  • Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water, sanitation and hygiene, and food security and livelihood. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $50 million in programs, and approximately 1,700 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

About the Country Program in Ethiopia

  • Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Gender, Protection and Mental Health Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 6 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, Tigray and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2021/2022 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

I.  Summary of Position

  • The ICT officer is responsible for Administering in-house and commercial Information system platforms, Ensuring the Action Against Hunger ICT standard is respected, Improving the efficiency of ICT resource use, Promoting user awareness and train users in the use of IT resources, managing telecommunications resources (radio, satellite) and managing base equipment list.

Purpose:

  • Insure the most effective use of IT and telecommunication resources at the base, while respecting Action Against Hunger standards, procedures and the security rules:  

II. Essential job duties

 A. System Administration and Infrastructure management

  • Administering in-house and commercial IS platforms deployed to support program activities.

  • Working with the key actors of data collection and food distribution systems (Logistics, Program….)

  • Oversees wireless connectivity issues on mobile devices in field operations, troubleshooting where necessary.

  • Ensuring correct functioning of in kind distribution systems especially in beneficiary registration, enrollment, household updates and commodity distribution activities. Troubleshoots technical problems.

  • Synchronizing mobile data to permanent data repositories and cloud servers.

  • Managing Attendance management system applications and hardware.

  • Installing and maintaining local networks in the bases according to standards.

  • Isolating, troubleshooting and escalating network connectivity difficulties.

B. ICT standards adherence and user training

  • Ensuring workstations adhere to IT standards.

  • Ensuring antivirus software usage guidelines are respected, that updates are deployed at individual workstations and that antivirus protection is constantly monitored.

  • Supervising the data back-up system (back-up policy).

  • Training users on the correct use of IT resources and respecting IT security rules;

  • Maintaining computers and conducting daily/monthly checks to ensure that maintenance tasks have been executed.

  • Ensuring ICT Induction is given to newly recruited staff.

C. Helpdesk management and technical support to users

  • Resolving everyday user problems;

  • Providing users with software support for sharing files, emails etc.;

  • Suggesting IT resources that could be implemented to improve user work efficiency in accordance with ACF standards;

  • Checking that network equipment is operating correctly;

  • Reporting problems encountered and solutions implemented;

D. Telecommunication resources and IT environment

  • Ensuring that the bases’ means of communication (Broadband internet, VHF/HF Radio communication and satellite communication) are operating correctly.

  • Monitoring the base telecommunication devises by Performing regular tests on their usage;

  • Monitoring communications costs by putting log sheet in place.

  • Ensuring all IT and telecommunication stations are protected by energy regulators and Earthing.

E. Equipment management

  • Monitoring, Modifying and updating  base Equipment list

  • Working with coordination ICT team on reconciliation of base equipment list and master equipment list.

  • Ensuring equipment are properly tagged according to Action Against Hunger standard.

  • Conducting regular physical inventory.

  • Ensure equipment allocation forms are signed for all Ict equipment allocated to users.

F. Reporting and Documentation

  • Capitalizing data and procedures related to the use of IT resources and networks and communicating this information upstream to line management.

  • Providing Monthly report on monthly basis and site visit report.

VI. Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required and in line with Labor Law.

  • Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

  • BSC Degree in Information technology ,Computer science, Information System or other relevant degree from a recognized institution

  • At least 3 years’ experience in Humanitarian context.

Required Skills & Competencies

  • Experience in providing technical assistance across a variety of departments

  • Excellent spoken and technical writing ability in English, including report writing

  • Good communication skills - Organizational skills - Adaptability - Pedagogical approach – Rigour, Flexibility and patience.

  • Good knowledge of the Windows operating environment and Microsoft Office ( 2010, 2016), Microsoft 365,

  • Good knowledge of IT troubleshooting and maintenance.

  • Good Knowledge of networks and wireless technologies.
