I. JOB SUMMARY፡
The Senior Advisor- Gender and Social Transformation reports directly to the Program Quality and Learning Coordinator. S/he will serve as country office technical lead of the gender and social transformation efforts towards quality design and implementation of CARE’s programs that ensure women empowerment and gender equality. The position holder will coordinate gender analysis and lead studies to explore diversified livelihoods and employment opportunities particularly for women and female headed households. S/he will be instrumental in ensuring gender integration to ensure that women benefit from inclusive and gender transformative market opportunities. The position holder will be a key personnel and leads CARE’s gender integration and SAA initiative. The advisor leads/conducts capacity building efforts on gender and SAA minimum standards at county office level. S/he will oversight any kinds of formative research on social and gender norms and devise mechanisms to share widely at county office level. The senior advisor will oversee the integration of gender in CARE and among partners, advice monitoring, evaluation and learning events. The advisor will also serve as the main point of contact for all the country office gender and social transformation communications internally and at the global level to ensure CARE Ethiopia is represented on the area.
The Senior Advisor will focus on meeting the challenges of advancing CARE Ethiopia’s Strategic Plan, in particular its Women Empowerment and Gender Equality programming. The position holder is responsible for building the skills of staff (CARE’s supervisors and partners) to understand and apply SAA, gender, and women’s empowerment approaches, frameworks, tools and best practices.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Analysis, Strategy, Reporting and Design (time: 40%)
Develops gender strategy of the CO in collaboration with other project staff;
Develops gender sensitive indicators to measure results;
Designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of gender strategies and plans at CO level;
Facilitates the adoption & ensure implementation of national gender guidelines & CARE standards;
Technical supports partner of the consortium in developing or operationalizing a gender framework.
Lead gender analysis work; ensure that social norm diagnostics and progress markers as baselines are integrated in the gender analysis work
Ensure that the gender analysis results inform the project design and implementation
Ensure gender marker scores are widely shared with all programs that CARE implements
Develops and periodically updates country office strategies on SAA, women’s empowerment and Gender Equality strategy and plans to operationalize the strategy;
Participates in the identification and design of concepts and/or proposals to support operationalization of SAA and Gender Equality strategy and plans;
Provides technical and leadership support to problem identification, causal and problem analysis and log frame development, i.e., focusing on gender assessment and analysis, women empowerment profiling as necessary for project proposals;
Participates in projects detailed implementation plans (DIP), at the start-up and annual reviews, to ensure integration of SAA and utilization of proper gender tools and to ensure and assess project responsiveness to gender equality and women’s voice
Job Responsibility #2 Capacity Building and Technical Assistance for staffs and partners (time: 35%)
Establishes staff and key partner induction and ongoing training processes on CARE Ethiopia’s SAA, Gender , and women empowerment framework in CARE’s and partners’ programming;
Conducts capacity assessment and based on the results, prepares plans and advises project delivery unit on key learning competency and skill requirements in staff and partners pertinent to gender;
Leads the development and facilitation of trainings for partners and staff development on gender specific initiatives;
Continuously updates staff and partners on emerging gender issues to enhance and sustain conceptual clarity and awareness of partners and others’ best practices;
Participates in the selection of and support to external, temporary technical assistance (consultants, interns, networks) in the areas of on SAA/women empowerment, gender equality as required;
Lead/Works with the relevant line ministries and other relevant government structures to facilitate gender -related activities and monitoring in the operational areas;
Designs and leads gender surveys, analyze results and write reports;
Develops and facilitates the adoption and translation of training curriculum/manuals, modules and technical assistance methodologies;
Advises and helps promote appropriate community mobilization strategies around gender;
Documents and shares lessons/results of gender work and strategies in Livelihoods for Resilience.
Lead staff transformation sessions with project teams and support the staff transformation work of project partners, including government partners.
Job Responsibility #3: Learning, Policy Implementation, and Networking (time: 20%)
Lead the CO dissemination on a regular basis information regarding the gender accomplishments among various stakeholders;
Keeps up to date with developments in SAA, Gender, women empowerment initiatives, including best practice in-country, regionally and globally, and ensure ongoing personal development and learning;
Keep up to date with national gender and women empowerment policies and strategies
Support the use of project/programs SAA, Gender Equality learning into evidence-based policy influence;
Provides linkage support to networks with other organizations working on transforming harmful social norms, gender equality , and women’s empowerment issues;
Share CARE best practices and effective approaches and key findings in Gender and women’s empowerment
Identifies, establishes and maintains productive relationships with like-minded non-government organizations;
Together with other PQL Advisors, lead the effort to measure the impact and document lessons learned and best practices (SAA/Gender, women’s empowerment focus)
Actively engage in program evaluations and assessment and based on the assessment outcomes provide strategic recommendation to further strengthen program intervention on areas of Gender Equality and Women Empowerment
Handles correspondence with CARE Regional Management Unit and CARE International in relation to SAA, Gender, women’s empowerment and men and boys engagement.
Collaborate with other Gender Advisors/Officers in the organization in the Gender Core group to support the strategic direction of the organization towards Gender Equality, GED and women empowerment both internally and externally
Job Responsibility #4: Representation and Others (time: 5%)
Participates in different gender related task forces and working groups within CARE, at national and International level and others as needed;
Represent CARE professionally when delegated/authorized;
Perform other duties as assigned.
III. PROBLEM SOLVING (Thinking Environment)
The reason for creating this position is to ensure internalization and mainstreaming of gender across WE-GO project partners and implementation areas. The incumbent must use interpersonal skills to choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions. This position requires innovative thinking and the ability to network and communicate broadly and strategically.

V. QUALIFICATIONS
A) EDUCATION/TRAINING
Required:
BSc/A in relevant disciplines i.e. Social Science, Gender, Rural Development and other related.
Desired:
MA/Sc degree in gender, anthropology, Sociology, Developmental Studies and professional training in gender or related fields.
B) EXPERIENCE
Required: at least 6-7 years of work experience in:
Developmental related areas, conversant with adult learning and training of trainers, methodologies, practical experience in women and livelihoods programming.
Desired:

C) TECHNICAL SKILLS
Required:
Gender analysis, interpretation and mainstreaming
Firm belief in teamwork, gender equality, transparent and participatory management

Contextualizing and monitoring indicators of transparency, accountability and participation of poverty eradication processes (Sustainable development goals)

VI. FREEDOM TO ACT
General Accountability: The incumbent’s decisions are contributory in terms of the daily functioning and operation of the WE-GO project in all implementation areas. His/her decisions are also contributory in terms of mainstreaming and enhancing targeting of the disadvantageous groups.
V. CONTACTS/KEY RELATIONSHIPS
The incumbent is expected to build partnering/service provision relationships with Program Managers, Chiefs of Party and Project Managers. She/he also works in close collaboration with the all Gender Advisors and actively coordinates with his/her direct team members in the Program, Quality and Learning (PQL) unit. The position holder is supervised by the PQL Coordinator.
VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
This position is located in Addis Ababa, with up to 50 % field travel
