Job Description
Background
The Government of Ethiopia has received funding from the World Bank through IDA credit and grant to implement a multi-sectoral project “Response-Recovery-Resilience for Conflict-Affected Communities in Ethiopia”. Overall, the project is led and coordinated by the Federal Project Coordination Unit (FPCU) to be housed in the Ministry of Finance (MoF). The proposed project is structured in four (4) components namely: (i) improvement of access to basic services and economic opportunities for conflict-affected communities (II) strengthening of GBV service delivery and prevention (iii) learning and project management and (iv) and a Zero-dollar Contingency Emergency Response Component (CERC). From this, the Ministry of Women and Social Affairs has given lead the implementation of one of the project components “Improving Access to GBV Response Services’’ in the period from 2022 to 2026. The aim of this component is the strengthening of short and medium-term GBV response services for survivors of conflict-related GBV within targeted Woredas; the piloting of innovative GBV prevention programming, both as a mechanism to address underlying norms and dynamics that contribute to violence, and to address factors that prevent GBV survivors from seeking care; and strengthening of institutional capacity for coordination, policymaking, and delivery of quality, confidential, and survivor-centered care across the country.
Objectives
The objective of the assignment is to hire a highly qualified GBV specialist who will coordinatethe formulation, design, planning, implementation, monitoring, and evaluation of the project, with a focus on GBV prevention and response.
Scope of the Work
The GBV Specialist will be accountable for the formulation, design, planning, implementation, monitoring, and evaluation of the project, with a focus on GBV prevention and response. Specific duties and responsibilities are:
Coordinate and facilitate proper implementation of GBV and protection related activities of the project
Provide training to government staff and other service providers in the areas on GBV case management, prevention of sexual exploitation and abuse on GBV, GBV basic concepts, GBV referral and coordination mechanism, GBV mainstreaming into other sectors, and so on
Lead the process of capacity building to women and social affairs office and other service providers of GBV and psychosocial support providers on trauma healing and counseling service provision
Conduct continuous protection risk assessment, analysis and share the information to service providers
Conduct GBV service mapping and coordinate with service providers to strengthen service provision and to support GBV survivors to have timely and multi-sector response services as required
Lead the process of strengthening the GBV coordination mechanism in the area
Lead the community-level awareness-raising sessions on GBV and protection related issues
Organize review meetings and other periodic meetings with community members, government representatives, and other humanitarian actors on the GBV and protection concerns in relation to the project
Coordinate and prepare regular reports on GBV and submit to the PIU
Supports and liaise with all project teams and provide capacity building on protection mainstreaming and other on-the-job training and capacity building.
Make sure to coordinate with other humanitarian actors in the areas and provide support to make sure to integrate basic protection principles during service delivery
Coordinate with community volunteers/ gender and peace champions and other community structures in the area to provide information to community member on available services for GBV survivors and other protection issues
Creates and maintain a relationship with local authorities and other service providers for effective service provision on GBV and protection issues
Undertakes regular field visits to project areas to assess local conditions and monitor progress.
Ensure that all GBV program activities adhere to GBV guiding principles, protocols, guidelines in emergencies and that all GBV activities are consistent with established best practices.
Awareness of or interest in community-based protection mechanisms.
Collaborate and work closely with the project team members for effective integration of GBV and protection issues in all project activities
Support the development and updating of GBV technical materials (training guidelines and IEC/BCC materials) as necessary
Support data collection and analysis of survivor’s information (GBVIMS) and ensure all ethical standards are applied for safe and confidential data gathering, analysis and sharing across the implementation are.
Conduct SEA training and ensure the signing of Codes of Conduct by all the people working on the project that include specific measures related to sexual exploitation and sexual harassment cases.
Lead/support the establishment of gender- and GBV-sensitive grievance management mechanism (GM) that will be considered by the project, including the development of response protocol for SEA/Sexual harassment cases
Support the establishment of a community feedback mechanism in the project with other actors.
Duration of Contract: The specialist will be recruited for a one-year period, with a possible extension upon satisfactory performance of the assignment.
Inputs provided by the Client
MoWSA will arrange reasonable and standard office space with office furniture and equipment required for the assignment. The project will avail internet access, telephone, and related communication and electronic facilities for official project duties of the specialist/consultant.
Management procedures
Contractually, the GBV specialist/consultant will work under the supervision of the Federal Project implementation unit Coordinator to whom all reports and deliverables as per the ToRs shall be submitted. The MoWSA will be responsible to effect all payments to the specialist/consultant on a monthly basis based on the accomplishment of planned and expected deliverables with the submission of comprehensive monthly reports.
Location: Addis Ababa (with frequent travel to project sites)

Education & Experience Required
MA/BA in Gender and social development, social work, sociology, psychology, public health, and relevant fields of social sciences and Minimum of 6/8 years of relevant work experience for MA and BA holders respectively.
Extensive experience in Gender-based violence and related areas, program/project development, and management in an emergency context are required.
Proven experience in designing and implementing GBV training for a variety of stakeholders.
Direct case management and experience working with children, women, and adolescents is an asset.
Extensive training in the fields of GBV, psycho-social wellbeing, case management, and application of international technical guidelines and standards in Child Protection and GBV.
Proven experience working on GBV in emergencies
Previous experience on GBVIMS, data collection and data sharing protocols would be an asset
Level of Effort and Timing
The assignment is expected to start at the beginning of Oct, 2022. The specialist/consultant will be based at MoWSA offices in Addis Ababa with regular travel to woredas and regions.
