Job Description
Context:
Under the general supervision of the Chief of Mission, and direct supervision of the Deputy Chief of Mission in IOM Ethiopia, the Head of Sub Office /Field Office will be responsible and accountable for the management of the Sub Office and its project activities in the region, participating relevant meetings and liaising with the local Governmental authorities on IOM work in the region, providing information to the Chief of Mission and other colleagues concerned in IOM Addis Ababa on potential project activities, and coordinating with partners for ensuring IOM interest.
Core Functions / Responsibilities:
1. Manage the Sub Office and coordinate for implementing project activities of the Sub Office, ensure efficient use of resources.
2. In close coordination with the RMU and relevant Heads of Unit in IOM Addis Ababa, assist in overseeing the administrative functions of the Field Office including but not limited to:
a) Supervising staff and monitoring implementation of IOM rules and regulations.
b) Monitoring the financial expenditures of the field/Sub-Office.
c) Approving payments and managing funds ensuring compliance with IOM financial and administrative policies and procedures.
d) Coordinating the procurement and logistic services, including contracts with suppliers of goods and services.
3. Develop and maintain strong work relationships with the regional, zonal, and woreda governmental, relevant non-governmental and community actors with the objective of promoting IOM’s mandate, effectively implementation of project activities, and timely resolution of challenges.
4. Attend relevant meetings/events with Regional and local authorities and other partners in the region, report on those meetings, prepare and submit relevant Notes for File.
5. Oversee implementation of IOM's program and project activities in the region (responsible areas), while keeping close coordination with the relevant Heads of Unit and other colleagues concerned in IOM Addis Ababa.
6. In coordination with relevant Heads of Unit, support the development of detailed work plans for project implementation in accordance with relevant project documents and donor agreements and ensure adherence to work-plans, deadlines, and budgets.
7. Analyze migration-related trends and issues, assess the potential for program development and provide information to IOM colleagues concerned in Addis Ababa for the development of new projects and their implementation.
8. Provide timely reporting on issues of importance to the Chief of Mission and other IOM colleagues concerned in Addis Ababa, ensure the provision of comprehensive monthly reports on the Sub-Office work to IOM colleagues concerned in Addis Ababa.
9. Act as the security focal point for the IOM staff in the region and promote implementing relevant IOM and UNDSS requirements in the Sub Office.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience
Educational Qualification
Bachelor’s degree in social sciences or Development Studies or International Relations or Conflict Resolution or related field, or a combination of training and relevant working experience.
Master’s degree will be considered an advantage.
Experience Required
Minimum working experience of five years for bachelor’s degree and two years for Master degree holders.
Having relevant field management or related professional experience in project implementation and/or monitoring of programs with UN agencies and/or international humanitarian organization in close collaboration with governmental or non-government /international organization partners.
Relevant experience providing direct humanitarian assistance and services to vulnerable populations.
Experience of working in remote locations with difficult access and logistics.
Experience in humanitarian needs assessment.
Strong knowledge of international standards for humanitarian standards, including service provision and protection standards.
Flexibility to perform and deliver in difficult and rapidly changing situations essential
Experience with ECHO funded projects an advantage.
Languages
Good skills of managing staff and communicating with government authorities.
Use of computer and writing reports.
Fluency in English and Amharic is required.
