Job Description:
Strategic Leadership and Team Management
Provide leadership to the Cash and Digital Business Unit (BU)
Developing multi-year strategy and annual business plan
Establish Standard Operating Procedures;
Recruit staff; coordinate team activities; coach, mentor and support and supervise team members and provide regular performance management feedback.
Support the development and implementation of the annual HEA and Resource Development Departments business plans, including donor landscape analysis, partner mapping, donor engagement plan, annu
Technical Leadership & Operations Management
Oversee and lead technical support to all cash programming of WVE, including Cash feasibility assessments, Market assessments, determination of response options, delivery mechanisms and appropriate modalities to be implemented.
Work closely with technical sectors (Livelihoods/Economic Development, Health, Education, WASH, Child Protection, Emergency Response, etc), Resource Development, Operations, Information Technology, Programs, Finance, Supply Chain and other Support Services for effective planning and implementation of CBP and Digital Services to both WV and other agencies.
Innovate, test or replicate good ideas to scale up multipurpose cash based programming both in humanitarian, social safety net or development programming.
Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.
Provide technical and supervisory support to WV partners that utilizes WV’s digital services – this includes deploying digital platform, train or facilitate capacity building and ensure ongoing technical support is provided to them.
Develop or adapt contracts with service providers (mobile money, banks and other financial services) and ensure that signed contracts follow WV and donor minimum requirements (including blocked party screening)
PQ, Accountability and Risk Management
Set up monitoring, accountability and learning systems to CBP programs and review and address findings and recommendations on regular basis.
Promote the use of digital systems for monitoring and humanitarian accountability and document lessons and share best practices to different stakeholders.
Regularly review performances of LMMS and digital service providers (mobile money providers, Simprints, etc.) and recommend improvements.
Work closely with Finance Department to track financial transactions from donor to WV to financial service providers to beneficiaries and put in place reconciliation systems.
Ensure regular reports (program, financial, etc.) are generated and submitted to stakeholders.
Ensure systems and processes are in pace to identify traders or shops or businesses who will partner with WV and its partners to provide services to beneficiaries using electronic voucher modality.
Ensure internal control systems are in place to identify and manage potential risks associated with CBP and digital systems.al targets and scorecard as it relates to cash programming.
External Engagement and Representation
Represent WV in the CWG, CCD, and other national coordination arrangements, if possible lead or co-lead working groups or task teams.

Required Professional Experience
At least five years of experience in Cash Based Programming including conducting Cash Feasibility Assessment, Market Assessment, Designing Projects, implementing CBP programs
Extensive experience using with digital beneficiary management and e-payment systems, such as LMMS, CTS, Red Rose.
Have great experience in Ethiopian Cash Working Group, Collaborative Cash Delivery Networks, and great representation,
Knowledge on managing government and bilateral donors funded CVP projects,
Experience on leading CVP consortium project that implement MPCA in the country,
Experience working with Mobile Network Operators (MNOs) and Financial Service Providers (FSPs).
Experience in managing diverse team including experience in working with internal staff
Experience working with both local and internal partners to design programs, implement or build capacity
Experience in setting up functioning monitoring and accountability systems
Experience in coordinating multi-agency programs and consortium/network development
Project planning and project team leadership
Understanding of program design process, and monitoring/evaluation frameworks
Management of complex government/institutionally funded programs/projects
Experience in mainstreaming gender, protection, environment, disability into programs
Required Education, training, license, registration, and certification
Essential
Relevant degree (e.g. international or development studies; business administration; social science disciplines; etc.)
Certificates on Cash Based Programming: face to face or online training
Desirable
Master’s Degree in a related field (e.g. Economics, MBA or Development or Humanitarian Assistance)
Postgraduate qualifications or relevant technical/vocational studies and technical training e.g. Grant Management, Project cycle management, etc.
Preferred Knowledge and Qualifications
Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
Team management, coaching for performance and staff development
Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress
Ability to provide support and training to staff and partners on donor requirements
Basic financial awareness, with the ability to support budget development
Strong partnership and networking skills
Leadership: proven ability to build trust and relationships to work productively, motivate and inspire teamwork even without line management authority
Strong negotiation and presentation skills
Excellent analytical, problem-solving skills and detail orientation, even under time pressure
Positive attitude and willingness to learn and work in a context of people with various ethnic and religious backgrounds

Knowledge of and adherence to Red Cross and NGO Code of Conduct
