About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

The senior Gov’t Liaison and Reporting Office will execute multiple tasks under the Gov’t Liaison and reporting department.  The overall purpose of the job is to provide administrative and program support under the supervision of the Gov’t Liaison and Reporting Head of the Department to the efficient and smooth functioning of various units in the organization.

The Senior Gov’t Liaison and Reporting Officer role’s purpose, engagement, and delivery are:

Purpose

  • The Senior Gov’t Liaison and Reporting Officer will support the govt. project proposals and reports compiled based on the extracts from the donor proposals/reports as well as handling of administrative affairs.

  • This role includes working on the Gov’t project proposals, and reports on the timely submission of all deliverables.  Support in compiling the regional annual reports into mission annual reports based on the reports received from the field and different departments.  Liaise on the department business related to the federal and regnal governmental bureaus.  

Engagement:

  • The Senior Gov’t Liaison and Reporting Officer will collaborate closely with, the Gov’t Liaison and Reporting Head of Department, as and when required with the program and support teams at the capital and field level as well as with Field Coordinators.

  • Externally, s/he will liaise and maintain excellent relationships with the federal, regional gov’t partners, and CSOs as and when required:

Delivery

  • The Senior Gov’t Liaison and Reporting Officer will coordinate and compile the gov’t project proposals and reports based on extracts from the donor proposals/reports in a quality and timely manner in line with the Federal and Regional rules, regulations, and standards.  

Essential Job Function Duties

Objective 1: Support the Gov’t Liaison & Reporting HoD in the planning, coordination, proofing, and timely compilation of quality government concept notes, proposals, and reports: 

Activities:

  • Support in compiling proposals/ reports based on extracts from donor proposals/reports;

  • Support in resolving issues that may arise in the preparation/compiling of regional proposals/reports and alert in case of lack of arguments; 

  • Track and ensure the incorporation of comments from the gov’t partners and edits through the gov’t proposals revision stage and deliver high-quality finished gov’t proposals and MoUs to the project signatory bureaus.

  • Ensure consistency between the donor proposals, reports, and the gov’t regional proposals and reports both narratives and budgets;

  • Support on a timely compiling of regional project amendment/time extension based on extracts from the donor amendments/time extensions requests;

  • Compile the regional annual reports into the mission annual report based on reports received from the field and different departments;

  • Compile the mission Annual Plan of Operation based on reports received from the field and different departments.

Objective 2: Maintaining documentation and administrative management of government proposals and reports:

Activities:

  • Document electronically gov’t proposals, MoUs, reports, and related material

  • Update/improve government Project, Reporting and Evaluation Tracking Table (PRETT)

  • Support the Gov’t Liaison and Reporting HoD when there is a workshop in preparing workshop material and presentation;

  • Conduct regular desk audits to ensure government agreements and reports are properly recorded. 

Objective 3: In the absence of the Gov’t Liaison and Reporting HoD, support tasks related to the planning coordination, proofing, and timely submission of quality government proposals/reports 

Activities:

  • Coordinate the production and delivery of activity proposals/reports to the regional and federal bureaus;

  • Assist/liaise in the production of all government reports with programs, finance Logistics, and HR departments;

  • Ensure reports meet federal, regional, and Action Against Hunger rules, regulations, and standards requirements;

  • Liaise with the Gov’t Liaison & Reporting HoD to clarify government guidelines;

  • Acquire and disseminate updated information regarding regional proposal/report formats to all  concerns;

Objective 4: Perform other tasks as assigned by the Gov’t Liaison & Reporting HoD:

Activities:

  • Assist in the production of documents on Mission History;

  • In the absence of program/support HoDs, attend external meetings and write minutes/ reports;

  • Participate in Grant review meetings as and when required

  • Participate and take minutes of the internal meetings when required;

  • Be familiar with the field activities by visiting the interventions regions/zones and woredas;

  • In the absence of the Gov’t Liaison and Reporting HoD, perform the department’s tasks: such as visa, work permit, and any business that need to liaise with the federal and regional bureaus;

  • Perform other tasks as assigned by the Gov’t Liaison and Reporting HoD.

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel, and Environment

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

  • Minimum of bachelor’s degree in Social /Development/Humanitarian studies or any other related field.

  • 4 years of experience with INGO or similar environment including knowledge of Ethiopian government rules, and regulations.

Required Skills & Competencies

  • Demonstrable experience in project proposal compiling as well as gov’t MoU process and others; 

  • Demonstrable experience liaising with federal and regional bureaus

  • Familiarity with gov’t budget presentation including 80/20 regulations

  • Ability to adapt and excel  in portals and online applications to process a request that goes to the governmental bureaus and others   

  • Strong logical thinker with the ability to positively influence cross departmental and cross working

  • Strong result based, with the ability to meet deadlines and produce high-quality products

  • Good communicator: verbal and written

  • Ability and willingness to adapt the work practices and hours to meet deadlines

  • Highly organized, detail-oriented, and able to work under pressure
