Project background
This investment will be implemented by Project HOPE to support the Federal Ministry of Health's (FMOH) effort to eradicate polio by rapidly expanding IPV/bOPV coverage within IDP camps and surrounding communities in Oromia, Amhara, Somalia, and Afar regions. The project's goal is to get 90% coverage of the bivalent oral polio vaccine (bOPV) and inactivated polio vaccine (IPV) and promote polio-free communities. Project HOPE will work with the government to perform regular, high-quality polio SIAs using revised woreda (district) level micro plans and a campaign-style mobile IPV/bOPV and other antigens. Using vaccine administration modalities that are context-specific, such as supplementary immunization activities (SIA), outreach, and mobile techniques. The activities will be monitored on a regular basis utilizing digital tools. The project will last one year in total.
As part of this activity, we are going to conduct a quick survey to understand the EPI status of IDP community and explore the barrier and facilitators the immunization environment and considered baseline to plane and track our action during project implementation. The main objective of this consultancy is to conduct a baseline assessment of the indicators (available upon contracting) which will provide a basis against which ongoing progress will be measured. The assessment will include design, collection, analysis of quantitative and qualitative data, report writing, and presentation.
POSITION TITLE: Emergency EPI in IDP base line assessment consultant
REPORTS TO: Senior Newborn & Child Health Advisor & Program Director/sr. implementation science advisor
DUTY STATION: Addis Ababa
MINIMUM HOURS OF WORK: 40 Hours per Week
DURATION OF CONTRACT: Two Months
The consultant will work closely with the Senior Program Manager, and Monitoring Evaluation and Learning Director
Specific Responsibilities:
Review project proposal and develop baseline assessment concept note/work plan
Develop and prepare the study tools for the quantitative and qualitative assessment
Collaborate with the team to refine the study tools
Collect feedback and finalize the full the assessment tool, work plan, research proposal
Conduct desk review and develop study proposal and a clear study design
Develop field Guide manual for data collection process
Conduct a scoping visit to the regions and IDPs sites/ regions
Conduct data collectors’ orientation at the IDP site
Coordinate the collection data at the IDP sites
Clean and analyze the data and write the final report
Present and collect feed backs the finding to the relevant stack holders
Finalize the research finding and submit a final report
Work closely with the M&E director, senior program manger
Conduct regular progressive update weekly to the team
Perform other duties as assigned by the immediate supervisor and the Country representative
REQUIREMENTS
Education: PhD/ Masters in in the fields of public health or other related field
Work Experience: Minimum of 10 years of practical/ relevant experience in the health sectors
Relevant technical preference: experience in research such as, assessment, program evaluation, surveys, implementation science etc
Competencies: Strong analytical and conceptual thinking, including statistical analysis of both qualitative and quantitative data. Excellent report writing skills. Excellent communication and presentation skills and the ability to work under pressure and commitment to work within a tight timeframe.
Willingness to travel to the field sites/regions or IDPs.
