GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

 ABOUT THE POSITON:

With the support and guidance of roving senior emergency programme officer, solely responsible for the successful implementation of the Water, Sanitation and Hygiene promotion and WASH NFI tasks in the assigned woreda/zone. Follow and report the performance interims of quantitative and qualitative accomplishment of water supply and sanitation facility fulfilment tasks to the roving senior emergency programme officer.

 S/he will be working with other GOAL project team in the respective woreda as well as integrate WASH activities regularly with health and nutrition in the whole course of the project implementation. The post holder is responsible to manage both software and hardware activity of the project activity for respective assigned woreda.

 Key Areas of Accountability/Duties

 ·         Direct implementation of the emergency WASH projects in the assigned woreda/region.

·         Develop detailed work plan and implement the project activities as specified in the work plan.

·         Monitor and follow up timely and quality implementation of all activities.

·         Report to the roving senior WASH and NFI officer, Field on the progress of latrine construction, the water supply rehabilitation and hygiene and sanitation activities, and another relevant update on weekly base.

·         Support in the supervision of water supply and sanitation facilities fulfilment construction works, following the bill of quantities, specifications and drawings provided from HO WASH team

·         Participate on different emergency ESNFI assessments, distributions and related processes, while contributing to the overall quality of WASH and NFI programming.

·         Provide technical input and support in the design, installation, maintenance and operation of existing and future rural water supply systems as well as training of officers and water user committees.

·         Provide support to appropriate verification, registration and distribution processes of ESNFI for affected populations.

·         Provide technical support to relevant government agencies in order to develop capacities related to their roles and responsibilities in the WASH sector.

·         Ensure contractors are working as per the contractual agreement on timely manner and take corrective action accordingly in consultation with the WASH and NFI Programme coordinator.

·         Contribute in the selection, design, and upgrade the most appropriate forms of hygiene and sanitation system and facilities in accordance to SPHERE standards and taking full account of local conditions, resources, customs and cultural norms.

·         Provide technical support on Hygiene and Sanitation activities such as review the TORs, develop Hygiene/Sanitation training manuals/topics, provide advice to field team and supervise the capacity building activity.

·         Under guidance of roving senior WASH and NFI officer, take measurements of the construction activities, prepare payment certificates together with the contractors and send the payment certificates to HO for approval and payments.

·         Foster cooperative professional relationship between communities, technical experts, and service providers.

·         To become familiar with the current programme documents and to develop a work plan in consultation with roving senior emergency programme officer,

·         Conduct needs assessments, planning, organizing, implementation, monitoring and evaluation of the community hygiene promotion and school hygiene education programmes in the programme areas.

·         Identify the capacity support needed to the community groups, government partners (health, water, education and other relevant), develop community and institutional capacity building plan

·         Identify and develop appropriate Sanitation and hygiene promotion messages in collaboration roving senior WASH and NFI officer,

·         Train local communities/carers of beneficiaries on water storage and management.

·         Provide support in the electro-mechanical rehabilitation works, perform assessment of motorized water supply schemes, and prepare assessment report

·         Liaise with zonal and woreda level water offices and gather data of water supply schemes which require rehabilitation

·         Support in the installation of submersible pumps and other electro-mechanical equipment’s

·         Identify & ensure the procurement of minor tools required towards operation & maintenance of the water supply systems

·         Conduct the water quality test after the water scheme rehabilitated and able to conduct both the Bacteriological and support the chemical test with Institution.

·         Organize and deliver training on operation and Maintenance of hand pump for water mechanics or technicians

·         Any other hygiene and sanitation-based activities agreed with roving senior WASH and NFI officer,

·         Conduct water quality assessments and disinfect sources as required.

·         Coordinate field assessments in order to map areas requiring new water sources.

·         Arrange and coordinate meetings with community leaders in collaboration with the concerned actors.

·         Assist with any other duties as required by roving senior WASH and NFI officer.

 ·         Bachelor’s degree preferably in water supply and environmental engineering, Water Resource engineering, Hydraulic engineering, mechanical/electrical engineering, construction or architecture or related field with 3 years of relevant experience in WASH/NFI sector with an NGO setting with the following competence.

·         Demonstrated experience in both emergency and development WASH response

·         Good, demonstrated experience in using AutoCAD and WaterCad software

·         Substantial knowledge, understanding, and ability to form and conform engineering design and construction contracts, bills of quantities, and specifications 

·         Ability to exercise sound judgment and make decisions independently

  • Extensive experience of contract administration including change order control and negotiation(s), auditing for performance, and close-out

·         Extremely flexible, and have the ability to cope with stressful situations and frustrations

·         Creativity and the ability to work with limited resources

  • Cluster meeting representation and report writing skills

  • Excellent communication and coordination skill, preferably with the community and woreda line departments government

  • Extensive experience of contract administration including change order control and negotiation(s), auditing for performance, and close-out

 Desirable/Advantageous Credentials:

·         Strong experience of engineering and construction related project management and designs

·         Proven experience in WASH in health facilities implementation, NFI distributions including in outbreak situations

·         Ability to demonstrate theoretical aspect of community mobilization in to practice. Ability to exercise sound judgment and make decisions independently

·         Strong organizational skill and experience with work planning and timetabling

·         Excellent communication and coordination skill, preferably with the community and woreda line departments government

·         Passionate, strongly dedicated and highly committed to work for the improvement of the poor community.

·         Skills in the use of engineering software (Water Cad and AutoCAD) for design of WASH projects.
