving persona security for security management;
Manage Threats and Incidents at the Country Level
Communicate foreseeable and present security threats to staff and leadership, and use escalation protocols and procedures;
Ensure threats that could impact FH country operations or personnel are being communicated accurately, clearly and timely to leadership, staff and the RSA;
Initiate incident information management during a critical event and keep current all notes, logs, and information;
Encourage and train staff and supervisors to actively report threats and incidents;
Report and update incidents using the established protocols and Incident Reporting platform;
Job Level Specifications

Experience developing and implementing NGO safety and security policies and procedures;
Proven technical competency and training experience in field-based communications systems such as HF Codan, Motorola VHF, Thuraya, satellite, internet systems, and cell phone burst messaging plus other incident mapping platforms;
Proven experience developing and implementing security risk management standards, incident reporting and mapping processes.
Experience of incident reporting and mapping, information collation, the establishment and execution of incident warning systems, and the compilation of security reports and assessments;
Ability to balance demands of field teams and head office while maintaining appropriate contextual NGO safety advice and coordination;
Resourcefulness and creativity in developing the role of Security Manager within the program and ensuring the most effective support to line management;
Excellent assessment, planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities. Ensuring efficient flow of information and processes;
Strong communication in English/Amharic, both verbal and written, people management and interpersonal skills, with experience in leading multicultural, multi-location, values-driven teams;
Willingness to travel frequently and work for extended periods of time in challenging and rigorous conditions;
Ability to work effectively and collaboratively in a team with various different styles and personalities;
Ability to perform work with high integrity and a strong sense of professional ethics;
Ability to work well under pressure and plan, manage and complete projects and work independently
Ability to travel frequently within Ethiopia including to insecure locations.

Review and approve the HR or Gender Advisor’s feedback or recommendation on addressing male, as well as female grievances.
Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.
Safety & Security Responsibility
Ensures that safety and security costs are included in E&R projects budget. These include, but not limited to staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
Facilitating implementation and revision of Country Office Preparedness & Response Plan when required. This includes identifying potentially risky situations and suggesting a mitigation and corrective measures;
Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
Takes the leadership in the management of Safety and Security in the Head Office and Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.
Education/Certifications
Bachelor's degree in security management or related field; or equivalent combination of education and experience.
Experience
Minimum three (3) years of working experience in security management with an International Non-Governmental Organization or other international organization; one (1) year in a high-risk environment; or equivalent combination of experience
Proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and/or other virtual meeting software
Project Management and Humanitarian negotiations for access experience desired
Language
Proficiency in spoken and written English and Amharic. Ability to read, analyze, and interpret conflict and incident reports, research, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and security plans. Ability to effectively present information and respond to questions from various groups.
Supervisor Responsibilities
This position will have a direct supervisory role over Security Coordinator and Security Officer positions based on Addis and a functional supervisory role on Tigray Region Security Officer, Addis Office and field-level guards
