Job Description
Job Purpose:
The DRR Technical officer will work within the wider Concern team to support establishment and strengthen of DRR system and structure at each level.
Under the leadership of the FSL Advisor, the DRR technical officer will work closely with Area Coordinators, livelihood technical officer, Program Director, Programme Managers, project officers, Cash, Market & EWEA Technical Advisor, Accountability and learning Advisor etc...
The position holder will adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4). The major purposes of the job will be:
The role holder will be providing technical oversight and coordination DDR part of each project in Concern intervention areas.
Support the projects DDR component of the project to provide quality and impact for the beneficiaries.
To Strengthen community based disaster risk reduction (CBDRR) structures at community watershed & linkage with kebeles & woreda level DRR systems
To Ensure Joint DRR plan and continues early warning information flow in place for timely response
Main duties & Responsibilities:
Provide support and training to Kebele and community micro watershed-level disaster risk reduction and preparedness committees.
Establish/Strength DRR committees and build the capacity of the targeted Community Micro-Watersheds (CMW)
Support the Woreda, Kebeles and CMW DRR committee members to develop yearly risk profile and plan mitigation actions against disasters
Institutional capacity assessments and development of tailored training and support plans
Providing capacity building trainings for DRR committee and government staff on early warning and DRR plan preparation and management.
Support the regular and timely flow of information among the DRR committees of the CMW, Kebeles and respective Woredas
Strengthen community based disaster risk reduction (CBDRR) structures at community watershed & linkage with kebeles & woreda level DRR systems
Support establishment of contingency fund (Crises modifier plan) to support communities in case of critical need.
Mobilize and sensitize representatives from line Government offices and DRR actors to proactively take part in strengthening community resilience to shocks caused by disasters and to increase learning about intergeneration approach to DRR.
Responsible for the implementation of all DRR and resilience interventions in partnership with targeted communities and other stakeholders in the target Woredas of Concern Worldwide intervention woredas.
Lead the project aimed at contributing to enhancing resilience and reduce vulnerability of disaster prone local communities, through promotion of intergenerational approaches and all-inclusive good practices.
Improving the knowledge of vulnerable communities in relation to identified hazards, prepare and implement effective and efficient mitigating plans by putting in to consideration disaster preparedness and response interventions.
Develop and maintain networks with core actors in areas for benefit of coordination and synergies on DRR, Early Warning/Early Action and emergency response/recovery.
Participate in concepts Note and proposal development and general resource mobilization/ acquisition process.
Attend planning meetings and other stakeholder meetings as per required.
Ensure Joint DRR plan and continues early warning information flow in place for timely response
Regularly document success stories, key learnings/innovation for sharing across the partnership
Perform any other duty as requested by supervisor.
Monitoring and Evaluation
Monitor and evaluate the effectiveness of Concern’s DRR Programme strategy, with regular field and desk monitoring of the programme activities
Ensure that data management is simple and consistent allowing easy access and recall for performance management, evaluation and analysis;
Clear reporting responsibilities and timeframes established within the team allowing timely production of reports on expenditure and –in-kind support;
Design and develop appropriate data bases in collaboration with M&E department and properly collect, document and share the appropriate information related to DRR.
Take lead in regular monitoring and evaluation activities of the programme related to DRR.
Prepare monitoring checklist and schedule and share with M&E Department and sectoral Advisors on time.
Conduct quarterly monitoring visits and organize discussions to ensure efficient and effective implementation of programmes related to DRR.
Plan and Undertake regular technical and supportive supervision support field visit and ensure the implementation of the planned activities related to DRR are in line with programme document and standard quality.
Reporting
Effectively use regular M&E feedback to adjust programming and ensure relevance related to DRR.
Conduct surveys and assessment related to programme, routine weekly and monthly data collection, operational research and other research undertaken related to DRR
Produce and share a monthly, quarterly report, plus an annual reported related to DRR which highlighting key progress, achievements and challenges.
Conduct Participate in the writing of surveys reports, technical reports or other reporting related to the different components of integrated programme;

Job Requirements
Personal specification
Qualification
Required: BSc or MA/MSc in Climate science/Disaster management/ Environmental science or relevant field.
Desired: Evidence of continual learning on DRR, Climate Change and EWEA related trainings.
Experience
3-5 years of DRR/EWEA management experience in humanitarian context or in development and emergency program
