 The International Organization for Migration (IOM), as a member of the IASC, recognizes the importance of accurate and timely information to advise an adequate humanitarian response as well as future transition towards return and recovery.  Insecurity and instability in Ethiopia have led to widespread internal displacement. IOM’s projects seek to provide a better understanding of IDP displacement and other mobility patterns in the country in order to inform a better targeted humanitarian response.

Under the overall supervision of the AVRR sub-unit Programme Coordinator, and direct supervision of the AVRR National Program officer, the incumbent will have the following responsibilities:

Responsibilities and Accountabilities:

1.       Assist the Head of the AVRR sub-unit, to liaise with other IOM missions in countries of transit and destination in organizing Assisted Voluntary Return (AVR) assistance to Ethiopian nationals living or stranded abroad and willing to return to Ethiopia;

2.       Support logistical and operational activities required for smooth AVR/R operations;

3.       In coordination with the Head of the AVR/R sub-unit, support the implementation of post-arrival assistance, identity verification, and relevant documents in the reintegration process, in coordination with relevant governments and private institutions.

4.       Support in the collection, entry (digitizing and encoding into the database), and preparation of AVR/R data for further processing, analysis, and reporting.

5.       Using IOM’s Migrant Management and Operational Systems Application (MiMOSA) register and update migrant information and generate reports.

6.       Conduct screening for migrants stranded in Ethiopia, liaise with HQ and countries of origin of migrants to secure funds for return assistance, and facilitate all pre-departure arrangements for return assistance.

7.       Conduct vulnerability screening of migrants in a vulnerable situation and facilitate the provision of assistance including through referral with partner organizations

8.       Provide post-arrival and reintegration counseling to returnees to provide information, identify needs, and support the realization of individual reintegration projects.

9.       Conduct capacity assessments to partner organizations providing rehabilitation and service to returnees in vulnerable situations. Assist in the capacity development of these organizations by regularly monitoring the service delivery as per IOM standard

10.   Monitor reintegration cases and document best practices and lessons learned

11.   Provide inputs into communication materials aimed at promoting successful return and reintegration cases.

12.   Ensure application of IOM’s data protection principles and compliance with the guidelines in all data collected on returnees and other beneficiaries/counterparts.

13.   Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

·       Bachelor’s Degree or equivalent from an accredited academic institution in economics, management, social work, international relations, or other related fields with a combination of relevant training and experience.

Experience

·  Minimum of 3 years of relevant work experience in implementing and/or monitoring psycho-social or socio-economic development-oriented assistance programs for vulnerable groups with government, or with a non-governmental or international organization, (preferred-5 years of relevant work experience).

· Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society, or private sector entities.

· Experience in the area of migration, refugees, and reintegration of migrants and victims of trafficking.

· Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.

·  Good communication, interpersonal, and negotiation skills.

·  Ability to work under stressful working conditions such as tight timelines and managing large groups of beneficiaries.

· Strong analytical, organizational, and reporting skills.

·  High level of computer literacy; proficient in Microsoft Windows and MS Office applications

Languages

·  Thorough knowledge of spoken and written English is required.

·   Amharic, fluent, knowledge of another widely spoken language (s) in Ethiopia would be an asset.
