ROLE PURPOSE
The position holder will be responsible to support the implementation of the project at different locations through provision of technical support on monitoring, evaluation, accountability, research and learning to enhance the capacity of program staff, including partners and stakeholders engaged in project implementation. Moreover, she/he is responsible to develop different monitoring tools, facilitate MEAL related workshops/review meetings, produce quality program reports, conduct quarterly monitoring programs, manage baseline, midterm and final project evaluations.
ACCOUNTABILITIES and MAIN WORK ACTIVITIES
Program design, monitoring and evaluation and management: (45%)
Provide leadership and oversight in the planning, implementation, monitoring and evaluation and Learning of the project and assess the outputs, outcomes and impact of programs/projects interventions and activities
Participate in concept note/proposal development and ensure that all proposals have clear goal, objectives and indicators illustrated by a clear log frame.
Ensure the development of standard TORs for project purposes
Support the Implementation of Project both to partner team and wereda level PIE project team
Provide guidance on Plan’s corporate system (APPR, CPPR and SAP business) to project area staff
Develop MERL/MEAL guidelines and provide program quality assurance through operational monitoring and evaluation
Ensure mainstreaming of programme Quality in the Project in both areas
Ensure appropriate and effective MEAL system is in place, consistent with established benchmarks, plans and organizational MERL frameworks, standards, program quality policy
Roll-out of the Plan’s Program Policies (Program Guide, and Program Quality) and train plan staff at PA and partners on these policies, as appropriate
Ensure equal and fair opportunities and representation of both sexes and persons with disabilities in the program.
Develop quarterly, annual and assessment reports: (30%)
Share reporting templates, compile and develop timely quarterly and annual reports
Lead the PA level project team and coordinate with partner staff to ensure quality and timely reporting
Ensure quality SPAR, gender and other relevant assessment reports are produced, and shared to relevant bodies
Support the PA level & Partner, processes of ensuring audit report is prepared timely and submitted to CHSA through CO and also ensure the audit report is ready for the government midterm/ end term evaluation
Support donor report writing, specially outcome reports
Ensure Post Implementation Monitoring (PIM) and/or Post Distribution Monitoring (PDM) are conducted and documented properly
Documentation and dissemination of lessons learned and good practices: (15%)
Closely work with the PA Coordinator, Partner team and the Knowledge Management Specialist on the analysis, synthesis and dissemination of PA level evaluation findings, including maintaining a database of evaluation findings and responses.
Closely work with the Knowledge Management Specialist to ensure implementation of the Knowledge Management strategy
Support the knowledge Management Specialist towards ensuring that relevant project documentation is well organized and best practices, lessons, success stories, case studies, etc. are well captured, synthesized, packaged, produced and shared to relevant stakeholders using different technologies and methods.
Organize/facilitate regular project implementation and performance review sessions and learning events.
Define MEAL-related inputs required from partners and oversee the quality of deliverables.
Representation, partnership, advocacy and coordination: (10%)
Serve as principal representative to MEAL and programme quality related networks, platforms and workshops for the PA
Represent Plan International Ethiopia in the working group related to this project
Establish smooth relationship across Plan International, partners and government stakeholders
Communicate effectively with Plan International staff and relevant government bodies
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.
Technical expertise, skills and knowledge
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
Qualifications/ experience essential:
Education at Bachelor’s Degree level or equivalent in Social science, Development studies, Economics, Statistics and Management
5 years of monitoring & evaluation position experience and at least 2 years of Monitoring & Evaluation experience with NGOs.
Practical knowledge of monitoring and evaluation methodologies, including log frames, result chains, theories of change, and assessment/evaluations.
Experience in staff/team management, coaching, mentoring, capacity building, and performance review and appraisal is the plus.
Knowledge of strategic planning processes
Qualifications/ experience desirable:
Demonstrated experience of operational and programming processes, systems and principles, and the ability to provide leadership and support to staff working at PA & community levels.
Sound understanding of integrated development issues and critical analysis of child poverty
Experience in both development and humanitarian contexts.
