Job Description

Purpose of the Job:

The main purpose of the job is to assess, identify and organize micro and small enterprises (MSEs) for maintenance service and spare supply to water, sanitation and hygiene (WaSH) facilities/schemes and facilitate developing their capacities in collaboration with WaterAid Ethiopia staff and other relevant stakeholders.

WaterAid Ethiopia is providing technical assistance to the Government of Ethiopia on improving the functionality rate of water supply systems with specific focus on organizing women and youth groups in micro and small enterprises (MSEs) to provide maintenance services and spare parts supply to WaSH facilities. 


Job Description:

Planning and Implementation

·       Take active part in planning the assessment, identification and organization of micro and small enterprises (MSEs) for maintenance and spare parts supply services to WaSH facilities/schemes

·       Identify capacity development needs of MSEs and relevant sector offices,

·       Plan and facilitate implementation of capacity development programs to MSEs and relevant sector offices

·       Develop frameworks on mechanisms of developing sustainable MSE businesses

·       Prepare budgets for WaterAid’s engagement in MSE development 

·       Take part in develop concept notes, manuals and guidelines, term of references (ToR) used for WaSH MSEs

·       Develop and implement monitoring and evaluation plans on MSE development

·       Support government counterparts and project beneficiaries to undertake problem analysis

·       Support WaSH MSEs so that they are strengthened and sustainable

·       Contribute to the design of KPIs, performance targets and measures to accurately assess performance

·       Review proposals and technical working documents related to WaSH MSE

Reporting

·       Prepare monthly updates and quarterly and annual reports on MSE development

·       Develop log-frame, KPI and other programme targets

·       Undertake monitoring to the performance of WaSH related MSEs

Learning and development:

·       Document learnings from MSE development process

·       Dissemination lessons learned

Networking and coordination:

·       Facilitate networking among relevant actors at national, regional and woreda level in strengthening MSEs

·       Support the technical coordination with the donor and partners

Teamwork

·       Work closely with WaterAid Ethiopia team and relevant external stakeholders

Safeguarding & Safety & Security:

·       Understand and adhere to WaterAid’s policies and procedures on Safeguarding and Security as well as Child Protection and Code of Conduct

·       Immediately report any health, safety and security incidents or near-misses that occur on WaterAid duty to line manager, Security Focal Point or CD

·       Behave and act in a manner that does not put colleagues or anyone that interacts with WaterAid in immediate or potential danger or harm

·       Ensure compliance with WaterAid security, health and safety policies and procedures

Other:

·       Undertake any other activity as requested by line manager and/or WaterAid Ethiopia

Job Requirements

Required Qualification:

Educational qualification and experience:

·       BSc/MSc. in Public Health Sciences or Hydraulic Engineering, Water Resource Engineering, Business Administration or related fields

·       Minimum of 6 years relevant experience in the WaSH or MSE sector specifically in supporting WaSH related micro and small enterprises

Knowledge, Technical Skills, and Abilities:

·       Knowledge of WASH and MSE national policies, strategies and implementation frameworks

·       Demonstrated technical ability, sound judgment, and ability to work effectively with others

·       Excellent written and verbal communication skills in English and Amharic and ability to communicate effectively with a wide range of stakeholders, e.g., government offices at various levels, partners, NGOs, and networks.

·       Firm belief in equity and inclusion

·       Commitment to values and working modalities of WaterAid Ethiopia.

·       Proficient in computer skills (MS word, Excel, Power Point).

·       Internet browsing skills

·       Ability to communicate information accurately.
