Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

The Infant Young Child and Feeding (IYCF) Camp supervisor under the direct supervision of the Deputy Nutrition and Health Program Manager (DNHPM) will oversee and make sure that IYCF-E component of the nutrition program are functioning properly in respective refugee camp. S/he will also make sure that IYCF-Eservices and quality of care are delivered to all beneficiaries in line with standard guidelines and principles of good practices, such as the International Code of Marketing of Breast-milk Substitutes and subsequent relevant resolutions, and SPHERE standards and IYCF-E multisectoral framework for action in a refugee setting. S/he will supervise and support additional high impact child survival and development program such as psychosocial services and MAMI pathway in respective or assigned refugee camp. The IYCF-E Camp supervisor will also lead and participate in the designing and implementation of IYCF-E capacity building activities in close consultation with his/her line manager, IYCF-E officers and project stakeholders. S/he is expected to establish and maintain productive working relationships with line manager, project staff, local government authorities and, beneficiaries. Moreover, s/he will represent Action Against Hunger in local level Nutrition, specifically IYCF-E coordination platforms and fora.

Purpose: Provides technical support and supervision to the IYCF-E team on the services and analyses the implementation of activities to improve service delivery quality in the camp supported by Action Against Hunger. 

Engagement: Collaborates with the other Action Against Hunger project staff and partners to amplify our IYCF-E positioning and work in tackling acute malnutrition as well as building synergies with other sectors to promote a multi-sectoral approach to address underlying causes of undernutrition. Engages with IYCF-E Technical Working Groups within the camp and outside and advocate for better changes in the areas of IYCF-E.

Delivery: Leads the day-to-day IYCF-E activities in the respective refugee camp, provides supervision and monitoring to the team, produces the report and supports the coordination, and ensures the beneficiaries have got the right IYCF-E and related quality services as per standard guidelines and procedures. 

Objective 1: To oversee IYCF-E program management in a refugee camp.

Key activities & responsibilities to achieve this objective:

• Ensure that IYCF-E is sufficiently promoted, protected, and supported in the respective refugee camp and surrounding host communities.

• Strengthen the proper integration of IYCF-E with other services in refugee camp (i.e. RMNCH, TFP, TSFP and BSFP and there is a functional referral linkage with in these service delivery units.

• Identify and propose the development of new innovative IYCF-E programs and projects in collaboration with line manager and other technical experts in the field.

• Work with the different programme supervisors and in respective refugee camp and contribute to the continuity of effective integration of activities in refugee camp (i.e. RMNCH, TFP, TSFP and BSFP) and there is a functional referral linkage with in these service delivery units.

• Support other project teams to identify beneficiaries requiring specific IYCF-E support and assistance.

• Strengthen and keep the standard of Baby Friendly Space (BFS) for effective delivery of IYCF-E counseling, psychosocial support, facilitation of play sessions and stimulation of the child and other activities.

• Support the roll-out of MAMI pathway and its implementation in respective refugee camp and participate in all efforts that aim to realize its effective implementation and integration with IYCF-E activities.

• Ensure that a regular nutrition and health message, including IYCF-E is delivered at waiting area in the refugee camp in close integration with other project staff using appropriate counseling aids and educational materials.  

• Support and assist Food Cooking Demonstration sessions in camp level and ensure that it is done as per set standard and procedure.

• Ensure the availability and utilization of the IYCF-E counseling and educational materials in the refugee camp.  

• Develop practical and workable action plan for IYCF-E activities together with IYCF-E officers and follow the implementation of the action plans with the project staff.

• Make sure that all IYCF-E intervention are adapted to COVID-19 Infection Prevention and Control (IPC) measures and there is adequate integration of risk communication and community engagement activities (RCCE) activities into the IYCF.

• Ensure that the center-based IYCF, psychosocial support, and MAMI services are coupled with proper home visits, community awareness, and sensitization activities.

• Ensure the full application of appropriate control and regulation of BMS, including playing a constructive role to prevent and manage inappropriate donations of Breastmilk substitutes and other prohibited products, planning and managing artificial feeding interventions, and supporting infants dependent on artificial feeding in a respective refugee camp and surrounding host community together with other UNICEF, UNHCR, RRS, local health authorities, and other partners.

Objective 2: Capacity building and sensitization on IYCF-E and psychosocial support program

Key activities & responsibilities to achieve this objective:

• Regularly sensitise and capacitate Action Against Hunger project staff on existing and new IYCF-E technical guidelines (IYCF-E and MHPSS), teaching/ educational materials, procedures, policies and strategies for strict compliance and quality assurance purposes on regular basis.

• Create adequate awareness and knowledge of Action Against Hunger staff on the BMS and other prohibited products regulations; support and follow the full application of the regulations in a respective refugee camp and surrounding host communities.

• Regularly assess the training and development needs of staff and devise the necessary capacity building mechanisms accordingly.

• Provide continues supervision and on-the-job technical assistance for project staff and IYCF-E Officers in the refugee camp in relation to their activities using standard checklist and tools.

• Evaluate and oversee massage delivered to MtMSG, FtFSGs and TCG and assess their appropriateness at individual and community level, revise massage and suggest any other IEC materials and way of provision.  

Objective 3:  Participate and supervise IYCF-E Monitoring, Evaluation, Accountability and Learning (MEAL) activities: 

Key activities & responsibilities to achieve this objective:

• Support and participate in IYCF-E needs analysis, nutritional surveys and assessments such as IDDS, HDDS, and SENS.

• Develop annual IYCF-E master beneficiaries and BoQ in close coordination and consultation with line manager and based on evidence and information generated from needs analysis, and nutritional surveys/assessments. 

• Develop IYCF-E action plan and activities as necessary, ensure that they are running with recommended Indicators, and suggest alternative ways toward better program achievements.

• Evaluate the relevance and appropriateness of the IYCF-E intervention in view of the evolution of the context, needs, nutritional and cultural values etc. in refugee camp and to help adapt appropriate program tools accordingly.

• Produce weekly/monthly IYCF-E and associated program reports with the desired level of quality and analysis.

• Identify IYCF-E good practices, program lessons, and human-interest stories and ensure proper documentation and dissemination with in Action Against Hunger and beyond.

Objective 4: Liaise with the authorities/partners:

Key activities & responsibilities to achieve this objective:

• Communicate the program’s activities to the authorities/partners on the site.

• Represent Action against Hunger in regional zonal and woreda as well as refugee camp level health and nutrition, including IYCE-E technical coordination meetings.

• Close follow up of the overall situation and interpretation of different indicators such as direct follow up of health status, outbreaks, and general nutrition status and refugee flow.

• Propose timely responses in case of new health and nutrition emergencies.

• Promote project activities and innovations to the various local partners and stakeholders.

• Upholds the image and values of Action Against Hunger at all times and place. 

Objective 5: Teamwork:

• Work in companionship, mutual respect and under the humanitarian principles with all Action Against Hunger staff, project team members, with government health care workers, project beneficiaries, and with others.

• Report problems encountered in the intervention areas and/or within the project team to the line manager and others concerned aiming at rectifying issues timely in amicable manner under the spirit of teamwork.

Objective 6: The IYCF-E supervisor is accountable for: 

• Respecting all Action Against Hunger policies and procedures (HR, Logs & IT and Finances etc.) 

• Implementing project committed interventions, with a particular emphasis to IYCF-E programming with high quality and professional standards. 

• Alerting project team and others concerned on all issues that have an important impact on the project performance and its overall objective.

• Creating good working relations between Action Against Hunger and government health and nutrition staff and other partners.

Supervisory Responsibilities:

• The IYCF-E camp supervisor supervises IYCF-E officers and incentive workers in refugee camps setting.

• Ensure and comply with donors and Action Against Hunger’s quality standards, procedures and policies.

Physical Demands:

• While performing the duties of this job, the employee is required to supervise regularly project implementation sites and support the filed team (e.g. IYCF-E officers) in their day-to-day program activities.

• S/he will be required to collectively review project progresses in terms of physical deliverables and budget utilization, preparing periodic and quality reports sitting in offices.

Working Conditions, Travel, and Environment:

• The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

• The employee is required to spend at least 75% of his/her time in the field or program implementation areas where direct IYCF-E program services are rendered, support, and assistance activities. S/he is also required to spend about 25% of the time for review of project progress, preparation of reports, and so on.

• While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience:

• Bachelor’s degree in health officer, nursing, public health, human nutrition, mental health, and psychology or related fields of study from a recognized university/college.

• At least five years of practical and proven experience in program designing, implementation, and monitoring of key health and nutrition programs, including CMAM, MHPSS, and RMNCH, out of which three years of relevant experience in IYCF-E program and team management.

• Experience working in humanitarian relief and development health and nutrition programs, including refugee camps.

• Exposure and participation in national and sub-national Nutrition (IYCF) and MHPSS coordination platforms and TWGs.

• Having a better understanding of national and global nutrition dynamics, humanitarian principles, and standards.

• Previous experience working for an international NGO is preferable.

Required Skills & Competencies:

• Experienced in supervising, managing, and implementing IYCF-E and MHPSS services, Experienced in managing team and staff in humanitarian and development context; ability to promote the good team and  Humanitarian spirit; ability to take initiatives and prioritize multiple tasks with minimum supervision; Capacity to manage priorities.

• Good command of English (essential) and knowledge of local languages, including the languages of refugees is an assets.  

• Strong communication, networking, and representation skill; good strategic and analytical abilities; Embracing Diversity, Self-Awareness, and Self-Regulation, good experience in capacity building; and excellent communication skills, proficiency in the use of MS office and email applications, capable of working in a team.
