About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.
Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
Summary of position
The main objective of this position is to improve the Safety and Access management of Action Against Hunger in Ethiopia by mapping current areas of operations, and current areas of need in Ethiopia. The GIS officer will work with open source software and information to provide critical analysis of the Ethiopian context.
The GIS Officer’s role is as follows:
Essential job duties
Assist the Safety and Access Manager / Operations Director
Assist FCs and the Safety and Access Manager and OD in regularly updating existing security procedures and practices at the field level
Map areas of AAH operations
Map reported areas of need in Ethiopia
At the direction of the Safety and Access manager / OD; assist the program Head of Departments by providing contextual analysis and support with program monitoring, analysis, and reporting
Participate in the communication networks with external agencies
At the direction of the Safety and Access Manager or OD – support Field Coordinators, Community Advisors, and other mission staff on Safety and Access management responsibilities
Provide information during the assessment of risks and opportunities during new deployments of Action Against Hunger personnel or selection of new locations or premises;
Continuously monitor and assesses needs in Ethiopia, providing regular mapping of flows of IDPs, and identification of potential areas for AAH intervention
Supports the diversification of Access and Acceptance of information sources and capitalizes on information about key contacts in the specific Region and base areas
Conduct onsite mapping assessments for all bases – of our office locations and program needs
Research Planning:
In coordination with the relevant departmental team(s), support the construction of a quantitative sample.
Develop geospatial analysis of assessment areas to be used in developing daily assessment plans, field movement plans, and accompanying operational maps for field teams.
Support the development of qualitative and quantitative data collection tools, ensuring GIS requirements of the research cycle/assessment are met.
Support assessment planning in line with project and program objectives and other relevant guidelines;
Map and analyze secondary data in coordination with user department(s);
Contribute to draft assessment ToRs with a specific focus on the analysis plan, and related mapping, as well as data management plan;
Data management, cleaning, and analysis:
Development and maintenance of country-level databases for the consolidation of all assessment-related and GIS data in the country.
Ensure that data is revised and cleaned and that all revisions are recorded;
Conduct spatial analysis on collected data, data is stored and data is analyzed as per standard ACF data guidelines.
Support in making sure the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information.
Research Implementation
Ensure that collected data is properly geo-referenced, enabling the production of maps and re
When relevant, support the training of enumerators for primary data collection;
When relevant, support oversight of data collection, in line with agreed TORs (including their Annexes), including spatial verification and validation as part of daily assessment check slated products;
Document all changes in data collection that lead to a modification in the agreed TORs, ensuring that the ACF management is informed and agrees on the modifications.
External Engagement
Support in all partner engagement and all external relations are clearly documented and communicated with the line manager and relevant colleagues;
Promote an active use of datasets, GIS products, and research findings by partners and the broader humanitarian community for their decision-making.

Technical supervision of field community advisors

Fiscal Responsibility
Budgets and all grants are implemented in compliance with Action Against Hunger and donor regulations. The Safety and Access officer will provide technical input and oversight to the use of relevant Logistics, Fleet and ICT budget lines at the Addis and Field level, ensuring that safety and access needs are addressed.
Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
Working Conditions, Travel, and Environment
The duties of the job require regular job attendance at least five days per week in the duty station and/or areas of an intervention/ during the field visit. Must be available to work outside normal office hours or on the weekends as required. Must be able to travel as required for standard domestic (at least 50% of the time) and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience
Minimum of bachelor’s degree.
At least 2 years of work experience in security management or related role,
INGO experience is advantageous
Required Skills & Competencies
Research skills: Demonstrable experience with geospatial information management and analysis. Excellent spatial analysis skills.
Software skills: Advanced knowledge of ArcGIS. Proven knowledge of Microsoft Office including Word, Excel, and PowerPoint. Knowledge of R, STATA, Python, or equivalent statistical software is an advantage.
Ability to work in a situation of armed conflict and other situations of violence
Excellent knowledge of English
Native Amharic speaker, plus one additional Ethiopian language.
Experience with major INGOs or institutional and UN donors and donor procedures (ECHO/EC, OFDA/USAID, CIDA, SDC, etc.) is an asset
Proven ability to translate technical financial data into informative reports
Excellent management and representation skills for the organization with authorities
Excellent communication and negotiation skills with key actors in diverse security locations context
Experience designing and delivering training and coaching
