Ethiopian Construction Design and Supervision Works Corporation (ECDSWCo.) is transforming and diversifying from the current consultancy business operations. Taking advantage of the existing ECDSWCo.’s strength and maximizing on the newly emerging external opportunities that are being prevalent with the shifts in Ethiopian Economic Policy – the Corporation is aiming to play a significant role to the success of the Ethiopian Construction Industry -by creating a vibrant business institution that will not only fill the gap that is in the current construction industry, but also replace the need for having international construction companies that are dominating the government mega scale projects.
To this, the Corporation is emerging as an Engineering and Investment Group. The proposed name of the Group is ‘’Ethiopian Engineering and Investment Group (EEIG)’’. The Group will comprise of three main operational business units i.e., Consultancy, Construction and Investment.
EEIG-Construction business unit key activities are high-end complex construction projects, predominately high-rise commercial and residential buildings, real-estate; infrastructure (roads, railways and airports) & water and energy sector construction. EEIG-Construction alone would grow into a conglomerate of several business units including Piling, underground and foundation Works, Fit-Out, Energy (Solar Solutions), Electro- Mechanical Solution, Facility Management, Landscape and Construction Materials Production.

Position Overview/Scope of role:
The role of the Procurement Officer is to ensure the cost-efficient and timely procurement of ALL (Non- Construction and Construction related) materials, goods, works, consultancy services and other services are performed in line with the Company Standard Procedure (CSP) – Procurement Guideline of EEIG Construction.
The post holder is responsible, as delegated, for parts of the functional aspects of construction related procurement in coordination and collaboration with relevant departments (Commercial, Planning, Tender & Estimation etc.). The role requires a good level of technical and qualified skills in construction projects. The post holder will play a role in the implementation of the relevant procurement plans based on available Bill of Quantities (BoQs), purchase requests, and delivery including follow-up and reporting throughout the various stages of the project.
The post holder will have experience in procurement for construction supplies and materials, reasonable knowledge of tendering criteria and evaluation of contractor bids. If delegated/requested, the post holder may visit the proposed construction sites for information and reporting purposes.
Top Roles and Responsibilities:
General
Drafts contract agreements for subcontractors and issue purchase orders as per approved material submittals and material service request as well as after appropriate approvals are secured on the technical and financial bids from the relevant departments and/or line managers as required.
Issue bid inquiries for Subcontractor/Suppliers for required material.
Follow up with the Subcontractor/Suppliers to receive the offers/quotations.
Compare between vendors’ offers both technically and financially per the pre-set evaluation assessment criterion for each procurement exercises and submit to line manager for review.
Facilitate and support negotiation sessions with suppliers /subcontractors by working with relevant departments and contributing own assessment of the supplier/subcontractor and/or the market at various levels of the procurement process to achieving the highest value at minimum cost for EEIG Construction.
Liaise with quality, logistics and material management at supplier and customer offices as necessary to ensure timely delivery of the required goods or services to requisitioned.
Follow-up on orders placed with suppliers/subcontractors and coordinate with site team on its on-time delivery as required.
Keep track of all suppliers' (materials, goods, consultancy services and other services) performance evaluations and form a uniform database of the evaluation results in coordination with the Commercial Department subcontractors’ (construction works) performance evaluation assessments.
Perform and monitor the periodic technical re-evaluation of suppliers and subcontractors for possible inclusion on to EEIG Construction’s approved suppliers list.
Handle all special assignments within the scope of the department as required.
Specific Responsibilities: Planning, Support and Coordination:
Under the direction of the line manager(s) undertake market research and analysis by liaising with suppliers on the Supplier Framework and/or wider market as required, support the tender process and assist in the setup of pre-qualified supplier lists and Framework Agreements (FWA).
Support in the payment requests process through reviewing of invoices and other related supporting documents/reports and submitting the payment for final verification to line managers as required.
Carry out routine and structured procurement duties as delegated/directed by line manager(s).
Ensure that procurement of construction supplies are performed in a timely manner and as per the procurement schedule & EEIG Construction procurement guidelines.
Work closely with the logistics team to ensure timely and efficient transport of all supplies is performed as and when required.
Contribute/assist in the delivery of information reports summarizing key trends in performance of the construction procurement function against work plans.
Develop and Maintain a department level Procurement Tracker follow-up system showing the statuses to ALL (non-construction and construction) requested materials and services at the various stages of the procurement process including payments.
Report activity status updates to line manager(s) and Unit Head on the procurement tasks during periodic department meetings.
Technical & Operational:
Maintain the contract management database and keep updated records of progress of each construction project for further reporting purposes by line manager(s) and/or department head.
Assist in identifying where necessary, and through acceptable and transparent ways, contractors/specialists/suppliers to carry out specialized pieces of work where project personnel do not have the capacity to do so.
Realize Professional & Efficient Procurement:
Carry out all the procurement of materials as per EEIG Construction's procurement guidelines, policies, processes and quality standards.
Under the direction of the Procurement Manager/ Procurement Coordinator(s) support in the pre-qualification and Supplier Framework structuring of suppliers/subcontractors in activities such as but not limited to pre-qualification questionnaire preparation, documentation of supplier/subcontractor submissions, supplier contact and evaluation, requirement sorting, fact checking, facilitation, coordination and scheduling site visits etc.
As a member of the procurement committee and a representative of the procurement department as assigned by line manager(s) participate, chair and/or become the focal person on the deliberations and proceedings during committee meetings by holding minutes and communicating the points of discussions to concerned staff while contributing expert advice on procurement matters as well.
Assist when delegated in ensuring that all processed orders are logged into the Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
Support in keeping the supplier/subcontractor files up to date.
Other:
While the majority of the work will be carried out in the Addis Ababa office, the post holder maybe required to make support visits to field offices
As a member of the Supply Chain team, S/he will work collaboratively with the team members to ensure good coordination, communication, planning and customer service to staff, including providing cover for, and support to others and undertaking any reasonable additional duties as delegated by the Procurement Coordinator(s) / Manager
In addition, as assigned provide appropriate induction, orientation and relevant coaching/on-job training to new incoming staff to the department on the company procurement guidelines and as required a briefing on ERP systems where applicable etc.
Qualifications and Experience
B.A. or B.Sc in Purchasing & Supplies, Management, Construction Management and/or relevant fields.
Minimum 3-5 Years work experience.
Experience in procurement in a construction firm OR experience working in similar positions in a firm commissioning extensive construction projects thus hiring construction businesses will be an added advantage.
Demonstrated understanding of standard/basic procurement workflow processes.
Knowledge of the industry market and ability to understand the technical requirement attached to the role.
