Job Description
ROLE PURPOSE
The position holder will be responsible to ensure monitoring, evaluation, accountability, research and learning activities of PIE are implemented based on MERL strategy, standard and program quality policy with specific reference to humanitarian response programs in refugee and migration responses. The job holder will review evaluation terms of references, research/study reports and outsourced constancy work reports, establish database, capture lessons learned and good practices for proper documentation and sharing. Provide capacity building training on MERL/MEAL for staff and partners.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Project Design, technical support, implementation and reporting
Participate in proposal development and ensure that all proposals have clear goal, objectives and indicators illustrated by a clear log frame.
Provide overall technical support and implementation of project's Monitoring and Evaluation activities at program area level
Review development of standard TORs and provide feedback to consultants and evaluation partners
Assist development of MERL/MEAL strategy, guidelines and frameworks and follow quality assurance through closely monitoring and evaluation
Support project-based M&E team to develop appropriate and friendly M&E plans and output and outcome tracking tables are in place.
Conduct technical supervision to project interventions areas
Assist roll-out of the Plan’s Program Policies (Program Guide, and Program Quality) and train plan staff at CO, PA and partners on these policies, as appropriate
Be involved in the design, data collection and report writing of baseline/follow up assessments in the regions
Provide technical support for program area and project level M&E staff
Ensure adequate tools and techniques are in place at country office, program area and project level.
Ensure weekly, monthly required data and annual report inputs are collected, organized and analysed timely and share to head of Refugee & Migration
Provide Technical Support – SAP/Y.O.D.A application, PO creating and closing:
Provide capacity building training on Sap system to enable PO creation and closing in SAP system
Provide technical support to budget holders in PO creation and Po closing (SAP Management
Provide technical support in data cleaning related to un closed projects
Closely follow projects PO creation and closing
Documentation and dissemination of lessons learned and good practices
Implement routine data collection system and support the implementation of database for WASH Emergency projects
Analysis, synthesis and dissemination of evaluation findings, including maintaining a database of evaluation findings and responses.
Closely work with Knowledge Management Specialist
Document lessons learned and good practices, success stories and share with relevant bodies
Facilitate regular project implementation and performance review sessions and learning events.
Capacity building, representation, advocacy and coordination:
Provide capacity building to program area level M&E staff and program staff
Ensure accountability compliant responding and feedback mechanisms are in place
Ensure Core humanitarian standards and commitments are adhered by all, Host, IDPs, Refugee and migration related projects
Ensure active participation of beneficiaries, information sharing, compliant recording and responding
Develop information tracking template relevant to the projects in the intervention areas
Represent MEAL and program quality related networks, platforms and workshops integrated with MEAL lead and WASH RRM Manager
Represent Plan International Ethiopia in Interagency Accountability working group
Establish smooth relationship across Plan International, partners and government stakeholders
Communicate effectively with Plan International staff, donors and relevant government bodies
Provide Support in preparing quarterly & annual Reports
Provide information or data input for quarterly and annual reports
Assist in assuring quality of data or reports from program areas
Ensure audit report is prepared timely and submitted to the respective section
Support managers in donor report writing, specially outcome reports
Program integration and mainstreaming
Develop necessary guidelines & systems for WASH Emergency program/projects
Mainstream disaster risk reduction and emergency response interventions in WASH emergency relevant program designs and implementation.
Mainstream child protection in the program area and be vigilant to report all child protection concerns.
Mainstream child centered community development approach in the project cycle to achieve appropriate participation of stakeholders and help them play a leading rolls;
Foster collaboration and support at program level to develop plans for integrating programs with other thematic areas
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Qualifications:
BA/BSc or MA/MSC University degree monitoring and evaluation, statistics, social science, economics or related fields.
Experience desirable:
At least 5 years of progressive experience on M&E specialist/coordinator or manager in similar organizations of an emergency program/project, including line management of staff.
Extensive and documented experience in managing emergency WASH emergency related projects with focus on operational aspects including management of budget and logistics
Experience of managing projects for major donors and experience of working with international NGO, UN or donor agencies including proposal development, report writing, donor compliances and participate in national and regional clusters and platforms.
Languages required
English and other national languages
