We are pleased to announce the following vacancy for Specialist: Radio Network Engineering within Technology Function in Ethiopia. In keeping with our current business needs, we are looking for a person who meets the criteria indicated below.
Detailed Description
Reporting to the Manager-Radio Network Engineering, the position holder will be responsible for below.
Provide radio frequency (RF) and/or Radio Access Network (RAN) strategy for all RATs.
Design, plan and optimize wireless radio access network communications systems, including radio propagation modelling and prediction, interference analysis, frequency coordination and parameter definition.
Participate in formulation of radio capacity design guidelines, forecasting and strategies as per ITU and Safaricom planning guidelines.
Participate in developing internal processes used for radio capacity design and Optimization and inter and intra departmental team processes for enhancing RF system performance.
Perform development, testing, and validation of RF and capacity feature plan proposals. Provides input in defining implementation guidelines for approved new features and technologies. Engages Vendors and Strategy team on hardware and software roadmaps and new RF technologies.
Manage all Radio planning tools, software and hardware inventories and track upgrades and licensing.
Provides input to management on tactical and strategic issues. Key contributor to developing products strategy.
Collaborates with legal, SLT and ECA to ensure regulatory compliance.
Prepare accurate and timely equipment forecast for new nominals. Define need for capacity, coverage and quality sites. Ensure timely release of all new site plans.
Participate in MSVs, SAVs and IBS survey visits.
Prepare and coordinate issuance of redesigns, integration parameters and BTS signoffs.
Coordinate and carry out Post activation site evaluation to ensure optimal performance of all new sites. Optimize new sites to ensure they meet defined KPIs.
Core access planning, dimensioning
Collects, processes and reviews drive test data. Works with other RF Engineers to evaluate and resolve issues. Updates databases with resolution or actions taken.
Support other business units on technical evaluation of RF solutions on existing and emerging technology plans and strategies
Job Responsibilities
Design: Design, Plans and optimization of wireless radio access network communications systems, including radio propagation modelling and prediction, interference analysis, frequency planning, parameter definition and ancillary equipment. Timely and accurate release of nominal, redesigns and integration parameters.
Frequency Retunes: Continuously review the frequency/PSC/PCI plan to accommodate new sites and ensure overall reduction in interference levels.
Daily Network Performance Monitoring: Continuously monitor new sites quality KPIs through performance monitoring and drive test analysis. Trigger corrective optimization plans and manage to completion. Analyze traffic trends, Resource utilization, redistribute capacity and optimize resources to guarantee quality.
New Features: Performs development, testing, and validation of RF (HW &SW) feature plan proposals. Provides input in defining implementation guidelines for approved new features and technologies. Coordinate trial testing for new features.
Site database update and parameter standardization:
Site database update and Standardization of all RAN Database. (ATOLL). Maintain standards configuration rules on all radio database parameters
Customer Complaints: Prioritize and attend to coverage related customer complaints and provide a solution /recommendation with the agreed time frame. Identify and forestall potential complaint areas.
Processes and Coaching: Participate in developing internal process used for radio network design and Optimization.
Innovation: Continuously researching and engaging key stake holders on new technologies, processes to enhance network
BSc. Honors degree in Electrical/Electronic engineering with bias towards telecommunications.
Excellent analytical skills and attention to details, Communication and interpersonal skills, Excellent trouble shooting and problem-solving skills.
2 years’ experience in Radio Network planning and Optimization environment.
Practical knowledge on use of radio planning tools and capacity planning tools, MySQL, M2000, NetAct, Advanced Excel, Erlang-B etc.
Experience in process automation and database audits interfacing with planning tools.
SQL database queries and scripting. Python scripting for data manipulation, GIS and crowd source analytics is an added advantage.
Candidates with experience in, Nokia, or Huawei 3G equipment will have an added advantage.
Practical knowledge of all RATs and interoperability is must.
Thorough knowledge in traffic modeling, coverage and capacity forecasting& management. Knowledge in tele-traffic Engineering, LTE, and U900 is a plus.
Knowledge of Core access planning, Paging and LAC dimensioning.
