MSF Holland is looking for: Supply Logistics Coordinator

Main Purpose Defining and implementing logistics strategies (Supply Chain Management) and support to the field, ensuring the pertinence and coherence of logistics programmes, adequacy of the means provided and the compliance of MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimize the impact of the medical projects.
Accountabilities • Defines mission-wide Supply Chain Management (SCM) strategies to support achieving strategic objectives as per country policy and control cycle plans, and in line with OCA supply policies, protocols and guidelines.• Translates the mission strategic objectives into SCM objectives, priorities, activities and resources planning as required on mission level.• Ensures that staff and management are aware of supply strategies, ambitions and implementation plans.• Supports Project Coordinators, supply teams in coordination and projects with preparing activity resources plans and budgets for carrying out supply activities, as part of the control cycle planning & budgeting.• Engages with other CMT members in preparing mission emergency response scenarios and ensures adequate supply emergency response capacity is in place.• Ensures proper planning and synchronization of project common supply needs: medical items, spare parts, ICT equipment, cleaning supplies, stationary, etc.• Ensures that operational logistics approaches / scenarios are applied accordingly in MSF field operational interventions.• • IMPLEMENTATION: COORDINATION & STEERING• Oversees the implementation of MSF OCA's supply activities in the mission. Set priorities, maintains and implements mission specific supply strategies and tactics, definition of services and service levels, localized policies and support structures.• Leads mission supply team and its staff, provides a clear vision for the direction of the department and brings staff together to achieve objectives.• Responsible for defining and monitoring supply aspects of the risk reduction policy and measures (i.e. fraud risks, warehouse safety), and preparation of the supply aspects of the mission security policy and guidelines, evacuation plan and contingency plan. For this purpose, the Logistics Coordinator (Supply) will have to create an appropriate environment to facilitate exchange of information on security situation and can be the security back up in the absence of the HoM (only if required and in absence of LogCo Tech).• Ensures uninterrupted supplies of MSF office space(s) and lodging facilities.• Support Head of Mission and Project Coordinators in preparing and implementing the supply aspects of the mission and local security plans, monitors adherence to security rules and reports to HoM in case of any problems.• Guides supply team, coordinating supply chain management in the mission, ensuring sufficient availability and good quality of supply of drugs, medical and logistics materials and equipment, in close collaboration with MedCo and mission pharmacist, in line with relevant MSF OCA’s standards, policies and procedures.• Ensures adequate supply reference, advice, follow up and / or support for the projects in case of queries or issues.• Reviews and approves content and / or supply aspects of logistics related lease, purchase and service contracts, orders and expenses, in line with mission authorization table.• Supports and coaches project supply managers in training and supervising their teams to ensure good quality supply support activities within the projects.• Manages, coaches and develops direct reports in line with OCA human resource policies (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication).• Ensures implementation of OCA Human Resources policies within the supply team and that MSF OCA acts as a responsible employer in terms of working conditions and reduction of security and health risks.• • MONITORING REPORTING & EVALUATION• Monitors and evaluates the progress and outcomes of MSF OCA's supply related activities in the mission on a regular basis to ensure that objectives are achieved and adequate support is provided to the medical team; ensures initiation and implementation of corrective actions when needed.• Ensures alignment of supply activities in the mission with relevant MSF OCA’s policies, protocols and procedures and follows up in case of deviations.• Monitors and analyses developments in MSF OCA’s supply policies, protocols and procedures and adapts mission specific supply strategies accordingly.• Ensures timely and accurate internal supply (data) reporting as per standard MSF OCA reporting requirements, including ACP, SCP, 4M/8M/12M reporting, departmental reporting, mission sitreps, and any specific additional reporting as agreed with the desk.• • VOICE: NETWORKING – REPRESENTATION – COMMUNICATION - ADVOCACY• Maintains good working relations with and represents MSF OCA towards relevant external actors at national level, in close collaboration with HoM, to create commitment for and negotiate supply related terms and conditions of MSF operations.• Maintains good working relations with other MSF sections in country to ensure effective coordination and collaboration in development and implementation of supply management strategies.
MSF Section/Context Specific Accountabilities Final responsibility for ensuring that MISSION SUPPLY CHAIN MANAGEMENT is provided in an effective, efficient and responsive manner thereby defining priority for implementation of the supply activities in projects/mission after consultation with relevant CMT members: ü Smooth running of the mission supply system, through planning, monitoring of all orders, awareness of potential complications, assessment of priorities and management of ordering procedures, overviews, schedules and communication to the projects.ü Oversees stock management, EPREP and Grey stocks including distribution of regular consumable and transit stock overviews.ü Facilitates import and export procedures must be respected.ü Plans and oversees the transportation of goods to the projects.ü Maintains regular contact with Kenya Supply and Support Office and Amsterdam Procurement Unit focusing on performance against service level agreements and monitoring quality/price/lead-time of APU and Kenyan supplies.ü Develops and implements SLA with Kenya Supply and Support Office.ü Develops and implements Mission Supply Handbook ü Communicates any changes in supply procedures to the mission supply teams.ü Ensures procurement (Project and capital) follows MSF standard procurement and accounting procedures.ü Organizes Annual Market Surveys, Tenders for the purchases of the non-medical items & selection of approved/preferred suppliers in Coordination and projects.ü Maintains an active collaboration between the Medical and Supply department regarding the medical supply.ü Maintains an active collaboration between the Finance and Supply department regarding the justification of expense, advances and budget follow-up including BCR.ü Maintains an active collaboration between the Technical and Supply department regarding the selection of best quality of items, which fit to MSF standards. Reception and testing of equipment and devices ü Final responsibility for ensuring that the Deputy LogCo Supply & MSCM performs according JDü Final responsibility for ensuring the Capital Supply Logistician in Addis provides mentioned below thereby defining priority for supply support activities.ü Ensures availability of the supplies (right quantity, quality) for coordination team office and expat houses.ü Ensures introduction/implementation of Logistics supply policies at all locations while adopting the mission strategy.ü Reports regularly (monthly, LRT, Sitrep and 4M reports) timely while analyse & feedback. The Supply LogCo also needs to ensure project report done in time related to supply report.ü Coaching of all supply logistician positions that are hierarchically and functionally responsible to Supply LogCo. ü Participates and/or review recruitment of supply logistics staff for the mission. ü Maintains standardized job profiles for national staff supply logisticians (in collaboration with HR).ü Briefs and debriefs the CMT members and Project Supply Accountable on supply logistics.ü Reports directly to the [ Dep] HoM and FSU FO (functional line) on general supply logistics activities in the mission.ü Provides supply logistic reports (monthly mission Log reports (supply part), summarizing all key activities in LRT) to the [Dep] HoM/FSU FO.ü In cooperation with Technical LogCo assists financial department in development of the projects/capital budgets.ü Responsible for the development, introduction & implementation of the mission policies, procedure and guideline related to supply eg, Supply Handbook, SLA, etc ü Participates as member of the CMT in the development of the Country Policy and the Annual Plans in accordance with the MSF (OCA) relevant Policies and guidelines.ü Advises the [Dep] HoM and Project Coordinators in the translation of the identified (logistical supply) needs into objectives and priorities for interventions.ü Participates as member of the CMT in drafting project proposals.ü Translates the policy and objectives of a project proposal into a work plan together with Technical LogCo. ü Participate as member of the CMT in the closing or handing over of projectsü Has to have a hands-on approach as certain tasks might not be able to be delegated. JOB RESPONSIBILITIES – FIELD FOCUSü Regular project visits to audit and provide advice to PCs/LTLs on supply related matters.ü Ensure [post field visit] recommendations for improvement are implemented.ü Provide necessary input on supply strategy e.g. warehousing, EPREP stock keeping to have more agility to operational support in timely manner.ü Make sure efficient support is given to emergency responses in the country
Education
· Essential degree and specialization in Logistics and MSF Logistics training.
Experience
· Essential, working experience of at least two years in relevant jobs and previous humanitarian experience in MSF or other NGOs in developing countries. Desirable previous experience in emergencies.
Languages
· Essential mission working language and good command of English.
Knowledge
· Essential computer literacy (word, excel, power point and internet).
