The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. IOM works closely with governmental, intergovernmental and non-governmental partners in the field of migration. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Ethiopia’s Migration Management Unit (MMU) works closely with the Government of Ethiopia (GoE) to improve migration management and governance including Countering Trafficking in Persons (TiP), Smuggling of Migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus. In response to the challenges posed by irregular migration, TiP, and SoM, MMU implements programmes with a focus on migrant protection and assistance including return, readmission and reintegration, voluntary Humanitarian Return (VHR), and humanitarian assistance to migrants in situations of vulnerability. In order to promote better migration governance and to foster the developmental potential of migration, MMU also works on technical cooperation and capacity building of government and non-government stakeholders with migration management mandates, labour migration and human development (LHD), and Immigration and Border Management (IBM).
Working at the community-level in key climate change and trafficking hotspot locations, IOM aims to reduce risks of trafficking by supporting communities to be more climate-resilient and trafficking-aware through climate smart and community-based livelihood projects and behavioural change interventions. IOM aims to enhance the evidence-based on the ways in which climate change can impact migration and vulnerability to trafficking, and generate learning about potential responses.
Under the overall supervision of the Programme Coordinator (Migration Management) and direct supervision of the Programme Manager (Migrant Protection), the Livelihoods Project Assistant will be responsible to assist the Migration Management Unit in planning, implementation, and monitoring of livelihoods activities in close coordination with different stakeholders and Affected communities. S/he should support the introduction of climate smart and community-based livelihood projects in target locations. The incumbent should assist the identification of skill based and environment friendly livelihood activities, business opportunities and other possible interventions to improve the living conditions of migrants in vulnerable situations including returnees and communities of origin.
Responsibilities and Accountabilities:
Participate in project planning, implementation, monitoring and reporting towards meeting proposed objectives, outcomes and outputs in a timely, effective and efficient manner through
Provide specialized assistance for planning, implementation and monitoring of individual, community based and climate resilient livelihood initiatives to reduce vulnerability to trafficking in persons in migration prone and climate affected communities through inclusive, participatory and transparent implementation and timely delivery of resources
Mainstream previously approved approaches and models into livelihoods activities to help migrants in vulnerable situations achieve sustainable livelihoods and don’t take negative coping mechanism including trafficking
Participate in the development of assessment tools to assess supply chain, market situation and impacts of climate change on livelihoods and current community responses to inform climate resilient, feasible and sustainable livelihoods initiatives
Identify, propose, prioritize and appraise project beneficiaries from target communities for community-based livelihood projects in collaboration with affected communities, government partners
Collect, document and compile data, achievements, challenges, best practices, and lessons to provide input for reporting, compliance and future programming using available M&E and other project tools
Participate in the design, development and provision of climate-resilient livelihood and entrepreneurship/business management and life skills training for migrants in vulnerable situations including returnees and communities of origin
Liaise with relevant governmental and non-governmental organizations at the federal, regional, zonal as well as woreda level for coordinated designing and implementation of community based and climate smart livelihood projects
Undertake duty travel as required
Perform other related duties as may be required.
Required Qualifications and Experience
Education
· University Degree in Social Sciences, preferably Rural Development, Agricultural Extension, Disaster Risk Management, Climate Change, Environment Protection and related fields with four years of relevant professional experience.
Experience
Position specific experience, for example:
· Four years of relevant professional work experience in the development and humanitarian sectors- preferably in the field of Agriculture, Cooperatives, disaster risk management interface with focus on livelihood.
· Experience working on migration and related issues, particularly in areas of individual and community-based reintegration, community-based livelihoods and counter trafficking is required.
· Knowledge of migration trends, profile and governance framework of Ethiopia is required
· Experience related to climate resilient livelihood and income generating activities is required.
· Experience on community assessment, market assessment and community appraisal
· Previous involvement in environment, livelihood and/or climate change related research is desired.
· NGO/INGO experience is a plus.
Languages
· Fluency in English and Amharic.
· Knowledge of additional UN languages and local languages in desirable.
SKILLS
· Very good communication and interpersonal skills
