POSITION SUMMARY: 

The Security Officer, based in Addis Ababa, will report directly to the Country Security Manager based in Addis Ababa.  The SO in collaboration with the SM, will play a key role in planning and implementation of all security policies and practices for FH locations in the Oromia, Assosa zone of Benishangul Gumz, Sidama, and SNNPR, regions. The responsibilities encompass a range of issues including, but not limited to, physical safety, security, and well-being of staff, clients, contracted workers, and visitors; as well as safeguarding of psychical, financial, intellectual, and reputational assets under FH’s control of the above-mentioned regions.  This position will work with the FH Ethiopia security management team and advise the team regarding physical security threats and risk and the mitigation options to ensure the appropriate level of protection.

Principal Tasks & Responsibilities: Risk Assessment and Context AnalysisØ  In collaboration with the SM in Addis, conduct risk assessments in the respective operational sites.Ø  In consultation with the security team in Addis, continuously update and modify existing policies and procedures appropriately.Ø  Monitor the political, economic, environmental and social context of the area of operation and provide a daily situational update to the security team in Addis via phone call.Ø  Support in the development of contingency plans.Ø  Review existing strategies, SOP, guidelines, procedures, standards, training and practices that mitigate risks, respond to incidents, and limit the organization’s exposure to risks of misuse, theft, vandalism, and damages of the information and physical assets under FHE’s control; financial and reputational losses; and/or injuries, illness, or death of staff members and clients and maintain proper documentation.Ø  Identify resources for mitigating risks or responding to incidents in the operational areas and keep track of and/or share with the teams these resources.Ø  Determine and advise on the appropriate level of protection for clients (people we serve and who could also provide services), staff, physical assets, and information assets throughout the area of responsibility.  Ø  Recommend procurement of communication and other security related materials.Ø  Conduct risk assessments in potential newly targeted areas in the Area of Operation.Risk Management CoordinationØ  Serve as a security point of contact in the AO.Ø  Contribute to the country risk register.Ø  Ensuring local team members understand protocols and policies related to health, safety and security.Ø  Maintain and implement all regional risk management protocols, particularly with respect to travel and facility risk management, reviewing and updating Area Briefing and protocols at least every quarter (calendar-driven), or whenever there is a substantive change in the security situation or climate, which warrants such a change (event-driven).Ø  Guide and direct Program Managers in identifying, developing, implementing and maintaining security processes across program sites.Ø  Arrange visits to AO to assess facility security and compliance to SOP and guidelines.Ø  Regular testing for safety and security devices in all the operations sites (e.g. fire extinguishers, first aid kits, fire drills); report immediately any malfunctioning equipment, locks, or doors; maintain log of completed, pending, and future checks.Ø  Manage and ensure the security and safety of staff, premises, materials, and assets in all FH projects sites (in both regions) with recommended comprehensive security management systems and procedures.Security Communication ManagementØ  Act as the focal point for all safety and security-related telecommunications systems, including phone-tree test, incident notifications and satellite phone oversight in AO.Ø  Serve as a focal person for travel approvals and verify security status and make Go/No-Go determination in the AO (in discussion with the SM), where such measures are necessary, communicating the decisions to all relevant staff members and partner agencies. Ø  Update the FHE security management teams on local developments.Ø  Provide all newly deployed staff within the AO and staff traveling to the AO locations with comprehensive health, safety and security briefing.Ø  Build networks and relationships with INGOs, UN, local security stakeholders and represent FH in the security and access related meetings.Ø  Support, advise, and guide supervisors in monitoring the work of security guards in field offices and in camps.Ø  Facilitate program access and continuity through the provision of dependable advice, regular sit-reps, and safety advisories, as needed.Incident ResponseØ  Prepare and submit all incident reports through the reporting platform in a timely manner.Ø  Assist the staff in ensuring internal incident reporting systems are understood, utilized, and responsive to ongoing developments while recommending any necessary improvements.Ø  Oversee and/or conducts investigations of security incidents as needed, liaising with local law enforcement authorities as appropriate.Ø  Keep track of all incident reports, regularly analyze any trend, and support the SM in completing the monthly security reports.Others:Ø  Any other duties assigned by the supervisor.

Experience

  • At least three (3) years of experience working in security, risk management, coordination, logistics, facility management, or operational capacity in different locations in Ethiopia is required; experience in a humanitarian setting is strongly preferred.

  • Formal risk management and security training required. The ability to train other staff in risk management and security is strongly preferred.

  • At least two (2) years of experience working with an international organization is required.

Education/Certifications

Bachelor’s degree in security, risk management, development, business, logistics, or related fields from a recognized university

Supervisory Responsibility

No direct supervisory responsibilities.

Language

⮚       Written and spoken fluency in English, Amharic and Afan Oromo is required. Proficiency in other local languages is desirable.

⮚        Explains to staffs the reasoning behind the organization’s safety and security policies and procedures;

⮚        Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚        Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;
