About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.


Summary of position

Ensure sound accounting and financial management of the capital/mission

The Deputy Country Finance Manager - Budget & Reporting role’s purpose, engagement, and delivery are:

Purpose (The substantive focus of the job encompassing scope, depth, and difficulty of work both conceptual and applied)

Objective 1: Supervise Mission accountancy

Activities:

  • Supervise Capital accountancy

  • Supervise the monthly mission accountancy closure

  • Supervising SAGA base implementation

Objective 2: Participate in managing and supervising the mission’s cash management

Activities:

  • In charge of the check (according to the latest BFUs) and consolidation of the monthly treasury forecast sent by the bases and capital office before submission to the Country Finance Manager (monthly deadline 20th )

  • Receive and check the cash request from the field before submission to Country Finance Manager for transfer.

  • Check the accounting balance and submit it to Country Finance Manager

  • In charge of the mission’s cash level (cash flow plan) under the supervision of the Country Finance Manager

  • Ensure, check and communicate fund transfers from the Capital to the Bases

  • Control every month cash management policy rules 

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 3: Manage his/her team

Activities:

  • Take part in the recruitment of team members

  • Work out and monitor individual action plans for team members

  • Manage the planning process, the sharing, and coordination of tasks

  • Ensure appraisal interviews for team members

  • Provide technical support to the teams

  • Identify the training needs of team members

  • Create, organize and lead training sessions

  • Manage difficulties in the team 

Objective 4: Other tasks

Activities:

  • Ensure technical support to the field offices, including field visits

  • Ensure good relationships with financial partners (banks, tax offices, etc.)

  • Ensure the back-up of the Country Finance Manager in case of absence

Delivery: (The focus on the execution of the work and the role of the team for supporting business/operational functions in terms of timeliness and quality) 

Objective 5: Support financial and budgetary management

  • To update monthly mission BFUs

  • To send monthly BFU to CFM with a first analysis

  • To update monthly Financial plan

  • To send monthly Financial plan to CFM with a first analysis

  • In case of CFM's absence to do a budget proposal, send BFU and financials to the concerned persons

Working Conditions, Travel, and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

  • BA degree/master's in Accounting or Finance; Professional certification in Accounting or Finance would add an advantage.

  • Minimum of 7 years of professional work experience in a finance or accounting role for an NGO (accounting, budget management, knowledge of donor’s guidelines, internal audit process). Experience in coaching and team building; Experience in communicating financial results to managers; Experience in managing & supporting staff. 

Required Skills & Competencies

  • Sound experience in finances and management skills and knowing different accounting software

  • High level of integrity, discipline, and professionalism; ability to maintain the confidentiality of information and processes

  • Very good in both verbal and written in Amharic and English languages

  • Very good computer skills including Microsoft Word and Excel.

  • Highly organized, motivated, capable to learn and develop,

  • Able to work independently.

  • Willing to travel frequently to the field

  • High commitment to confidentiality

  • Team-oriented, flexible, and creative approach; keen to take initiative where appropriate.

  • Ability to provide or recommend solutions to problems; show flexibility to assume additional responsibilities

  • Outstanding interpersonal, communication, and presentation skills, including the presence to deal effectively with diverse constituencies including senior management

  • Commitment to Action Against Hunger’s work and values.
