Job Description

Children Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs that focus on education, early childhood development, child protection, health & nutrition, WASH, sustainable livelihood development, disaster risk reduction and gender equality in different parts of Ethiopia. Currently Children Believe Fund wants to hire one Infrastructure Rehabilitation Overseer for the project titled” Improving Play-based quality education and protection services for children affected by conflict in Kobo Ketema and Gidan Woreda, North Wollo, Amhara region (PlayMatters: Sparking Lifelong Learning Emergency Response Mechanism (ERM)) that will focus on education in emergencies, WASH and child protection.

Job Responsibilities:

Infrastructure Rehabilitation Overseer shall prepare, review the design, plan and detailed bill of quantities (BoQ) for rehabilitation/renovation of learning space (schools), and other school infrastructures and WASH facilities. He/she prepares bid documents in line with the standards; identify local contractor or skilled labor based on selection requirements; ensures labor safety measures and rehabilitation/renovation/ construction agreement documents and provide technical feedback for any adjustment. Inspecting quality of the key construction and renovation materials and skills employed for rehabilitation works, provide technical support and closely monitor infrastructure rehabilitation works, and ensuring rehabilitation/construction quality and compliance, and prepare and submit reports.

 Key responsibilities include but not limited to:

  • Ensure proper planning of all rehabilitation/renovation activities in a participatory manner involving concerned project stakeholders, specifically prepare, review the design, plan and detailed bill of quantities (BoQ) for rehabilitation/renovation of learning space (schools), and other school infrastructures and WASH facilities.

  • Prepare bid documents in line with the standards; set selection criteria, identify local contractor or skilled labor, prepare rehabilitation/renovation/ construction agreement documents.

  • Ensures labor safety measures and environmental risk prevention or mitigation measures for rehabilitation/renovation/ construction works

  • Provide on-the spot direct technical support to all rehabilitation/renovation activities at all stages.

  • Undertake close monitoring and supportive supervision and ensure rehabilitation/construction quality and compliance.

  • Ensure that all rehabilitation/renovation activities are undertaken and completed within a given timeframe or in time.

  • Facilitate handing over of completed rehabilitated/renovated infrastructure and facilities to concerned government bodies.

  • Identifies any challenges/problems and solve problems and/or recommend necessary decision need to be taken by CBF

  • Review costs of rehabilitation works, provide feedback, ensure efficient utilization of resources, and verify expenses related to the rehabilitation/renovation works.

  • Prepare and submit weekly and monthly report to Project Coordinator

  • Any other relevant activities or duties as deemed by his/her supervisor.

Duty station: Kobo Ketema and Gidan Woreda or Woldia, North Wollo, Amhara region

Terms of Employment: Seven (7) months 

Job Requirements

Minimum Requirements /Qualifications, Attributes and Traits:

  • Master Degree or BSc Degree in Civil Engineer or Construction Works.

  • Minimum of 4 years’ relevant experience for Master Degree; and minimum of 6 years’ relevant experience for BSc Degree.

  • Experiences should be in supervising construction and rehabilitation of school infrastructures and WASH facilities

  • Fluent in Amharic and good in speaking and writing English language.

  • Excellent oral and written communication skills, interpersonal communications, relationship-building, team player, conflict management, and negotiation skills, especially when developing / maintaining contacts and influencing stakeholders for collaboration and coordination of project activities.

  • Strong computer skills including MS Word, Excel, PowerPoint, Construction software and internet and other computer applications.

  • Be available and willing to work in emergency situation.

  • Able to travel in rural areas.

  • Able to multi-task and on occasion work in high pressure environment with tight deadlines

  • Productive personality traits, patience, sociable, responsible and courage.
